Minutes of a special meeting of the mayor and council held at the city municipal
building October 2, 1973.
Present: Mayor Cotant, Councilmen Kinghorn, Menard and Taylor. Vera Armstrong and
Attorney Don Burnett. Councilman Romriell excused.
Meeting called to order at 5:10 p.m. by Mayor Cotant.
Purpose of special meeting to study bonding, zoning and sewer ordinances.
Mayor informed councL1 he had received a letter from Garth Pincock saying he wouldn't
have time to serve as city attorney and thanked the mayor and council for their consider-
ation of him as an applicant. Mayor then informed council he had taken the liberty~Of
asking Attorney Don Burnett to be the city attorney as he had felt this was the feeling
of the councLl at the last meeting.
ZONING ORDINANCE AMENDED - Mayor and council discussed several sections in zoning
ordinance that need amended. The minimun frontage required in several residential areas
were omitted in zoning ordinance. Attorney Burnett was asked to draw up an ordinance
amending zoning ordinance. Following changes were requested to be in ordinance;
Residential i to have a minimum of ~0 foot frontage; Residential 2Trail er shall have
a minimum of 60 foot frontage; Residential -3 shall have a minimum of 65 foot frontage;
also to add to Section 5 A under Raising Livestock - See Ordinance #112.
BONDING - Mayor and council discussed bonding requirements they would like for contractors
working in the city. Attorney Burnett suggested an application be signed by resident
securing permit and that this application instruct residents to check liability of
contractors and adhere to state plumbing requirements. Attorney Burnett was instructed
to draw up a bonding ordinance.
SEWER ORDINANCE - It was again proposed by mayor and council that sewer connection fee
be $200.00. It was suggested sewer billings be one month in advance. Much discussion
followed as to notification of when service w~] ~ be available and time when bi ll ing
will start. Attorney Burnett was requested to research and find out if billing could
be initiated before residents received service.
It was decided council will, meet in executive session at 7:00 p.m. Tuesday, October 9.
Meeting adjourned at 7:30 p.m.
