COUNCIL MEETING MINUTES
June 21, 2000
Minutes of a Special Meeting held at the Chubbuck City Council Chambers, June 21 st, 2000.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order by Mayor Cotant at 7:30 p.m.
PLEDGE ALLEGIANCE TO THE FLAG
PURPOSE OF SPECIAL MEETING was to 1) Conduct a public heari,~ - An application by
C.L.C. Associates, Inc., 8480 E. Orchard #2000, Englewood,(,.C_?3for a change of Land
Use District, south of Interstate 86 and East Hawthorne Road adjacent to the Pine Ridge
Mall to General Commercial, (C-2). Pproperty is presently zoned, Agricultural, (A). 2)
Business License Application - Scott Price, 589 Canal has applied for a business license
to provide bus and park benches throughout the City. 3) Public information meeting
regarding West Chubbuck Road Construction Project.
Mayor Cotant declared the public hearing open.
There being no comment, Mayor Cotant declared the public hearing closed.
Councilman Kearns moved to accept the Land Use & Development Commission's
recommendations to approve a change of Land Use District on property south of
Interstate 86 and East Hawthorne Road, adjacent to the Pine Ridge Mall to General
Commercial, (C-2), Councilman Quick seconded. All council members voted in favor of
motion.
BUSINESS LICENSE APPLICATION - Scott Price, Price Bench's, 589 Canal has applied for a
business license to provide bus and park benches in the City.
Scott Price explained to Mayor Cotant and Council what his plans are.
Attorney Holmes said the business license can be approved, but the agreement is not on
the agenda.
An agreement between Scott Price and the City will on the July 11, 2000 Council
Agenda.

Councilman Kearns moved to grant Scott Price, Price Bench's a business license to
provide bus and park benches in the City, Councilman Quick seconded. All council
members voted in favor of motion.
PUBLIC INFORMATION MEETING ON WEST CHUBBUCK ROAD PROJECT - Mayor
Cotant stated the original project was going from Yellowstone Ave. to Hawthorne Rd, but
because of the bid received, the City has enough monies to continue on to just Joy Street.
Rodney Burch, Rocky Mountain Engineering, Craig Laberdy, Bannock Paving Company
and John Gregan, Area Postmaster were present to answer questions.
Residents were told West Chubbuck Road will be closed to through traffic between
Yellowstone and Hawthorne Road on Monday, June 26th, 2000, from 8:00 a.m. to 7:00
p.m. There will be a couple of days at the end of the project West Chubbuck Road will be
closed to through traffic. In between, there will be two lanes of through traffic. The
project should be finished prior to school starting.
Power poles will not be relocated until approximately, August 23rd and August 24th, 2000.
Some of the concerns were:
1. Dust control - Bannock Paving will have a water truck on site 24 hours a day.
Residents can call Bannock Paving, City, Council and Mayor Cotant if there are
concerns not be taken care of.
2. How long is power going to be off during relocation. Residents will be notified when
power is off.
3. Residents with livestock will have new fence constructed before the old one is taken
down.
4. Handicap curbs are built to ADA Standards.
5. There will be a pedestrian railing across the canal.
6. Can signs at barricades state, businesses are open.
7. Concern about ditch water flooding residents on the north side of W. Chubbuck Road.
Can the water be shut off on the south side before it gets to the north side. City will
call.
8. All construction workers need to be courteous.

At 9:00 p.m., Councilman England moved, Councilman Quick seconded, with all council
approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 7:30 p.m, on Wednesday, the 21st. day of June, 2000. The purpose of the
Special Meeting is; 1) An application by C.L.C. Associates, Inc., 8480 E. Orchard #2000,
Englewood, Co for a change of Land Use District south of Interstate 86 and East Hawthorne
Road adjacent to the Pine Ridge Mall to General Commercial, (C-2). Property is presently zoned.
Agricultural, (A). The Land Use Commission recommended approval. 2) Business License
Application - Scott Price, 589 Canal has applied for a business license to provide bus benches
and park benches. 3) Public information meeting on West Chubbuck Road Project.

Pursuant to the call set forth above, notice is hereby given of a special meeting of the
Chubbuck City Council at the time and place, and for the object, recited in the call.
