JOINT CITIES/BANNOCK COUNTY/
SCHOOL DISTRICT NO. 25 MEETING
JUNE 12, 2018
AGENDA ITEM NO. 1: The Joint Cities/County/School District meeting was called to order
ROLL CALL at 3:01 p.m. Mayor Brian Blad and Council members Heidi Adamson,
Roger Bray, Rick Cheatum, Jim Johnston, and Linda Leeuwrik were
present. Council member Beena Mannan arrived at 3:07 p.m.
Also in attendance were: Mayor Kevin England, Council members Annette Baumeister, Melanie Evans,
Roger Hernandez and Ryan S. Lewis from the City of Chubbuck; Ken Bullock, Steve Brown and Terrel
Tovey, Bannock County Commissioners; Robert Poleki Bannock County Clerk; and Doug Howell,
Superintendent; David Mattson, Jackie Cranor, and Courtney Fisher representing School District No. 25.
AGENDA ITEM NO. 2: Pocatello sewer pipe under a proposed building location.
Mayor Blad opened the discussion. Mr. Howell reviewed an ex ansion idea for Pocatello High School. He
gave a brief history of the school facility and shared the benefitts an expansion would give the students.
However, upon researching the expansion concept it was discovered that a citystorm water pipe is located
25 feet below the proposed site and school representatives are looking for more information regarding the
pipe.
Merril Quayle, CityDevelopment Engineer, gave an overview of the pipe's location and its usage for storm
water.
Ms. Mannan joined the meeting at this time.
Mr. Quayle does not feel the proposed site will work. Locating an expansion over the pipe will make it
difficult to perform maintenance on the pipe. Also, gases frons e pipeline may rise up through the facility
and become an issue. He noted the pipe handles a large volume of the city's storm water as it flows into
the Portneuf River.
In response to questions from Mayor Blad, staff explained this section of pipe is part of a gravity flowing
system. Staff is concerned any altering of the pipe s location would cause a negative effect to the flow.
Discussion continued regarding the location of the pipe and other excavating issues in the down town area.
School District members shared they contacted architects to do the initial concept drawings for the
eansion. The storm waterpipe issue was discovered at that time. As a result, the expansion project is
delayed until the issue is resolved.
Mayor Blad noted that City of Pocatello staff will be available to answer questions regarding the storm
water pipeline.
AGENDA ITEM NO. 3: Idaho State University (ISU) - agency and community collaboration.
Mayor Blad mentioned Kevin Satterlee, new president for ISU, will arrive on June 17, 2018. He noted that
President Satterlee appears to be very interested in being a community partner. Any ideas that elected
officials have to get the communetybehind President Satterlee and develop betterpartnerships with ISU are
encouraged. Mayor Blad shared the he hopes President Satterlee will meet with him monthly as has been
the past practice for ISU Presidents.

It was mentioned that more officials would like to be involved in the Welcome Back Orange and Black
event to support ISU. It is a great opportunity to meet students and welcome them to the community.
AGENDA ITEM NO. 4: Update from School District No. 25 Board members.
School District representatives would like to develop a separate Tech School in Pocatello for students that
do not attend college. It was noted 30% to 40 % of students that graduate from High School do not attend
college. School District representatives have toured an area that has a Tech School facility available and
theywere veryimpressed with the facilityand what it offers to students. It was suggested that people from
community businesses help teach the students. The new Tech School would be a communitywide effort.
Discussion continued regarding what the additional tech school could provide. Alternative occupations
methin
and sponsors for the programs were discussed. School District representatives hope to have sog in
place in the next 24 months.
New logo "branding" for the school district was announced. School District representatives reported they
started the branding process last fall and are looking forward to the new look. Safety at schools and the
ntro
pilot for colled access to schools were discussed. Safety all day - Every day is the motto. School
District representatives explained they plan to implement the new system starting the 2018/2019 school
year. Training for staff and students will be given to implement the program. Building safety, continued
upgrades to facilities and training needs were also discussed.
City/County officials shared they are willing to help get the word out to citizens regarding the updated
school safety program.
AGENDA ITEM NO. 5: Update from City of Chubbuck Officials.
Mayor England gave a brief overview of development taking place in the City of Chubbuck near the
interstate. He feels this development would not have been possible without the cooperation of multiple
government entities.
New recreation center update - Chubbuck officials are still looking at construction costs and determining
what the community wants in a recreation center. It was noted that the process has been a learning
experience and the groundwork is still being set for the project.
Mayor England shared City representatives took a field trip to Utah and visited recreation centers to see
how the centers were established and managed. He also mentioned that a new image for the main street in
Chubbuck is in the process.
AGENDA ITEM NO. 6: Update from Bannock County Officials.
Commissioner Bullock thanked Pocatello Qty Council for their cooperation regarding the water issue at the
soccer complex. He explained Bannock County is also evaluating the ambulance needs in the community.
Commissioner Bullock shared that all local taxing entities are being represented at the meeting and
reminded officials that the decision of each entity has an affect on the others. He encouraged officials to
look at matters as a whole and not as an individual when taxes are being considered.

Robert Poleki, Bannock County Clerk, shared that he acknowledges the on-going safety issues in schools.
However, he explained there is a lack of facilities available to have polling places for elections. Mr. Poleki
is concerned the School District may decide not to allow voting in schools. He suggested that additional
safety processes be put in place at the schools on Election Day.
Crisis Center update - The status of the new Crisis Center was discussed. It was noted that the very first
steps to move forward with the project are being, taken. Location, etc. has yet to be determined. County
officials will form an advisory group to help facilitate the process to create the Center.
AGENDA ITEM NO. 7: Update from City of Pocatello Officials.
City Council President Johnston feels officials should be united when talking about economic development.
He asked for ideas to form a united front to attract economic prospects.
Mayor England shared when he is contacted bybusinesses he looks to see if the prospect is a good fit for
our area. Growth is fantastic but it must be done fairly. He feelsprospects that stay in the community for
anylength of time really like the area and want to remain here. The community has plentyto offer and the
negative mindset of some individuals need to be changed.
Mayor Blad encouraged officials to remain positive when people start to make negative comments
regarding the community. He has found that once a complaint is addressed by staff, a negative attitude can
usually be changed to be more positive.
Commissioner Tovey encouraged people to attend the 4th of July events and concert at the Bannock
CountyWellness Complex. He mentioned a larger RV park maybe developed at the event center that will
accommodate an additional 100 RV spaces. This increase in spaces will provide more opportunities to
bring large rodeo events to the Complex. The benefits a larger RV Park will have in the communitywere
also discussed.
Mayor Blad reported the 2018 4th of July parade will be organized by Old Town Pocatello, Inc. Portneuf
Medical Center and Idaho Central Credit Union will still support theparade, but the organization of the
parade will be managed by Old Town Pocatello. The parade will take place in Pocatello's down town area.
It was mentioned that eachgovernment entity being represented at the meeting should share information
on their websites, etc. to help promote community events.
In closing, it was the consensus of the group to meet quarterly.
AGENDA ITEM NO. 8: Mayor Blad adjourned the meeting at 4:29 p.m.
