HomeMy WebLinkAbout03 27 1973 CMMinutes of the regular.meeting of the Mayor and Council held in .the city municipal building March 27, 1973. Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell, Taylor, Attorney Hargraves and Clerk Vera Armstrong. Meeting called to order at 8:00 p.m. by Mayor Cotant. Mayor Cotant asked if there were any alterations to minutes of March 13 meeting, there being none, minutes were approved as '~itten. PETITION REQUESTING SEWER LINE IN EAS~,~NT - Myrna Cluff represented a group of citizens from Henry Street and Stuart Street and presented a petition requesting the sewer line go down the easement between the two streets instead of the streets. Mayor informed the group that securing easements was difficult and a 50 foot easement would be required. Councilmen explained they understood the extra difficulty in going out the back of the house and around the front to the street but that it would also require two lines be installed instead of one in many circumstances. The group also asked for a speed check. Mayor told them raised checks were a problem for the snow plow but perhaps a dip would help. OUT OF CITY HOOK-UPS ON SEWER - Attorney proposed an agreement be made with customers. Councilman Menard suggested the hook-up fee be paid plus a $30.00 deposit to back up payments of accounts. EATON SUB -Di~fISION - Attorney reported county has contacted Mr. Eaton and he has told the county they will be presenting a plat within a few days. STREET REPAIR AFTER SEWER CONSTRUCTION - Engineer Perkins has met with Oregon Const. Co. in re~d~ t~ str?et rep~r following installation of sewer lines. Engineer Perkins repor%em %o uounc~l that a Class B Street with penta-prime finish the contract re- qumres trench be filled with gravel the top 3 feet, then contractor proposes section across entire street receive ~ inches of slag plus a double penta-prime (chip & seal) Asphalt mat streets would be repaired plus a chip and seal to extend 5 feet on each side of patched area. Engineer reported this street repair was proposed by the contractor and could be done for same amount as in the contract. Councilman Rontriell suggested the council approve the engineer making arrangements with the contractor for this type of street repair if he felt it adequate. Mayor and council approved. WATERLINE -Engineer Perkins reported a pressure test was taken up on the East Chubbuck Rd. water line today with ~7 lb pressure in line; three fire hydrants were opened and pressure dropped to 35 lb; when pump turned on, pressure went back up to A7 lb; when hydrants were turned off pressure went up to 50 lb. Engineers recommendation would be to install larger line from tanks to brow of hill and at a later time add additional storage which would fit into a master water plan. Cost of this type of improvements w~]] require some financial planning. ORDINANCE # 119 - Providing for compensation of Mayor and Councilmen read in full by Mayor Cotant and was accepted as first reading of ordinance. OFFICE REMODEL ANDREVENUE SHARING BUDGET EXPENDITURE - Mayor showed the council a proposed plan for office remodel and new add-on. Councilmen suggested making the meeting room larger. Mayor stated he felt this would be a good area for revenue sharing fund expenditure. It was agreed by Mayor and Council to change Revenue Sharing Budget to the fo]~owing: kl0-Municipal Government & B1]~lding $10,000.00 (New city bu~_lding add-on and remodel) ~31- Physical Environmental-Highway, Streets & Roads 15,673.50 (~31-21-22 Street Construction) ~3A-Waterworks Department 10,000.00 (~3~-5 Waterline transmission improvements) ~33-Garbage Sanitation 10,000.00 ( Payment on Garbage Truck) 117 PUBLIC HEARING ON BUDGET held and no taxpayers were present to contest or show cause why proposed budget should not be adopted. ORDINANCE #120 - ANNUAL APPROPRIATION ORDINANCE OF 1973 read in full by Mayor Cotant. Motion to dispense with rule of reading on three separate days made by Councilman Menard and seconded by Taylor. Roll call vote; Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. Councd_lman Kinghorn made motion to adopt Ordinance #120. Romrie]_l seconded with the fo~owing roll call vote; Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. G~RBAGE COLLECTION - Council agreed to either send letter or have policemen notify residents of the two delinquent accounts on Burley Drive that their bill will be put in small clsims court if not paid. WATER LINE ON EVAN"S LANE AND BURT.MY DRIVE - It was agreed for CounciLman Kinghorn to again contact residents on these two streets with a cost estimate of the Project and encourage them to proceed with water line installation. EASEMENTS FOR SEWER PROJECT - The difficulty of securing easements was discussed. ANNEXING AREA F~ST OF HAWTHORE Rd. from Chubbuck Rd. to Quinn Rd. discussed. ORDINANCE FOR MOVING BU1W~INGS Again discussed. Clerk to write AIC and request a sample ordinance on moving of old houses and buildings into city.
