HomeMy WebLinkAbout01 27 1976 CM COUNCIL MEETING MINUTES January 27, 1976 Minutes of the regular council meeting held in the city municipal building January 27 1976. ' Present: Mayor John O. Cotant, Jr., Councilmen Boyd Fullmer, Dwain Kinghorn and Earl Romriell. Attorney Burnett and Clerk Vera Armstrong. Meeting called to order at 8:00 p.m. Mayor Cotant asked for corrections or additions to January 13 and 15 minutes. There being none, Councilman Kinghorn moved and Councilman Romriell seconded the minutes be approved as written and all councilmen were in favor of motion. EAST CHUBBUCK ROAD PARK - Glen Kinlock, Dean Wood and Cary Campbell represented the Lions Club. The estimated cost of the proposed park is $15,133.50. Mr. Kinlock told the mayor and council he understood the city would provide half the cash outlay. Mayor Cotant and Councilman Fullmer suggested the elimination of the rest rooms as it is such a small neighborhood park. Mr. Kinlock asks permission to have gorund breaking ceremonies at 11:00 a.m. Saturday, January 31 and invited the mayor and council to attend. Mayor Cotant read letter from Paul E. Clements, Irrigation Systems Manager, stating the variance request to develop the proposed park onto canal easement of the Fort Hall Main Canal was approved. Mayor and councilmen were in favor of eliminating the parking along East Chubbuck Road because of safety factor. Mayor and council informed Mr. Kinlock, Mr. Wood and Mr. Campbell the city would plan to budget $5,000.00 towards the East Chubbuck Road park project. SOUTHEAST IDAHO COMMUNITY ACTION AGENCY - RSVP - Mrs. Vola Eldredge was present and requested $1,500.00 financial support for the City of Chubbuck for the RSVP program of the Southeastern Idaho Community Action Agency. Mrs. Eldredge was told the council will review the request. HEIGHTS SUBDIVISION ENGINEERING CLAIM - Mayor Cotant explained the Clark Real Estate claim of $800.00 which has been presented to the City of Chubbuck. The claim is for designing West Chubbuck Road to 60 ft. wide and then redesigning back to a 50 ft. wide street during the drawing of final plat of Heights Subdivision and feel this added expense was of city request to make changes. Mayor Cotant asked Engineer Forsgren to review the claim. TERTELING AND SONS WATER REQUEST - Grant Anderson represented Terteling and Sons. They propose a planned development of approximately 30 acres which will consist of 60 to 70 single family dwelling units along Bench Road and within the City of Pocatello and are asking permission of the City of Chubbuck to purchase water for the development if water is available. Councilman Romriell suggested Terteling and Sons pay for the engineering study to determine if the City of Chubbuck will have the water available. CHUBBUCK INDUSTRIAL PARK - Mayor Cotant read a letter from Mr. Westergard, Farmers Home Administration, requesting proof of ownership of property on which a grant has been applied for industrial development. Mayor Cotant also read a letter from Glen Marshall pertaining to an agreement on property involved in grant request. Mayor Cotant requested Attorney Burnett to review the letters and application requirements. WAIVING FEE OF BUILDING PERMITS on church and school buildings. Mayor and Council discussed this and Attorney Burnett was requested to research the city's re- sponsibility in waiving the fee. UNIFORM BUILDING CODE - Attorney Burnett was requested to draw up an ordinance adopt- ing the current Uniform Building Code and all subsequest Codes when published. ll 13 ALTURAS APRK SUBDIVISION - Roger Seaton has presented a subdivision pre-application plat to city for approval so they might go ahead with their preliminary plat. Mayor and council feel the streets should be straightened out, several lots appear to be short of frontage requirements and city does not approve of short cul- de-sac streets. Engineer Forsgren is to contact Jim Voeller and Associates on city recommendations of changes on this plat. Mayor and council questioned park requirements and Attorney Burnett suggested the city contact Idaho State University personnel for park and recreation recommendations in subdivisions. Attorney Burnett offered to make this inquiry. Mayor Cotant suggested the city send a preliminary plat to the Mountain Bell Co. and Idaho Power Company on new subdivision plans for their study. Roger Seaton also presented a letter to the city requesting annexation of the proposed Alturas Park Subdivision and requested the zone be Combined Residential R-2. The proposed subdivision lies directly west of the present city limits. SUBDIVISIONS - Councilman Romriell asked if it would be possible for the council to secure small copies of preliminary plats for study. GENERAL DISCUSSIONS : 1. Greener Pasture Well Pump - Engineer working on this. 2. Shiozawa backflo valve - This will require a manhole to install. 3. Building Inspection and Inspector - Engineer Forsgren told council a course was being planned on materials testing at I.S.U. and if a Chubbuck city employee would care to attend, they could arrange it. 4. Fire protection. 5. Metal Railing to be repaired at Hiline and West Chubbuck Road Intersection. 6. McOmber sewer service. 7. Little League Baseball program and ball park development. 8. Animal Control - Councilman Romriell to explore possibilities of dog control including building dog housing. 9. Water Tank placement - a discussion of securing property to place tank. 10. Robello and Evans sewer service line. ORDINANCE #158 - Providing that the licensee be Teleprompter TV instead of Bannock Cable TV and that license franchise fee be $200.00 isntead of $100.00 waf read by title only by Mayor Cotant as the third reading of ordinance. Councilman Romriell moved that Ordinance #158 be approved. Councilman Fullmer seconded motion. Roll call vote: Fullmer, yes; Kinghorn, yes; Romriell, yes.
