PROJECT TITLE:
Yellowstone Place.

SWC Interstate 86 and Yellowstone Ave.
PURPOSE FOR REVIEW:
Site Plan approval for a retail pharmacy with drive-thru
window.
Present: Mayor John O. Cotant, Attorney Tom Holmes, Steve Smart, Richard Webb, Ray Griffin,
Eric King, Ron Conlin, Jean Higgins and Larry Kohntopp.
Brian Huffaker, Hawkins Co. was present to present a site plan for future development of a
WalGreen Pharmacy at Interstate 86 and Yellowstone Ave, (presently Chevron Station
and Oxbow Rest. and Motel).
Considerable discussion about access on to Yellowstone Ave. Richard Webb expressed concern
about being able to turn left from access on Yellowstone Ave. Richard stated there are a
lot of accidents there now, but this would increase the accidents. Discussion about the
State installing a medium from the Interchange light to Bullock Road in the future, this
will stop right turns onto Yellowstone Ave. The access allowed is required to be a shared
access with WalGreens and the development to the north. WalGreens purchased all the
property from Brenenman Road. WalGreens will access to Brenenman Road also.
Steve Smart stated the owners of the Pine Ridge Mall control access on Breneman Road.
The Oxbow Motel will be gone, but the Pine Ridge Apartments will stay.
Eric King stated there will be a fire hydrant required on the property site.
Steve told Mr. Huffaker the development will require a subdivision plat.
Design Review Committee gave approval to site plan with the following conditions:
1. One shared access on Yellowstone Ave to line up with Bullock St. to the east.
2. Breneman Road access agreement with Pine Ridge Mall.
3. Stormwater is required to be contained on property.
4. Meet all sign and parking requirements as specified in the Chubbuck City Code
5. 10' Landscaping with automatic sprinkling system fronting Yellowstone &
greneman.
6. Whatever is required on grease trap requirements.
7. Fire Department is requiring a lock box on the building.
8. The property is required to go through subdivision platting procedure.

APPLICATION
The purpose of this application is to establish a meeting and review time with the City of
Chubbuck Design Review Team consisting of the: Mayor, Building Official, City Planner,
City Engineer, Fire Marshal, Police Chief and other City staff as required. The Design Review
Team meets every Tuesday morning between the hours of 10:30 and.12:00 Noon.
This team will work in unison, with you, to establish the criteria for your project as it
relates to the adopted ordinances of the City of Chubbuck. Keep in mind, this is an
infomml review and is only conducted on submitted applications. This is a review team
not a design team. Provide (6) six sets of drawings at least eight days in advance of your
scheduled meeting. Formal reviews of your plans or project by City staff is conducted
after formal application. Once you make your appointment and it is verified, it is very
important to keep that appointment so others can be scheduled accordingly.
