Present: Mayor Cotant, Councilmen Kinghorn, Menard, Rontriell and Taylor, Attorney Hargraves and Clerk Vera Armstrong. Meeting called to order at 8:00 p.m. by Mayor Cotant..Minutes of council meetings LICENSE REQUEST AND APPLICATION for ret~l sale of beer and wine from Tedco Conoco Travel Shoppe was read by Mayor Cotant. The request was made by Ted C. Denny, i_leasee of the new conoco station built by George Frost and just south of the interstate. George Frost was present on behalf of the applicant. Mayor and Council approved the issuance of the license. 107 IELINQUENT GARBAGE BILLS - Clerk reported several garbage pick-up bills were delinquent in areas where there is no water service. Mayor Cotant asked Attorney Hargraves to check ordinance for penalties and effectiveness in collecting these bi]] s. Council- manMe~ard suggested putting bill into small claims. Councilman Kinghorn suggested sending letter to parties notifying them their accounts will be taken, to court. HIGHWAY DISTRICT MEETING - Mayor C0tant requested Councilman Romriell attend a meeting scheduled March 6, at Pocatello. ANNEXATION~iOF CHUBBUCK AND POCATEII.O discussed by Mayor and Council. Mayor Cotant read letter he had written concerning his thoughts about the subject which stated he represented the people of Chubbuck and would respect their desires and that he had not heard anyone express a desire to annex. Counc~lmanMenard made a motion the Council affirm the Mayor's letter. All approved. NOTIFICATION OF MEETINGS - Councilman Menard suggested Bannock County News be given a copy of special meeting minutes held February 21. He also requested a notice be put in the Idaho State Journal of specisl meetings if time permits. REVENUE SHARING disaussed by Mayor and Council. Councilman Romriell suggested lowering taxes and constructing sidewalks. Councilmen Menard and Taylor felt some revenue sharing could be spent on the water problem on East Chubbuck Road. After discussing water line problems the mayor and council decided to have the engineer make a water study. It was agreed by mayor and council to meet Thursday evening at 6:00 p.m. and discuss the water problem and budget. Larry Perkins and Joe BreD_nan are re- quested to be present. BUILDING INSPECTOR - The hiring of a building inspector was again discussed. ~D-~TRR.TAMBULANCE - A financial statement has been received by the city and was reviewed by council. It was felt the financial statement was not complete. Councilman Romriell and Mayor Cotant stated the ambulance service to community was good. ].~.~ ~rl COMPENSATION OF OFFICIALS ~ Councilman Kinghorn made motion to amend or draw up an ordinance changing the councilmens rate of pay to $1001o00 per month and the mayors rate to $200.00 per month. Counc~manMenard se'conded and the motion carried unanimously.~ SEWER EASEEMNTS - Progress of obtaining easements was discussed. Attorney Hargraves informed council he had written the company establishing a new television station in this area and'if a building was available with a lease-back agreement they would definitely be interested. The requirement being the need for a direct line of site. Attorney also asked council if Joe Wise has any money coming from'the city because Garth Pincock has received a bi]] for Mr. Wise and was informed he would pay when the city paid Mr. Wise. 109 SALARY INCREASES~_- Mayor and Counc~ discussed salary increases for all salaried employ- ees. The following salaries were agreed upon. Police Chief Arnold Stone, $800.00 ~ per month; Patrolman Jerry Rowland, $720,00 per month; Patrolman James Phelps,$600.O0 per month; Jordon Stuart, $900.00 per month; Joe Brennan, $775.00 per month; Lloyd Brower, $800.00 per month and~ Vera Armstrong , $600.00 per month. Present: Mayor Cotaut, Councilmen Kinghorn, Menard, Romriell and Taylor, Engineer Larry Perkins, Joe Brennan, Jordon Stuart and Clerk Vera Armstrong. Meeting csl]ed to order 6:00 p.m. by Mayor Cotant. Purpose of special meeting was to discuss water improvements and budget. WATER SITUATION ON EAST CHUBBUCK RD~ - Engineer Perkins asked what the problem is. Councilman Taylor stated they coul~dn't run their sprinklers in the late afternoon in the summer months. Perkins stated he felt the reason for low pressure was the high velocity in line when several residents were using water at same time. Councilman K~ughorn suggested putting a check valve in the line so the two pumps down in the city could furnish water to the tank up on east bench in the summer. It was also suggested al2" water line replace the 8" line from the crest of the h~]] to the tank on east bench. Engineer suggested planning now for use in future which could cs]l for larger than 12" line, possibly 18" line. Councilman Kinghorn asked if it was necessary to use 12" line from Siphon Rd to Well#3. Perkins and Brennan both stated they felt it was. It was also discussed %.~here the future growth might be. Engineer Perkins informed council he st~11 believes a master over-~ll plan should be kept in mind and when any pipe in the city is replaced or put ~n, the pipe size engineered for the master plan could be inst~led. Mr. Perkins stated he would like to make a study of the water system and present the city with a master plan. Councilman Menard moved that the engineer make this study for the city. Taylor seconded with Mayor and Councilmen in favor. Menard also asked engineer how he was coming on storm sewer plau and answered he hasn!t anything ready but would work on it.
