Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to Regular Meeting Minutes of June 8`h, 2004. Councilman Kearns moved to approve Regular Meeting Minutes of June 8`h, 2004 as read, Councilman Quick seconded. All council members present voted in favor of motion. BUSINESS LICENSE APPLICATION - Amanda Mathews, Trashmasters, 532 Wyeth, Pocatello, Idaho 83201 has applied for a business license to go door to door advertizing their sanitation can cleaning business. Wayne Hale gave an explanation of how the business operates. Councilman Gunter moved to grant Amanda Mathews, Trashmasters Company a business license to operate a sanitation can cleaning business and go door to door in the City advertizing their business, Councilman Kearns seconded. All council members present voted in favor of motion. DAY CARE FACILITY APPLICATION - Kristi Trulson, 800 Redman has applied for a child day care facility license to operate a day care facility at 800 Redman. Kristi Trulson was present to explain her plans. Councilman Kearns moved to grant Kristi Trulson, Kristi Trulson Day Care a day facility license to operate a Kristi Trulson's Day Care at 800 Redman, Councilman Gunter seconded. All council members present voted in favor of motion. 111 COUNCIL MEETING MINUTES - (cont.) June 22nd, 2004 FINAL PLAT - RASMUSSEN SUBDIVISION PUD - PWD Smart presented the Rasmussen Subdivision PUD Final Plat. PWD Smart recommended approval of the Rasmussen Subdivision PUD Final Plat. Councilman Kearns moved to approve the Rasmussen Subdivision PUD Final Plat as presented in accordance with the approval motion that was made May 251', 2004, Councilman England seconded. Roll Call Vote: Quick, no; England absent; Gunter, yes; Kearns, yes. Motion passes 2 -1. FINAL PLAT - AVALON PARK SUBDIVISION - PWD Smart presented the Avalon Park Subdivision Final Plat. PWD Smart recommended approval of the Avalon Park Subdivision Final Plat. Councilman Gunter moved to approve the Avalon Park Subdivision Final Plat as presented in accordance with the approval, Councilman Kearns seconded. All council members present voted in favor of motion. AMENDED FINAL PLAT - KAYS KOVE - PWD Smart presented the Kays Kove Final Plat. PWD Smart said the Kays Kove Final Plat was approved by Council several weeks ago, but it has been found that there are so many errors on the plat, they want to amend the Kays Kove Final Plat. Mitch Greer, Rocky Mountain Engineering stated the project is designed for a smaller unit, through the course of construction they realized they used the wrong sized unit. Mr. Greer showed on the overhead the changes they are requesting. Common area is slightly smaller, but is within the requirements. Councilman Kearns moved to approve the Kays Kove Amended Final Plat subject to notation on the Kays Kove Final Plat, 1) No future access to E. Chubbuck Road; and 2) Show the gate on the south end of Reed Street that meets the specifications of the Fire Chief, including a knox box on the gate; 3) The easement be drawn on the plat showing a full easement from Emma Street to Hiline Road, Councilman Gunter seconded. All council members present voted in favor of motion. CONCRETE WATER RESERVOIR REHABILITATION - PWD Smart stated the City had an evaluation done on the concrete water reservoir in December, 2002. The work was done as part of the water system planning study by Keller Associates. The evaluations pointed out a number of corrections that needed to be made. 113 COUNCIL MEETING MINUTES - (cont.) June 22nd, 2004 CONCRETE WATER RESERVOIR REHABILITATION - (cont.) PWD Smart attached an update on the evaluation, together with updated estimated costs for the repairs. The repairs that we should proceed with in order to preserve our investment in the reservoir and to continue to provide clean potable water to our customers. PWD Smart recommended the rehabilitation alternative be pursued at the estimated cost of $349,500. PWD Smart stated we might need help funding the project, and has secured the City of Chubbuck a spot on the Department of Environmental Quality loan list. PWD Smart recommended the council determine the course of action so that we can move ahead, secure funding and complete the project. The City has been given approval for a loan from the State Revolving Fund. PWD Smart stated the City will need to proceed with judicial