HomeMy WebLinkAbout12 18 1973 CM195 Minutes of the recessed meeting of December 11 held in the city municipal building December 18, 1973 at 5:00 p.m. Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor, Attorney Burnett and clerk Vera Armstrong. SEWER INSPECTIONS - Mayor and counc~ discussed enforcing the sewer inspections on sewer lines being installed by residents of the city. As the state has set Joe Brennan up as inspector the mayor and council were in agreement that inspections should be enforced according to state code. ARTICLE IN PAPER - Clerkwas requested to call Idaho State Journal and get an article in paper inform~ residents they must get a permit before installing their sewer lines and must have them inspected by city inspector before covering lines. SEWER EASEMENT - Mayor and council discussed the proposed sewer line from Parrish Drive to Burnside. Engineers have told council_L the line could go from Parrish Drive to Burnside along Yellowstone Highway to serve Burnside eliminating the need for easements from Parrishes to get to Burnside. Mayor and council agreed to meet with the Parrishes Wednesday at4:15 p.m. Easements will be ready and if Parrishes refuse to sign them the line will go along Yellowstone. gEWER CONSTRUCTION - Attorney Burnett informed council he had met with Pocatello officials this afternoon and city planning engineer Mr. Mattison stated Pocatello was very concerned about Oregon Construction exposing their high-capacity 12 inch water line on Quinn Rd. They not only were concerned it might break but also could cause considerable damage. RESOLUTION 18-73 - providing for taking a census of the city read in full by Mayor Cotant. Councilman Romriell made motion to adopt Resolution #18-73. Counci~nnan Kinghorn seconded motion. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. ORDINANCE #129 - read by title only by Mayor as third reading. Councilman Kinghorn made motion to dispense with rule of reading on three separate days. Romriell seconded motion. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. Councilman Mrnard moved Ordinance #129 Be adopted. Taylor seconded motion. Roll call vote: Kinghorn, yes; Menard, yes; Romriell, yes, Taylor, yes. ORDINANCE #128 - Attorney Burnett met with Pocatello officials and they stated the terms collection and treatment of sewage was entered in the ordinance although Chubbuck is a collector system and Pocatello does the treatment. Pocatello suggests someone be responsible for regulating what goes into the system. There is a contractural arrangement and there needs to be an approving authority, either city engineer or other persons possibly from Pocatello regulating wastes disposed into system. Mayor and council .agreed to have the city engineer be the approving authority on this regulating of sewage disposal. ATTORNEY HARGRAVES BILL - Mayor and council discussed the bill submitted to the city for attorney work on sewer project. His total bill is 3/4 of 1% of bid price ich is $13,~.00 He was paid $6,000.00 in July. Meeting adjourned at 7:00 p.m. ~ohn O. Cotant, Jr. , Mayor
