September 29, 1972. Meeting called to order at 7:45 p.m. by Mayor Cotant.
Present: Mayor Cotant, Councilmen Kinghorn, Menard and Romriell. Attorney Wise and
Clerk Vera Arnztrong.
Purpose of special meeting was to act on zoning requests, open bids for police cars
and other business pending at this time. ~
UPPII~ SNAKE RIVERVALLEY DJlRYMEN'S A~SOCIATION VARIANCE REQUEST to allow a Cream Top
Dairy business on property in question discussed.
Councilman Menard moved the council grant this requested variance. Romriell seconded
with a unanimous vote in favor of motion. A letter stating the council approved
variance with copy of minutes of Planning and Zoning meeting and Council meeting will
be sent to Upper Sanke River Dairymen's Association.
BLUERIBBON HOMES, INC. have requested the city accept the following streets. James
Street that has frontage and adjoins Lots ll, 12, and 15, Block 8, and Lots 17, and
18, Block 3, Stuart 2nd Addition. Sawtooth Street that has frontage and adjoins
Lots 4,5,6,7, andS, Block 12, and Lots 8,9,10, and the North 65 feet of Lot ll,
Country Acres 4th Addition. Bonanza Avenue on that portion that has frontage and
adjoins Lots 14 and 15, Block 7 and Lots 6, 7, ;~nd ~, Block ll, Country Acres
4th Addition.
Blue Ribbon Homes, Inc. presented the city with an escrow contract whereby a deposit
is made to cover costs of constructing a street that will be completed after the
sewer on street is complete.
Blue Ribbon Homes, Inc. have also deposited a sum of $1,000.00 in Idaho Bank & Trust
to guarantee maintenance of temporary sewer system located in Country Acres 4th
Addition and Stuart 2nd Addition.
Council questioned if the streets were built to street standards, namely settling
before paving. Councilman Menard suggested Stuart and Brennan give progress reports
to council on street construction. Menard also suggested council requestBlue Ribbon
Homes, Inc. sign,warranty on maintenance of streets he wants the city to accept.

After further discussion the council decided they would like Blue Ribbon Homes, Inc.
to put $1,000.00 in escrow for maintenance of sewer unit in Stuart 2nd Addition and
$1,000.OO for maintenance of sewer unit in Country Acres 4th Addition. Council also
agreed that Blue Ribbon Homes, Inc. should sign warranty on maintenance of streets
for one year before Mayor signs acceptance of streets by city.
POLICE CAR BIDS - The following bids were opened. C. Ed Flandro =$3,596.O0;
Pocatello Dodge =$3,698.00; Intermountain Chevrolet , 450--$3,759.10 and 350 cu in
--~'3,A94.~O. Mayor asked Police department to check out Flandro's bid to see if it
meets the specifications.
ORDINANCE # 115 - read by Mayor Cotant by title only for second reading.
PUBLIC HEARING - HAMMOND AND HANCOCK PETITION - Attorney Wise announced to council the
judge has awarded the decision $~ to Hancock and Hanm~ond of detachment
from city boundaries. After some discussion council agreed to appeal the decision.
POLICE DEPARTmeNT - Chief Stone has requested council accept James Phelps as the 3rd
officer for the city. Council requested Phelps attend the next council meeting.
GARBAGE COLLECTION - Council requests letter be sent to all residents on lane off 5400
block Yellowstone that city will furnish a commercial container for their use.
Also a letter be sent to a Parrish Street resident that truck will not be able to
pick up garbage in private driveway. Meeting r~
