building May 2, 1972. PurFose of meeting to consider for adoption a dog leash ordin-
ance and a trailer court ordinance.
Meeting called to order by Mayor Cotant at 7:05 p.m.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Rom~iell and Taylor, Attorney ~se
and city clerk Vera Armstrong.
DOG LEASH OFdDINANCE - Read in f~11 by Mayor Cotant. It was agreed the license fee be
changed to $5.00 for a female dog and $3.00 for a spayed female and male dog.
Councilmen }[enard and Taylor voiced o?.position to ordinance. After a lengthy dis-
cussion the ordinazice was tabled for further study. Mayor suggested a public o~.inion
form be run in Ba~nock County Nevi. ~
M~NGO ;~ATS~ LIk~- Several residents from Mingo Lane were ~resent to discuss the
installation of a 6" water line on Mingo. Problem of collecting the assessment or
charge discussed. Attorney-?~'ise counseled the Mayor and Council that alt property
owners should pay for this imF:rovement in advance. Several ~e~:;idents present
signed, the deed to the street and also paid their charge. An Account is to be set
up to hold funds until all charges are paid.

TRAILER ORDINANCE # 107 - Read in full. John Murraypresent and with council discussed
several sections of ordinance. The fee of $1.O0'~er trailer per year discussed.
Councilman Romriell moved that Section #12 stat~ license fee of $1.00 per trailer
per year be deleted and changed to must procure business license. P~oll call vote:
Kinghorn, yes; Menard, no; ~omriell, yes, Taylor yes. Motion to dispense with rule
of reading on three separate days made my Councilman Taylor, seconded by Menard with
roll call vote as follows: Kinghorn, yes~ M~nard, yes; Romriell, yes; Taylor~ yes.
Mayor read Trailer Ordinance #107 by title two additional times. Motion to adopt
Trailer Ordinance #107 made by Councilman Kinghorn with Taylor seconding. Roll call
vote: Kinghorn, yes~ ~lenard, yes; Romriell, yes; Taylor, yes.
BUILDING INSPECTOR - Need for inspector discussed. It was mentioned by Councilman

Suggestion made to consider a building inspector at next meeting. Franklin Briscoe,
Henry Behling and: any other interested persons be notified to be present at 9:00 p.m.
May 9th council meeting if interested.
I~rER2,1OUNTAIN GAS TAX - Councilman Menard informed council Intermountain Gas was charging
a municipal tax on their bill and wanted to know if city received revenue. City clerk
told council a franchise tax is paid to the city each year.
SANITATION CO~fRACT - Parks & Sons Inc. has requested an increase in residential sanitat-
ion payment from 1.70 to 2.05 per month. Mayor to inquire into possible area to dump
garbage. Council to also check out some possibilities for a dumF area. It was also
mentioned the contract should be put out for bid.
REPORT FROM COUNCII2~.N ~ZENARD - Menard said owner of Carousel Mobile Court should be
informed he must conform with city ordinances on his construction of court.
Menard also mentioned the fence of Rueben Robello on the corner of Victor and Ponderosa
was in violation of city ordinance.
Menard informed Council and l,layor the ordinance allowing beer sales in grocery stores
should be re-adopted because i.iayor had voted to break a tie and that ordinances
should be adopted by a 3/~ majority of council.
