COUNCIL MEETING MINUTES
February 10 ', 2004
Minutes of a Special Meeting held at the Chubbuck City Council Chambers, February 10"', 2004.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, Kent Kearns and City Clerk Ron C. Conlin. Attorney Thomas J. Holmes and
Public Works Director Steven M. Smart were excused.
Meeting was called to order at 6:00 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to discuss a proposed Fire Department Mutual Assistance
Agreement.
MUTUAL ASSISTANCE AGREEMENT - Fire Chief Eric King passed to Mayor Cotant and
Council the Chubbuck Fire District, (North Bannock County) - Mitigation Plan.
FC King stated the volunteer firemen were not in favor of using ISU Students at the Fire
Station. Volunteer Fire Members felt they could handle the responsibilities, they felt if
we use ISU Students there will be too much inconsistency.
Considerable discussion about ISU Students being volunteers and living at the fire
station. There are no grants available to help.
Kurt Eldridge, Volunteer Fireman spoke against allowing ISU Students to stay at the Fire
Station.
FC King stated he would like some direction from Mayor Cotant and Council on
distances, etc. on the mutual assistance agreement. Mayor Cotant asked what do we do
now. FC King told the Council distances we now travel on our mutual aid agreements.
FC King stated Bannock County is trying to get a County wide mutual aid agreement in
place, they want go use the City of Chubbuck's Mutual Aid Agreement as a blueprint.
Councilman Gunter stated when the City responds on the mutual aid agreement, the City
of Chubbuck pays the expense, just like when another entity responds to ours they are
responsible for the expenses.
Councilman Gunter stated the City is not required to send the Fire Department if for some
reason we did not feel we could or should.
Councilman England suggested FC King put some criteria together of why the Fire
Department would respond to a given situation, then to back FC King up, have Mayor
Cotant or one of the Council back up the decision as to why a situation was responded to.

FC King was directed to prepare criteria with suggested distances, etc for review of
Mayor Cotant and Council.
FC King invited Mayor Cotant and Council to the Chubbuck Firefighters Association
Winter Party, February 21S`, 2004, at 7:00 p.m. at the Mystique Theater.
At 7:00 p.m, Councilman Quick moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.
