Bannock County Event Center

Welcome: Commissioner Steve Brown
Commissioner Brown felt like there was a different feel in
the community and more collaboration with these joint meetings.
Idaho State University:
0 Unified College Town Charter Initiative
President Kevin Satterlee has been working with the City of
Pocatello on an initiative to determine what it means to be a college
town. President Satterlee would like to work with the City of
Chubbuck and Bannock County on a similar initiative by setting
goals, and determining priorities to create a college community.
President Satterlee stated that we are all in this together, students
don't just choose the university they choose the community.
School District 25:
• Bonneville Building sale
Superintendent Doug Howell stated that the School District
put this building up for auction, but had no successful bids. Since
the auction the School Board had received multiple proposals
from multiple organizations. Mr. Howell stated that the School
Board had decided to accept a proposal from the Pocatello
Neighbor Works for half the appraised value of the building.
Pocatello Neighbor Works will be demolishing the building to
allow for residential homes to be built.
• Pocatello High School renovations
Phase 1 will be completed by the end of October 2019. Phase 2
will start in the summer of 2020. Phase 2 will allow Pocatello High
School to create a safer environment for students, and allow better
opportunities for its students.
• Board of Trustees election
The School Board has two seats (Zone 3 & Zone 4) up for
election in November.
• Festival of Trees
Festival of trees will start on November 19, 2019, and will be
celebrating its 10 year anniversary.
City of Chubbuck:
Mayor Kevin England gave an update on the City's new City Hall. Mayor
England talked about a presentation from the Realtors Association on a first
time home buyers savings account, and the National Drug Takeback day.
City of Pocatello:
• Pocatello's Rebranding Effort
Mayor Brian Blad stated that the City of Pocatello is going to launch
a rebranding campaign in 2020. They had received 28 proposals from
advertising companies from all over the United States.
0 Senior Building Ad -Hoc Committee
Councilmember Rick Cheatum had been working with multiple
groups that represent the seniors in the community to try and unite their
efforts and resources. Mr. Cheatum stated that there is currently 9,200
seniors in Pocatello. Mr. Cheatum stated that the Ad -Hoc committee is
currently looking for a location to create a destination for senior
activities.
0 Update on Student Survey
Mayor Brian Blad stated that the City of Pocatello and Idaho State
University had put together a survey to find out what types of businesses
and activates that students would support.
Bannock County:
• Event Center and Wellness Complex
Guy Patterson gave an update on the event center. The event center is
cutting down on fleet costs, and adding 60 horse stalls. The County is
working with Live Nation to renegotiate its contract for concerts and to
allow for more public access to the amphitheater. Mr. Patterson stated
that they are looking at push bands for free concerts and a proper PA
system.
President Kevin Satterlee would like to coordinate efforts to attract
entertainment for both the amphitheater and the performing arts center.
• Proposed Jail Expansion Project
Commissioner Terrel N. Tovey stated that the jail is at full capacity,
and the county had been paying to rent space at other county jails, but
there is no space currently available to rent. The County is going to use a
Lease Purchase Agreement to fund an expansion of the jail. The County
had looked at going for another bond and judicial review. Judicial review
does not guarantee funding and still has to go to the public for a vote,
and then all decisions are determined by a judge. The Commissioners
feel like judicial review will end up costing the tax payers more.
• Building Permits
Commissioner Ernie Moser stated that all the County departments had
been working together to correct issues and to be more efficient.
Building Permits at one time where 3-4 months behind. The County has
corrected this issue and is now staying up to date on building permits.
0 Veterans Services
Commissioner Terrel N. Tovey stated that 10% of Bannock County
residents are veterans. Bannock County and Idaho State University had
created a great partnership to assist veterans with all the different
programs that are available. Commissioner Tovey stated that there are
currently 1,500 open cases for veterans, so the County had hired another
part time employee to assist with these cases.