confirmation. PWD Smart stated we have not reviewed, but it is likely we will have to adjust the water rates some. Councilman Gunter moved to proceed with the engineering, bid preparation and judicial confirmation approval on the concrete water reservoir rehabilitation, Councilman Quick seconded. All council members present voted in favor of motion. BUSINESS LICENSE APPLICATION - Charles J. McClintic, 921 South 8' Ave, Pocatello, Idaho 83201 has applied for a business license to go door to door introducing their investment services. Charles J. McClintic presented his door to door investment introduction. Police Chief Randy Severe stated he had not seen the application. Councilman Kearns moved to grant a business license to Charles J. McClintic, Edward Jones Investments to go door to door introducing their investment services, subject to Police Department approval, Councilman Gunter seconded. All council members present voted in favor of motion. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Quick moved to approve computer print -out claims as presented, Councilman Gunter seconded. All council members present voted in favor of motion. 115 COUNCIL MEETING MINUTES - (cont.) June 22', 2004 PUBLIC HEARING - An application by South East Idaho Development, Inc. 1754 Cottage, Pocatello, Idaho 83201 for a change of Land Use district from Agricultural, (A) to Single Family Residential, (R -1). The property is located north of I -86 and west of I -15; east of Mountain Park and Mount Lake Terrace Subdivision; 900 -1100 block of East Chubbuck Road. Mayor Cotant and Council received a petition to modify proposed ingress and egress of Hartland Estates, a proposed subdivision of the City of Chubbuck. approx. 169 signatures. Mayor Cotant declared the public hearing open. Dan Long Snake River Surveying presented the S & T zone change proposal. Mr. Long said there is approx.128 lots in the proposal. Mr. Long presented an amended preliminary plat not showing the originally proposed LDS Church. Mr. Long explained required easements. Mr. Long explained how the phases will be built. Discussion about concern of Sacajawea Drive being a straight through street. Discussion about installing speed bumps to slow down traffic. Mayor Cotant stated he is against leaving two streets open. Mayor Cotant felt Washburn and Brundage Streets should not be left open. Concern about traffic around residential area, especially park area. Klay Wagner, 766 Washburn spoke in favor of closing off Washburn and Brundage Streets. Concern about traffic, children, etc. Mr. Wagner expressed concern that there will only be one access causing a bottleneck from subdivision to Hiline Road if Washburn and Brundage Streets are not allowed to Hiline Road. Mr. Wagner felt that if Bluebird Street was put through to Hiline Road, it would help the concerns. Mr. Wagner stated that if Sacajawea Drive is a straight through street, the residents would request speed bumps. Mayor Cotant stated Bluebird should be in, maybe we can get in before Hiline Road is widened in the future. Mayor Cotant stated, when Hiline Road is five lane, the canal will be piped from E. Chubbuck Road to Interstate. Mayor Cotant suggested some kind of temporary culvert until Hiline Road is approved, so we can run Bluebird to Hiline. LaDawn Anderson, 4724 Mountain Park asked that speed bumps be placed on the other side of E. Mountain Park also. Spoke in favor of Sacajawea Drive going straight through. Jeff Allgood, 807 Washburn stated if speed bumps are installed, the speed bumps could cause him a problem when he drives up his road. 117 COUNCIL MEETING MINUTES - (cont.) June 22"d, 2004 PUBLIC HEARING - HEARTLAND ESTATES ZONING CHANGE - (cont.) Discussion about easement for power lines. Ginny Macbeth, 4732 Mount Lake expressed concern about residents getting onto Chubbuck Road with 128 more lots. Mayor Cotant said this will have to be looked at. Mitchell Greer, Rocky Mountain Engineering stated from an engineering prospective Washburn and Brundage Streets being open will enhance the existing subdivision. Mr. Greer said the developer does not have a preference whether there is one or two accesses to Hiline Road. Morris Kinghorn, 4470 Wasatch Street said Wasatch Street is a steep street. Mr. Morris suggested Sacajawea Drive swing west to Stripes Street and come out at