Minutes of the regular meeting of the Mayor and Council held in the city municipal
building April 2~, 1975.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor, Clerk Vera
Armstrong. Attorney Hargraves excused.
Meeting called to order by Mayor Cotant at 8:00 p.m.
Minutes of April 10 meeting read and approved after the following was added to Clark
Sub-Division paragraph. It was noted the 25 foot easement for a greenbelt was on the
west side of the sub-division and could be used if necessary for a future street. Council
also suggested that the plat provide for Boyd Street to extend from Neider Addition
in the Clark Sub-Division.
BAR-X SUB-DMSION - Dale Kisling, attorney, presented a sub-division plat to Mayor
and Council which Rex Eaton is developing. This plat has been divided into 2~ lots,
all of which are over 5 acres. Mayor Cotant explained to Dale Kisling the city's
concern over approving the plat was that parties that have purchased five acre
tracts are now sub-dividing which requires them to conform to the Chubbuck Sub-
Division Ordinance. Mayor Cotant requested the Chubbuck city engineer and county
engineer review the sub-division plat with Les Ballif in regards to street spec-
ifications and the sub-dividing that is going on with parties that have purchased
five acre tracts. Mayor also suggested oontacting Idaho Power Company in regards
to easements for utilities.
TRA]J~ERREQUEST - Don Mitchell, 261 Briscoe, was present and asked about his request
to place a tr~41er on his property for his daughter and husband to live in. Mayor
asked him to attend the P & Z hearing scheduled to act on his request Thursday
evening and if immediate answer is required the council could be~polled by telephone.
CHNBBNCK I~ND DEVELOPMENT - An agreement has been presented to city whereby the city
maf~tains sewer lines from homes to disposal unit in Stuart 3rd Addition until
such time the sewer lines are accepted by city and connected to the main sewer
project. After reading agreement the council requested the agreement be amended
to read the city will maintain sewer lines in streets or easements only.
The Council also requests Chubbuck Land Development submit a warranty on repair
of street and sewer lines for a one year period.
ORDINANCE # 119 - Providing for compensation of Mayor and Council read in f~]l] by Mayor
Cotant for third reading. Councilman Taylor made motion to adopt Ordinance $119
and motion was seconded by Councilman Menard. Roll c~ll vote: Kinghorn, yes;
Menard, yes; Romriell, yes, Taylor, yes.
Ordinance #121 - Providing for certain lands to be rezoned from AT Agriculture Tran-
sitional to R-2L (Residential 2-Livestock) read in full by Mayor Cotant. Councilman
Romriell made motion to dispense with rule of reading on three separate days.
Councilman Kinghorn seconded. Roll cs]] vote: Kinghorn, yes; Menard, yes; Romriell,
yes, Taylor, yes. CouncLlmanM~nard made motion to adopt Ordinance #121. Taylor
seconded. Roll call vote: Kenghorn, yes; Menard, yes; Romriell, yes, Taylor, yes.
SEWER PROJECT REPORT - Doug Jensen, engineer on sewer project presented a report to
Mayor and Council of Construction progress. Maintaining of streets after construction
discussed, which councilmen feel could be brought to better repair. Mayor also
mentioned concern over asphalt streets being completed as soon as possible so that
streets can be finished.
SEWER SERVICE LINES - It was discussed that some residents were getting anxious to
get their service lines in. Doug Jensen said it would be advantageous to property
owner to wait until service lines are inst~]~ed before installing their lines. It
was suggested a form letter be prepared and sent to all residents in the city in-
forming them of any regulations and suggestions that might help them in the install-
ation of their private lines.

STREET REPAI~ REQUEST - Mayor read letter from President~ustin Richins of the North
Pocatello Stake requeSt~_ng the city maintain driveways alongside church on Whitaker
Rd. He states the break-up is caused from through traffic from Whitaker Rd. to
Hiline Rd. Problem discussed with no decision.
WATERLINE SURVEY - Councilman Kiughorn conducted a survey on East Chubbuck Rd. as
to water pressure and supply. The survey sheets were reviewed and turned over to
Engineer Jensen.
BURLEY DRIVE WATERLINE - Councilman Kinghorn has met with residents 0f Burley Drive
and they desire a water line. However, Mrs. Foster has 36~ feet of frontage and
has not been contacted as she remarried and is out o£ town for the next two weeks.
However, he~son reports she plans to sell the property.
It was agreed by council that the regular hook-up fee will be required. It was
decided to invite all Burley Drive residents to May 8th meeting for further planning
on this project.
EVAN~S LANE WATER LINE - Councilman Kinghorn reported some residents want the
water line on Evan's Lane and some protest paying frontage pro-rated cost.

JUNK CARS & TRAILERS ON Earl Ellis property. Councilman Menard proposed that a warrant
be served against Earl Ellis for storing of inoperable cars and trailers on his
property at the end of Briscoe Rd.
ANNEXATION - It was again discussed annexing property east of Hawthorne Rd. between
Chubbuck Rd. and Quinn Rd., withcouncil in complete agreement to prepare ordinance
or ordinances necessary to' annex this area.
