PROJECT TITLE: Jackson's Food Store, Burnside and Yellowstone Aves. LOCATION: Burnside/Yellowstone Ave. PURPOSE OF REVIEW: Site Plan review. Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steve Smart, Richard Webb, Eric King, Ron Conlin and Larry Kohntopp. Jack Davis, Jackson's Food Store representative presented an amended site plan for Jackson's Food Store at Yellowstone and Burnside Ave showing a 60' access on the north access and 40' access on the east access. Mr. Davis said John Jackson would prefer Burnside Ave not be one way, but if it is required they will accept it. Chubbuck Police and Fire Departments are in favor of Burnside Ave being a one way street. Police and Fire has concern of trucks being in a hurry and pulling onto Yellowstone Ave before it is clear, holding up traffic in the north bound lane. Mr. Davis said Jackson Food Store videoed the intersection for 30 days, Mr. Jackson stated there were approx 439 trucks, (18 wheelers) that pulled into the store a month. Mr. Davis was told the project should go before the Land Use & Development Commission for a conditional use permit approval. The next meeting the application can get on is the July, 2003 Meeting. Mr. Davis said okay and will fill out a conditional use permit application. Steve said he is in favor of seeing what affect the approval will have before turning Burnside Ave into a one way street. Steve asked Mr. Davis to see what kind of signs, etc. they might have to help regulate the Burnside Ave traffic. Staff approved the site plan as presented with the east access being 40' max width, and the north access 60' max.
