HomeMy WebLinkAbout05 09 2000 CM71 COUNCIL MEETING MINUTES May 9th, 2000 Minutes of a regular meeting held at the Chubbuck City Council Chambers, May 9th, 2000. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, City Clerk Ron C. Conlin. Councilman Steven M. England and Public Works Director Steven M. Smart were excused. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG was lead by Jordan Johnson. APPROVAL OF MINUTES - Mayor Cotant asked £%rorrections and additions to regular meeting minutes of April 25th, 2000. Councilman Kearns moved to approve regular council meeting minutes of April 25th, 2000 with the addition of"Motion to table the Local Improvement District #2 for six months" on page 69, Councilman Quick seconded. All council members present voted in favor of motion. CITIZEN RECOGNITION - Mayor Cotant read a letter sent to Gary Cliff and Jeremy Read from Police Chief Jerry Rowland for their help in coming to the aid of Captain Richard Webb in his time of need. Mayor Cotant presented Gary Cliff with a City of Chubbuck coat and extended the Council's and Mayor Cotant's appreciation for Gary Cliff's and Jeremy Read's help. Jeremy Read was not present but will receive a City of Chubbuck coat also. POPPY DAY PROCLAMATION - Hilda Hudson explained the Poppy Day Proclamation. Mayor Cotant read the Poppy Day Proclamation in full. Councilman Quick moved to authorize Mayor Cotant to proclaim May as Poppy Month, and May 19th and 20% 2000 as Poppy Days in the City of Chubbuck, Councilman Gunter seconded. All council members present voted in favor of motion. BUSINESS LICENSE APPLICATION - Nolan Briscoe, Briscoe's Sno Shack 5178 Stuart Ave, Chubbuck, Idaho has applied for a business license to sell snow cones from his sno shack at the Smith's Food King Parking Lot. Councilman Kearns moved to grant Nolan Briscoe, 5178 Stuart a business license to sell snow cones from his sno shack at the Smith's Food King Parking Lot, Councilman Quick seconded. All council members present voted in favor of motion. 73 COUNCIL MEETING MINUTES - (cont) ORDINANCE #528 - Amending Chapter 18.28 to provide designation of geographic areas under Title 18 of the Chubbuck Municipal Code shall go through a public hearing process. Attorney Holmes read Ordinance #528 by title only for the third and final reading. Councilman Gunter moved to adopt Ordinance #528 as read, Councilman Kearns seconded. Roll Call Vote: Quick, yes, England, absent; Gunter, yes; Kearns, yes. BID - SANITARY SEWER MAINTENANCE CLEANING - PWD Smart presented the bids received on the Sanitary Sewer Maintenance Cleaning bid recap, May 2nd, 2000. Twin "D" 173,0001f $0.26/lf $47,808.00 Roto-Rooter 173,0001f $0.35/lf $64,085.00 City Clerk Conlin stated PWD Smart recommended the City accept the low bid from Twin "D". Councilman Kearns moved to authorize Mayor Cotant to enter into agreement with Twin "D" for the Sanitary Sewer Maintenance Cleaning, Councilman Quick seconded. All council members present voted in favor of motion. PROCLAMATION - NATIONAL FIBROMYALGIA AWARENESS DAY - Mayor Cotant read the proclamation in full. Councilman Quick moved to authorize Mayor Cotant to proclaim May 12th, 2000 as National Fibromyalgia Awareness Day in the City of Chubbuck, Councilman Keams seconded. All council members presented voted in favor of motion. WELL #4 ENCLOSURE BUILDING - PWD Smart presented to Council completed drawings on the enclosure proposed by Heritage Design, and are in the process of reviewing them for completeness, etc, just in case they are needed. PWD Smart recommended that the City continue with the effort to attenuate the noise and possibly paint the tower, particularly, if it would be acceptable to the neighborhood. That would be a much less expensive solution, say $3,000 to $5,000 as compared to the enclosure, which would cost probably 10 times that. May 9th, 2000 POTENTIAL RECATEGORIZATION OF LOWER PORTNEUF RIVER AQUIFER - PWD Smart presented a memo to the Council stating several months ago, the issue of possibly recategorizing the Lower Portneuf River Aquifer to a "sensitive resource" was discussed at City Council meeting and the City's county meetings. One of the best resources available to us that would be able to answer most of those questions is coming to Pocatello/Chubbuck at 1:00 p.m. on May 16th and, 7:00 p.m. on May 17th, 2000 for the purpose of answering questions that we may have. PWD Smfirt suggested the Council and Mayor be able to attend one of the town hall meetings. The decision whether or not to recategorize this aquifer as a "sensitive resource" together with the regulations that the local agencies would develop has far reaching effects, and it will be a decision that first needs to be made by local elect officials. CLAIMS - Computer print-out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print-out claims as presented, Councilman Quick seconded. All council members present voted in favor of motion. GENERAL DISCUSSION - 1. Mayor Cotant suggested City of Chubbuck 2000 Seal Coat Project be held up until the City receives the bid on West Chubbuck Road. Mayor Cotant suggested the City do ' something to improve all the way to the City Limit. Bannock County might give the City some help from W. Chubbuck from City Limits to Joy Street. Bill Aller, Bannogk County will advise if Bannock County can help. 2. Mayor Cotant gave an East Chubbuck Road update. 3. Councilman Gunter stated he has received concerns from residents in Victorian Village about water standing in the berms that City required. At 8:00 p.m., Councilman Quick moved, Councilman Kearns seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk John O.
