Minutes of a Special Meeting held at the Chubbuck City Council Chambers, August 24 ', 2004.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M.
Smart and City Clerk Ron C. Conlin.
Meeting called to order at 6:10 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is to conduct a study session on the 2004 -2005 Fiscal Year

Budget.
City Clerk Conlin stated the General Fund Budget is short $43,271. in revenues.
Councilman Kearns suggested the City use more strategic planning in the budget process.
Councilman Kearns stated he would like to see employee evaluations annually maybe
even semi - annually especially for Department Heads.
Discussion about raising the property tax mill levy to .00834467.
Council reviewed the twelve year summary of tax levies.
Fiscal Year 1994 the mill levy was .008472, this is the year the Chubbuck Police
Department start their own dispatching, the tax levy has decreased just about every year.

CC Conlin stated raising the mill levy to .00834467 on a $150,000. home with $15,000.
property will increase the resident's tax burden approx. $19.00 annually.
Councilman Gunter made motion to raise the 2004 -2005 property tax mill levy to
.00834467 to balance the 2004 -2005 Fiscal Year Budget, Councilman Kearns seconded.
All council members voted in favor of motion.
At 7:20 p.m, Councilman England moved, Councilman Quick seconded, ith full council

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held in the Chubbuck City
Council Chambers, 5160 Yellowstone, Chubbuck, Idaho at the hour of 6:00 p.m. Tuesday, the
24th day of August, 2004. The purpose of the special meeting is to discuss 2004 -2005 Fiscal
Year Budget.
