Present: Mayor Cotant, Councilman Kinghorn, Menard and Romriell, Clerk Vera Armstrong. Meeting called to order by Mayor~Cotant at 8:00 p.m. Minutes of meetings of May 8, 15, 22, 2~, and June 5 approved as written. REQUEST FOR GRAVEL - Tom Fowler, 511 E. ChubbUck Rd. has requested the city haul gravel on ease ment that runs alongside his home. He has agreed to pay for the gravel if city will haul. Council and mayor in agreement to grant this request. REFUSAL TO BUY CITY BUSINESS LICENSE - The Merryview Veterinary Clinic and Hawthorne Veterinary Clinic has refused to buy business license. Mayor and council tabled any further action until the city attorney returns. PUBLIC HEARING ITEMS - Planning and Zoning Commission have held a public hearing on the following items and have made recommendations to council. REZONING REQUEST - Dr. and Mrs. Edward Shaw and Mr. and Mrs. Max Ranstrom request zoning on east side of Burley Drive now zoned R.2T be rezoned to R-2L. P & Z recommend approval by council. Councilman Romriell moved that an ordinance be drawn up to change the zoning from R-2T to R-2L. Eiughorn seconded with all councilmen in favor of motion. CONDITIONAL USE PERMIT REQUEST by R. C. Hillman and Rick Hillman to allow the construction of a radio tower on his property along rad_lroad tracks zoned light industrial, which extends to Whitaker Rd. in the 500 block. Mayor informed council he had a call from Mr. Doty in Chicago who owns property next to Mr. Hillman questioning the construction of a radio tower in area. It was noted Mr. Dory had been sent notice of hearing and had not responded. Councilman Menard moved the council grant this conditional use permit. Romriell seconded with a unanimous vote in favor of motion. REQUEST TO PLACE TRA]~ER ON EVANS LANE - by John Powell Jr. After reviewing request Councilman Romriell moved the city counci~ndeny this variance request. Kiughorn seconded with Romriell and Kinghorn voting favor of motion and Menard abstaining. John Powell Jr. and his son attended the meeting later and asked approval of variance request from council. After discussion the mayor and council held to the motion, second and vote to decline request. MOVING BUll.DINGS INTO CITY discussed by mayor and council. It was noted by Councilman Menard the city needs this type of an ordinance. Councilman Kinghorn suggested the attorney draw up an ordinance for council review. Council agreed to have this done. LAWN MOWER REPAIR - Mayor informed .council the riding law mower motor is gone and needs to be repaired or perhaps to buy new machine. After discussing, Councilman Menard moved the mayor and Jordon Stuart make decision as they see fit. CHAIRS --Mayor Cotaut suggested the city purchase five more chairs for meeting purposes. Council agreed. PARK AREA - Mayor and council discussed acquiring additional property for park area. POLICE OFFICER HIRING - The city has received a grant award for the hiring of a ~th man from LEPC with grant paying 75% the first year and city 25%; grant paying 50% second year and city 50%; grant paying 25% third year and city 75% with city assuming 100% of costs the fourth year and on. Mayor and council reviewed applications. Councilman Menard suggested Chief Stone make calls to former employees of the three applicants he recommended for more background. Councilman Romriell stated he would like to ~nform a few inquiries he had had of the opening. 139 VACATION, SICK LEAVE AND HOLIDAY pay for deputy clerk discussed by mayor and council. After discussing at length, mayor and council tabled any action an8 decided to review rules and regulation for vacation and and sick leave for all employees. FIREWORKS PERMIT - Neldon Oborn, Bishop of 31st ward LDS Church has applied for a fireworks permit. Mayor and council approved permit with closing hours to be changed to 9:00 p.m. instead of 10:00 p.m. SUBDMSION PLAT - Council and mayor reviewed the preliminary plat of Ralph Nelson on Adams Drive. Council Romriell moved the council approve this preliminary plat. Menard seconded with sl 1 in favor of motion. SEWER TAP-OFFS - Mayor Cotant stated some sewer tap-offs given to parties that have signed easements have been left 15 foot deep and he feels they s~ould be brought up to a usable depth. Council agreed. FINANCIAL STATEME~ FOR month of May presented to Mayor and Council. CLAIMS FOR month of June presented to MaYor and Council for approval. Councilman Kinghorn made motion to approve bills. Romriell seconded with a unanimous vote in favor of motion. Meeting adjourned at 11:15 p.m. John O. Cotant, Jr., Mayor Vera C. Armstrong, City clerk City of Chubbuck 5160 Yellowstone CHUBBUCK, IDAHO 83201 A special meeting called by Mayor Cotant at the city municipal building, 5160 YeLlowstone, November 15, 1973 at 5:00 p.m. Purpose of the special meeting is to consider purchase of property for a city bud~ding, fire station, police station and storage and other city use.
