PROJECT TITLE:
Conoco Fueling Station
LOCATION:
Northeast corner of the Smith Food Parking Lot, 4845
Yellowstone Ave.
PURPOSE OF REVIEW:
Installation of a Conoco Fueling Station at the northeast corner of
the Smith Food Parking Lot at 4845 Yellowstone Ave.
Considerations may be interior parking lot landscaping, lighting,
circulation, cross-access, fire and building issues and parking.
Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steve Smart, Jerry Rowland, Eric
King, Merlin Miller, Jim Phelps and Larry Kohntopp.
Brian Baxter, Roger Goff and Roger Schmidt were present to present the site plan. It was
stated Smith's Food King is in partnership with Conoco.
They said they would like to start construction in about two weeks if possible.
Discussion about the looks of proposed site and street flows.
Fire Department issues discussed:
1. Safety shut off- Roger Goff said there is an automatic safety shut off, manned until
midnight.
2. Project needs to meet required code.
Discussion about Smith's Food King Property to the north of their current building. The
property needs to be cleaned up. The representatives said they will do what they can to get
the area cleaned up. Mayor Cotant stated he would like to see grass planted with
automatic sprinkling in the area. Smith's representative said he did not think Smith's will
install automatic sprinkler in the area, but he will do what he can.
Discussion about future addition to north side of Smith' s Food King. Representatives
were advised there will be a 10' grass landscaping, with automatic sprinkling requirement
along Circle Inn if and when Smith's add on to the north.
Discussion about grade for any excess spillage. Steve advised the representatives the
excess spillage concern has to be addressed.

Steve Smart said Smith's Conoco is required to have a separator in the manhole.
The site plan was approved subject to following:
1. Grass Landscaping with automatic sprinkling north of Smith' s Food King
Building on vacate lot.
2. Bring in an amended site plan showing 2' back of right-a-way proposal.
3. Required to bring sign proposal before Design Review Committee for approval
4. Required to improve the current Yellowstone Ave access so there is not such a
bump. 30' Access.
5. Fire Department requested there be an address placed on the Smith's Food King
building so it is visible from street.
6. Increase and improve the access from Circle Inn Street.
7. Address any excess spillage concerns raised by Steve Smart.
8. Get required building permits, etc.
