Minutes of regular meeting of the Mayor and Council held in the city municipal building
April 11, 1972.
Meeting called to order by Mayor Cotant 8:00 o'clock p.m.
Present: Mayor Cotant, Councilmen Kinghorn, Menard and ~omriell, Attorney Wise and
clerk Vera Armstrong.
Minutes of March 2~ meeting approved, as written.
PROPOSED ANNEXATION - Residents on Hawthorne Rd were present to discuss annexation of
this area. ~r. George Carlsen, representing the area stated the natural sewer flow
was opposite of Chubbuck's proposed line. Cthers declared they didn't care to be
annexed unless they received the utility services. ~ayor Cotant told the residents
it is the plan to serve the area with city utilities. Mayor assured ail concerned
there would be more discussion and annexation would not take place wibhout them
being informed.
LIVW~STOCK RESTKICTIONS - L. J. Livingston, Briscoe k~. renewed his complaint of too
many livestock on neighbors property and also stated yard was full of junk.
Council discussed and agreed the city plans to adopt some restrictions. Mayor
Cotant requested Councilman Menard check into feasible restrictions for livestock
per area.
ANI~L~L CONTROL - Darrell Burrows reported residents of city would like dog control
at night. Mr. Burrows has picked up 1~ dogs and some cats. Several at meeting were
in favor of leash or control law. Mayor and Council also voiced the need of more
2,ooCOntrol and Mayor instructed Attorney Wise to draw up ordi~ance. Council decided a
equal fee for male or female dogs would go into effect January I, 1973. License
fee for more than two dogs at one residence would be $10.00 each.
Councilman Romriell made motion ~. Burrows be paid $50.00 per month. Councilman
menard seconded motion with all in favor.
Clerk to check with insurance company about extra coverage for dog catcher.
VARIANCE - James Reilly, owner of Hawthorne VeLerinary Hospital was present for council
action on variance to allow building new facility to continue an established
business in an R-2 Zone. Councilman Menard moved to grant ~ariance in accordance
with pla~m he submitted. Councilman P, omriell seconded with an unanimous vote in
favor of motion.
STOP SIGNS - Allen Martin proposed for a stop sign to be installed at the exit of
Carousel ~[obile Park. Mayor and Council agreed and also approved for exit~op
signs to be installed at all trailer parks and other streets that enter onto a
main street.
SPEED SIGN - Darrell Burrows, Adams Dr. requested a 15 ~H sign be placed on Adams.
Councilman Romriell stated most residential has 25 ~H. Mayor told Mr. Burrows
council would take under advisem~t and perhaps run radar in area.
PROPOSED TRAILER PARK - Charlie Frasure and John Murray presented proposed preliminary
plat of trailer park. Mayor stated engineer had.al~proved street layout. Council
gave okay for Frasure and Murray to go ahead with ~treet development and layout.
Long discussion followed for a proposed street for complete secion of development
from Stuart Ave. to Chubbuck Rd.
Councilman Menard stated a building permit would be required with cost of all
construction including streets, curbs, gutter, concrete work and sewer facilities
to be included in total amount.
PROPOSED TRAILER PM'iK ORDINANCE - After reviewing same CounciLman Kinghorn made motion
attorney draw up trailer ordinance with the addition of fee of $1.00 per smace per
year to be included. '
FIRF. STATION REPAIRS - Mayor Cotant read reco~nendation of Fire Department to remodel31
Fire Station. Council approved remodeling with sheetrock being used instead of
celotex. EStimate of work to be done is $676.56.
Mayor announced the fireman,s wives are forming a women,s auxiliary and that he
would like them also to act as an advisory council.
WATER LINE - A new water line is being installed on Siphon Rd. Length of time required
for residents to hook up to new line discussed. Mayor suggests Councilman Kinghorn
check with residents with a suggestion of June 1.
OFFICE RE~IODEL - Mayor Cotant offered suggestion of raising floor in council area six inches and building sero-round council table. Su!_gestion apb:roved.
STREET DEPARTMENT - CROSSWALKS - Councilman Kinghorn said he felt crosswalks should
be painted on Yellowstone Highway at ma~ intersections and bus stop area.
Mayor stated city would need approval of State Highway Department.
SIGNS - Numerous signs in front of Texaco btation on corner of Yellok~tone and
Chubbuck Rd. are a traffic hazard because they block view of traffic. This was
pointed out by Bart Parrish.
PARKING - Council~n Kinghorn mentioned the one exit street in Big Indian Trailer
Court was u~usafe because of parking and dead end. Mayor Cotant suggest Fire Chief
be asked to make a safety inspection.
March Financial statement presented to Mayor and Council.
April claims presented to council. After some review Councilman Romriell n~de motion
to pay bills with CounciLv, an Kinghorn secon~ing and all in favor.
Meeting recessed at 11:15 until further notice if necessary.
