Minutes of special meeting held at the city building February 12, 1972.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell, Taylor and attorney Wise.
Meeting called to order by Mayor Cotant at 5:00 o'clock p.m..
Special meeting called for the purpose of allowing Mr. Mide Boyce, Bannock County News
to make proposal to Mayor and Council on newspaper edition in Chubbuck area and adopt-
ing the sewer bond election ordinance.
BANNOCK COUNTY NEWS PROPOSAL - Mr. Mike Boyce, Bannock County News editor made proposal
to publish a North Bannock County News edition of the Bannock County News for the
Chubbuck area. Circulation would be free of charge and delivered weekly on Thursday.
Subscription price if they have need for a drive would be $4.00 per year. They also
hope to have an office in this area at a later date.
Mayor and Councilmen pleased with opportunity of local news coverage and all were
in favor of adopting Bannock County New~ as the city official paper for legal
publications.
Meeting then continued for purpose of reading and adopting Sewer Bond Ordinance
#104. Minutes as follows) Page 13.
Mayor
A Special meeting of the City Comucil (herein "Council"), of the City of Chubbuck (herein
"City") in the County of ~annock and State of Idahe, ~as held on Saturday, the 12th day
of February, 1972, at the'.hour of 5:00 o'clock p.m., at the city hall, 5160 Yellowstone
in the City, being the regular meeting place of the Council, at which meeting there were
present and answering the roll call the following, who constitute a quorum: Mayor John
O. Cotant Jr., Dwain A. Kinghorn, 'Wayne Taylor, Earl L. Romriell and Jack J. Menard.
Absent: none, constituting all the me~bers thereof. There were also present City Clerk
Yera C. Armstrong and City Attorney Joseph G. Wise.
Thereupon, the following proceedings, among others were duly had and taken:
Councilman Romriell introduced and mOved the adoption of an ordinance entitled: "An
ordinance relating to the sewer system of the City of. Chubbuck, Idaho; providing for a
special election at which there shall be submitted to the electors qualified to vote there-
on the question of issuing sewer revenue bonds of the City for the purpose of defray-
ing in part the cost of constructing a sewerage system; prescribing details in connection
therewith; ratifying action previously taken concerning said sewer system and said bonds;
and providing the effective date hereof."
The motion was made by Councilman Menard and seconded by Councilman Taylor that the
rules requiring ordinances of a general mud permanent nature to be fully and distinctly
read on three different days be dispensed with and that said ordinance be read in fmll
and at length and placed upon its final passage.
Thereupon, the Clerk was ordered to call the roll on said motion and the roll call
upon said motion was as follows: Those voting Aye: Dwain A. Kinghorn, Wayne Taylor,
Earl L. Romriell and Jack J. Menard. Those voting Nay: None.
The Mayor thereupon declared that the motion, having been duly passed by not less than
one-half (½) plus one (1) of the members of the full Council, had been duly carried.
Their.ordinance was then read by the Clerk in full and at length as Ordinance #10B and
filed in Book #3 of Ordinances.
Councilman Kinghorn seconded the motion for the adoption of said ordinance.
The Clerk was then instructed to call the roll on the passage of the ordinance and the
roll call on said passage of said ordinance resulted as follows: Those Voting Aye:
Dwain Kinghorn, Wayne Taylor, Earl L. Romriell and Jack J. Menard. Those Voting Nay: None.
The ordinance was thereupon, by the Mayor, declared to have been duly passed.
It was moved by Councilman Romriell and seconded by Councilman Taylor that the Clerk of
the City be ordered to publish said ordinance in full immediately and in at least one
issue of the Bannock County News, the official newspaper of the City.
Thereupon, the Clerk was ordered to call the roll on said motion and the roll call
upon said motion was as follows: Those Voting Aye: Dwain A. Kinghorn, Wayne Taylor,
Earl L. Romriell and Jack J. Menard. Those Voting Nay: None.
The Mayor thereupon declared that the motion was duly carried.
There being no further business to come before the meeting, the meeting was, on motion
duly made, seconded, and carried, adjourned.
