Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor. Zoning commission members, Branson, Parrish, Peters and Rawlins. Clerk Vera Armstrong Meeting called to order by Mayor Cotant at 5:00 p.m. Purpose of the special meeting was to discuss and possibly take action on Land Investment, Inc. request to rezone property south of Chubbuck Road and west of R~i~] road tracks to Residential -2 Trailer zone. Council and commission discussed rezoning commercial and industrial property for trailers. It was noted the property east of railroad tracks on East Chubbuck Road is about the only light industrial zone left in city. Tax revenue base of trailers versus homes discussed. Mayor Cotant mentioned the trailer population is increasing faster than residential homes and does the city want the trailer home population to become equal to or greater than residential homes. Councilman Kinghorn proposed that the acreage only that lies directly south of the presently approved Residential -2 trailer zone be approved for Residential -2 tra~] er development. Chairman Jim Branson informed council and commission he had made a survey in the present Mobile Manor. Mr. Branson read statements of complaint from residents living in Mobile Manor. Complaints were - rentals not being cared for, utility lines just barely under- ground and broken several times, yards not landscaped as in agreement, lots settled re- quiring tenants to haul their own dirt in for landscaping. Mr. Brans~ said the Residential -2 zone along Chubbuck Road should be landscaped and cared for, that it should have curb, gutter and sidewalk, and storm gutters installed where necessary. Utilities should be brought to standard which requires they should be buried 18 inches deep. When it is determined who is responsible for irrigation problem it definitely should be corrected. Chairman Branson stated he felt the commission and council should not approve any more acreage until the present Mobile Manor subdivision is developed and brought to standards. A lengthy discussion followed on the irrigation flooding of lots in Mobile Manor. Rodney Parrish said it was the fault of the people irrigating because they did not clean the ditch. It was the feeling of some that Parrishes should be responsible for piping ditch and Rodney stated they planned to pipe the entire irrigation ditch when possible. Councilman Menard said he felt the city should contact the Cable TV company and inform them they are not insta]]ing their cable to city standards. Councilman Menard stated he thought consideration should still be given the residents that live across from this area and they opposed the development at the hearing. Menard also stated he felt that any acreage west of the presently approved residential -2 zone should be retained in its present zone. Mayor Cotant said he was in agreement with what had been said especially that lots facing Chubbuck Road be developed. Del Peters said personal relation problems from the residents were not relevant to the request being discussed. Larry Rawlins also stated he felt these personal problems should be worked out with Parrishes and owners in Mobile Manor. Councilman Romriell made motion to deny zoning change request at this time. After further discussions the mayor asked if there was a second to Romriells motion. There being none the motion died because of a lack of a second. After more discussion Councilman Menard made motion that the property only that lies di- rectly south of the presently zoned Residential -2 trm~] er zone be rezoned from Agriculture transitional to Residential -2 traJ~er~zone. That the west line of the approved rezoned area be the east property line of the Kynayston property and include the acreage which runs west to Hiline Road. Taylor seconded with Kinghorn, Menard and Taylor voting yes and Ronmiell voting against motion. Councilman Romriell asked Rodney Parrish if he would like the city to inspect the streets, , curb, gutter and utilities in Mobile Manor.
