Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor. Clerk Vera Armstrong.~ ~ Attorney Don Burnett by special request. Minutes of council meeting August 28 and September ll approved as written. Meeting called to order by Mayor Cotant at 8:00 p.m. PALMISTRY LICENSE REQUEST ,. Mr. Caldonia Ephrem, $165 Yellowstone has applied for a business license for palmistry reading in his home. Ordinance #55 requires the mayor and council review the application before granted. Councilman Menard moved the Council approve the business license. Kinghorn seconded with an unanimous vote in favor of motion. MOUNTLAKE SUBDIVISION REZONING - Jack J. Menard, president of Triangle Investment, Inc. requests the subdivision he is developing be rezoned from Agricultural Transitional to Residential -1 zone. Councilmen Romriellmade motion council approve this zoning request. Taylor seconded with an unanimous vote in favor of motion. Councilman Menard abstained from voting. SEWER CONSTRUCTION - Mayor and council discussed the condition the streets are in during construction. Engineer Jensen informed council stock pile of slag is depleted which is slowing street repairs. Mayor questioned why the streets couldn't be graveled and graded. Again Engineer Jensen stated Bannock Paving has a slag shortage. Mr. Jensen informed council he is holding grade 300 feet ahead of contractors.a~'~d Oregon Construction and Bannock Paving have promised paving work will proceed on streets by the end of this week. Councilman Menard suggested the mayor and council meet to work up some regulations for a sewer Ordinance. Meeting scheduled Tuesday evening , October 2 at 5:00 JUNK CAR REMOVAL - Dennis Leslie questioned if city can do something about junk cars parked throughout city. Mr. Leslie suggested the city take a progressive attitude towards these vehicles. Mayor informed him the council would investigate this further and proceed with some action. Mr. Leslie also questioned the liability of contractors bidding private work for city residents in constructing residential sewer lines. Mayor and council suggested getting some requirements drawn up for bonding. ATTORNEY - Mayor and council met with Attorney Don Burnett as an applicant for city attorney. Attorney Garth Pincock has agreed to present the city an estimate of time for magistrate work which should help in determining work load, so council decided to wait for information before taking any action upon attorney matter.
