it would be acceptable to the neighborhood. That would be a much less expensive
solution, say $3,000 to $5,000 as compared to the enclosure, which would cost probably
10 times that.
PWD Smart was directed to continue in the effort to attenuate the noise and possibly
paint the tower, particularly, if it would be acceptable to the neighborhood.

POTENTIAL RECATEGORIZATION OF LOWER PORTNEUF RIVER AQUIFER - PWD
Smart presented a memo to the Council stating several months ago, the issue of possibly
recategorizing the Lower Portneuf River Aquifer to a "sensitive resource" was discussed
at City Council meeting and the City's county meetings.
One of the best resources available to us that would be able to answer most of those
questions is coming to Pocatello/Chubbuck at 1:00 p.m. on May 16th and, 7:00 p.m. on
May 17th, 2000 for the purpose of answering questions that we may have. PWD Smfirt
suggested the Council and Mayor be able to attend one of the town hall meetings. The
decision whether or not to recategorize this aquifer as a "sensitive resource" together with
the regulations that the local agencies would develop has far reaching effects, and it will
be a decision that first needs to be made by local elect officials.
