Minutes of the regular meeting of the Mayor and Council held in the city municipal
building September 26, 1972.
Meeting called to order 8:10 p.m. by Mayor Cotant.
Present: Mayor Cotant, Councilmen Kinghorn, Romriell, Menard Attorney-Wise and Clerk
Vera Armstrong. '
Minutes of September 12 meeting approved as written.
G~{CLE IN TRAII,~.~ PARK - Charlie Frasure and John Murray showed proposed plans for
trailer park with revised sewer plans. Engineer Perkins approved the proposed sewer
plans. Mayor asked Frasure and Murray their plans for patios, barriers, storage area
and surface drainage. Frasure and Murray told council patios are planned, a 6 foot
chain linked fence and or bushes will be installed as barrier, ample storage area is
available and access road to storage area will be at north end of Alton street in the
park and adequate drywells will be installed and in the final plans. Plans are to be
prepared with the above requirements shown on plan.
Charlie Frasure requested a variance from trailer ordinance to delete sidewalk
requirement because of the breakage that occurs from driving over them with trailers.
Discussion followed on sidewalk requirement. Mr Frasure and Murray stated they would
agree to sidewalks on one side of main street through the park. Mayor recommended
council approve construction of sidewalks on one side only of main street through
park with a variance to delete sidewalk requirement for the rest of the park Majority
of council approved this recommendation. '
AGR~NT OF HIG~rWAY PROJECT - Mayor informed council the State Highway Department have
requested the city execute an agreement on the proposed Quinn kd-Pole Line and Yellowstone
Avenue Project. Council approved for Mayor to sign agreement.
(RDINANCE # 112 - Regulating livestock on lots and acreages read in full by Mayor Cotant
for third reading. Council Menard moved Ordinance #112 be adopted by council. Kinghorn
seconded. Roll call vote: Kinghorn, yes; Menard, yes, Romrieil, yes.
ORDINANCE # 113 - Providing for Retail sale of Wine read in full by Mayor Cotant for second reading.
ORDINANCE # 11~ - Making it unlawful to remain on premises where li~quor by the drink is
sold read in full by Mayor Cotant as second reading.
CITY BUILDING DOOR REPAIR - Mayor told council it has been suggested a new door opening
be made in the storm entrance and the city needs to hang the outside door to swing out
Council agreed to necessary changes. ·
ANNOUNCEmeNTS _ Mayor made announcement of Planning and Zoning public hearing to be held
Friday evening, September 29. Council have agreed to be present to act on variance
recommendation from Planning and Zoning.
Mayor asked if council will ride in Hire The Handicapped Parade Saturday September 30th.
Clerk to inform parade chairman council will be present to ride in parade.
GARBAGE PICK UP - Vern Briscoe was present and stated residents on private road off
5~00 Yellowstone Ave. has been informed the city will not go to end of lane to pick up
garbage. Councilman Kinghorn explained because of insurance regulations they should
not back up on lane. Suggestion was made that one large container be used for all
residents or for residents to haul garbage out to area where truck can turn safely.
Mayor told Mr. Briscoe a member of the council will visit the people and try to work
something out.
Councilman Kinghorn told council individual garbage pick up at Bell Trailer Park was
extremely difficult. Mayor asked Councilman Kinghorn and Romriell to talk to ~r. Peters
to check out possibility of using commercial containers.
Council agreed commercial garbage pick up rates should be uniform with all businesses
paying $15.00 per container for once a week pick up plus 40% for each additional pick
up per week.
MINGO LANE WATE]~ LINE Councilman Kinghorn told council Orson Trentham has not paid
the water line charges and has not hooked up to the new city water line on Mingo
Lane. Mayor suggested Mr. Kinghorn talk to him.
ORDINANCE ~ 115 - Providing for a curfew for minors read by title only by Mayor Cotant
as first reading.
MEETING WITH POCATELLO COUNCIL - Mayor informed council the Pocatello council would
like to meet with the Chubbuck council to discuss a proposed mutual agreement for
sewer lines south of Interstate 15W. ~ouncil in agreement for a meeting to be
scheduled.
Meeting recessed at 10:~5 until further notice if necessary.
