HomeMy WebLinkAbout08 01 1973 CM151 Minutes of a special meeting of the mayor and council and Oregon Construction to discuss progress of sewer and problems arising from construction. Councilman Kinghorn mentioned Jim Walton still is not satisfied with clean up of his easement. An appointment was made for Councilman Kinghorn, Engineer Jensen and Doug Gadd to meet with Mr. Walton Thursday evening. Mr. Kinghorn also mentioned a Mr. Anderson on Victor Street was left without gas for two days because of construction. Mayor commended Oregon on the construction repairs in many parts of the city and also mentioned several streets had been left in bad shape for too long of time. Doug Gadd stated they were starting to water settle the shallower trenches and 8_lso said he preferred not to haul slag until after service lines are installed. Mr. Gadd stated his plans were to have Bannock Paving pave the Neider Addition and East Chubbuck Road to the canal starting August 20th. He also requested individual service lines not be installed prior to his paving repairs. Mayor Cotant asked why individual service lines could not hook up to Oregon' s service lines when they put them in. Mr. Gadd informed mayor and council he preferred and does not want individual .contractors putting in private service lines until his street repair and construction is approved because Oregon Construction will be blamed for damages done to the street, curb, etc., by private contractors. Mayor and council stated they should require bonding of contractors so that street and curb damage and repairs will be guaranteed to be repaired by these contractors. Discussion followed on service lines being installed to property line. There have been a few instances where residents have requested the line be stopped at curb iiine instead of property line. Doug jensen said this had been done only three times. Engineer Perkins said he would prefer the construction of service lines be installed to property line or the city would be responsible for future repairs resulting from individual hook ups. Mayor Cotant questioned why individuals with their sewer lines in could not make the connection to Oregon' s service line. Mr. Gadd stated that ail paving in Neider Addition& Chase area w~l] be done in approximately two weeks and after the city accepts their street repair it will be fine by him for the residents to make connections to their line. Mr. Gadd also said when the city accepts the street then private construction can go ahead. Engineer Perkins said he didn'~ feel like Oregon Construction should stop residents from installing their service lines as they desire, However, he didn't think it should be approved for residents to hook up to service li~es in street until a certain area is accepted by city. Engineer Perkius informed those present the specifications cs]] for contractor to be responsible to find out where line should go from property owner and contractor is responsible to inst~l] line to the point instructed by owners. Easements on Kasiska and Parrish property discussed. Mayor Cotant asked why East Chubbuck Road couldn't be completed as soon as possible because it is a main street through city with only eight weeks left of good paving weather. Mayor also informed Mr. Gadd when school started the traffic on East Chubbuck Road was very heavy..and would it be feasible to move more machines to Chubbuck road so it could be completed sooner. Mr. Gadd explaJ_ued the plan of his machines and rea]_ly didn't feel it would be to an advantage to change the work plan of his machines.
