HomeMy WebLinkAbout02 10 1976 CM COUNCIL MEETING MINUTES 15 February 10, 1976 Minutes of the regular council meeting held in the city municipal building February 10, 1976. Present: Mayor John O. Cotant, Jr., Councilmen Boyd Fullmer, Dwain Kinghorn, Earl Romriell, Wayne Taylor and Clerk Vera Armstrong. Attorney Don Burnett excused. Engineer Forsgren also present. Mayor Cotant asked for corrections or additions to January 27 minutes. After reviewing minutes Councilman Kinghorn moved and Councilman Taylor seconded the minutes be approved as written. PUBLIC HEARING ITEM - Mark Bunce has requested the property of his proposed Extended Bunce Subdivision be rezoned from Agricultural Transitional to Single-family Residential (R-l) zone. Councilman Romriell moved the city council approve the rezoning of the Extended Bunce Subdivision from Agricultural Transitional to Single-family Residential (R-l) zone. Councilman Taylor seconded motion and all councilmen voted in favor of motion. EXTENDED BUNCE SUBDIVISION - PRELIMINARY PLAT - Mark Bunce presented the preliminary plat of his Extended Bunce Subdivision. Mayor and council reviewed plans and discussed the gravity flow sewer system versus the sewer pump station. The mayor and council definitely prefer the line be installed gravity flow. Mr. Bunce said tentative cost for sewer lift station is $17,400.00 and tentative costs of $18,500.00 to install gravity flow line west to Buffalo Road and south to Chubbuck Road. Mr. Bunce informed council the gravity flow line would consist of approximately 2700 feet. Mark Bunce requested participation from city towards the additional cost of installing the gravity flow line over cost of the sewer lift station. The possibility of the city participating in cost of engineering sewer line through easements and securing of easements was discussed. Councilman Taylor moved the city approve the Extended Bunce Subdivision preliminary plat with sewer going gravity flow down to Buffalo Road, and with the city helping secure easements and that Elizabeth Street be extended to the north property line and the northern east-west street be extended to the east property line; with no approval of monetary involvment on city's part at this time. Councilman Kinghorn seconded motion. Roll call vote: Fullmer, yes; Kinghorn, yes; Romriell, no; Taylor, yes. SEWER SERVICE LINE - Mr. Noel Breneman asked if he needed a sewer permit to install the sewer in his campground. The answer was yes. Mr. Breneman also asked if he could set up a trailer sales business using his present building. Mr. Breneman was informed if he used a permanent building for his office the zoning would allow this business. Mr. Breneman requested the city move the fire hydrant just north of Ray's Standard gas station when the new water line is installed. City informed Mr. Breneman the city would work Wi~mon moving the hydrant. Mr. Breneman also asked why the Conoco Station was not required to blacktop between curb and Yellowstone Highway. Mayor Cotant said the city would check this out. MOBILE MANOR ADDITION #2 - FINAL PLAT - Jim Voeller presented the Mobile Manor Addition #2 final plat. Mayor and council reviewed plat and discussed requiring a completion bond. After further reviewing, Councilman Romriell moved the Mobile Manor Addition #2 final plat be accepted. Councilman Taylor seconded motion. All councilmen voted in favor of motion. BASEBALL PROGRAM - Francis Beck and John Harris expressed appreciation for cit~7 participation in ball program and made request of city participation in building two back stops for ball diamonds on Victor Avenue on the school property so they will be ready for first games in May. Mr. Harris and Mr. Beck requested advertisement through a city newsletter fo the baseball program. Mayor Cotant said he would be sending out a letter and would be glad to insert a paragraph on the baseball program. Mr. Beck said they would like to hold a meeting by March 10. Mr. Beck said they would like to purchase 2 new trunks to store uniforms and equipment and also sponsor a city tournament again this year. ALTURAS PARK SUBDIVISION PRELIMINARY PLAT - Roger Seaton and Engineer Jim Voeller presented the preliminary plat of the Altural Park Subdivision. Mayor and council reviewed the proposed layout of the plat. After reviewing streets, park area and proposed utilities, Councilman Taylor moved the council accept the Alturas Park Subdivision preliminary plat as presented. Councilman Fullmer seconded motion. Voting was unanimous in favor. ANNEXATION AND ZONING OF ALTURAS PARK SUBDIVISION - Councilman Kinghorn moved the city annex Alturas Park Subdivision and hold the public hearings necessary for annexation and zoning contingent upon the decision if water will be available for the development. Councilman Taylor seconded motion. All councilmen voted in favor. MOUNTLAKE STREET ACCEPTANCE - Jack J. Menard, president of Triangle Investment, Inc. has submitted a letter requesting Mountlake Street be accepted by city. The streets are now covered with snow and city inspectors are unable to complete any inspection. Councilman Taylor moved water, sewer, curb and gutter and street construction on Mountlake Street be accepted upon city engineer and city public works directors final inspection and approval. Councilman Kinghorn seconded motion with all councilmen voting in favor. GENERAL DISCUSSIONS - 1. Purchase of property for water tank. 2. Dog catcher salary requested to be $350.00 when pound built and needs maintained.. 3. Mayor reported he and Denny Jones had visited with county commissioners of Bannock County on fire service. The county proposed $10,000.00 per year and the county would furnish the two fire trucks to be housed at city fire station and would maintain the two trucks during the year. 4. Ordinance protecting city against pornographic theatres. This to be checked out by city attorney. 5. Appeal of Rodney Parrish on variance request of lot requirements in Mobile Manor. Financial statement presented to Mayor and Council. Claims presented to Mayor and Council. Council were disappointed in Bengal Const. work on streets. Councilman Romriell suggested the Mayor send a letter to Bengal regarding the poor job done and suggests not paying the claim. Pickens Electric claim and the cost of galvanized nipples at Parrish Company Store questioned. Building inspection compensation reviewed. Councilman Romriell moved to pay the claims with the exception of Bengal Construction claim-and to pay one-half only of this amount. BUILDING INSPECTION - Mayor and Council discussed training a present city employee as building inspector. Councilman Taylor was opposed to this suggestion. Meeting adjourned at 12:0o p.m. Vera C.