E. Chubbuck Road and install 3 speed bumps 20' apart. This would make a curved street and should slow down the traffic. There would probably need to be a traffic light installed at East Chubbuck Road. Mr. Kinghorn spoke in favor of closing both Washburn and Brundage Streets. David Pierson, 4525 Mountain Park expressed traffic concerns on Mountain Park Road. Mr. Pierson suggested a traffic count be made. Linda Marley, 4290 Sawtell expressed concerns about traffic in the area. Mayor Cotant declared the public hearing closed. Councilman Gunter said he might be in favor of closing one of the Washburn or Brundage Streets, but not both of them. Councilman Gunter suggested closing Washburn at Pocahontas Drive, then using the extra street for parking at the park. Mayor Cotant suggested the engineers go back and look at a way to get two egresses out of the subdivision onto E. Chubbuck Road, far enough apart they would not conflict with each other. Discussion about using a cul -e -sac on Wasatch Street. Discussion about location of a signal on E. Chubbuck Road. Councilman Kearns stated he sees speed on Washburn and other streets as an enforcement issue. Councilman Kearns felt the City should stick with the Comprehensive Grid Plan. 119 COUNCIL MEETING MINUTES - (cont.) June 22nd, 2004 PUBLIC HEARING - HEARTLAND ESTATES ZONING CHANGE - (cont.) Klay Wagner, 4470 Wasatch Street stated he feels Bluebird Ave. has to be extended to Hiline Road, prior to the Heartland Estates being approved. ' PWD Smart expressed concern about the City spending $60,000. to 70,000. for a temporary crossing at Bluebird that would most likely be taken out when the Hiline Road Project is a go. Mayor Cotant said the City will look at the possibility of a temporary Bluebird Crossing now. Councilman England moved to table the Heartland Estates change of Land Use District from, (A), Agricultural to (R -1), Single Family Residential, Councilman Quick seconded. DATE: June 9, 2004 SUBJECT: City of Chubbuck, Update to the Concrete Reservoir Evaluation Technical Memorandum An evaluation of Chubbuck's concrete reservoir was completed in December 2002. The subject reservoir is located on the City's east side on Chubbuck Road. The 2000 evaluation report presented rehabilitation alternatives to extend its useful service life. An addendum to the report was prepared in February 2003. The addendum presented detailed costs for total replacement of the reservoir using a steel tank. This update report is intended to update the cost information presented in the original report. Since the report was done in 2002 the cost of some construction materials have increased significantly. This does not apply to all items but anything using steel products has increased dramatically. Labor costs have only increased slightly since the 2002 report, however some labor- intensive projects like concrete restoration work has increased significantly in the last 12 to 15 months. Rehabilitation Alternative The 2002 report had a rehabilitation alternative including repair of deteriorated concrete and coating portions of the reservoir to stop leakage. The report included recommendations for repair of deteriorated concrete. The proposed areas for coating included coating the exterior roof and exterior walls above ground. This included recommendations for repair of the floor seal strips. The table below shows the probable costs for the rehabilitation alternative. In addition to replacing the old roof, coating the exterior walls above the ground line is recommended since the coating originally applied is deteriorating. There are visible signs of water leakage around the outside of the reservoir so the interior floor should be sealed to stop the leaks in the floor. Probable costs to replace the roof and apply coatings to the floor and exterior wall are shown below. The new reservoir site has not been determined but it would likelv be on the same site near the existing reservoir. The report prepared in 2002 presented probable costs for replacing the reservoir with a steel reservoir. In 2002 the cost of a steel reservoir was much lower than concrete, however the cost of steel has gone up significantly in the last year which makes the cost of the concrete reservoir more competitive with steel. In this update report, the costs of both steel and concrete tanks are shown.
