We are having a great winter. We prayed for
snow and we have snow, and plenty of it.
Winter and snow bring snow removal
problems to the city crew. These men have
worked many extra hours plowing and
removing snow from our streets. We have
plowed the school parking lots as well as
Hiline Road to the intersection at
Yellowstone. This portion of Hiline is not in
the city however I realize that Pocatello has a
huge problem with their city streets and
Hiline is not one of their priorities.
However, 90% of the people who drive this
part of Hiline live in Chubbuck and there-
fore I believe we should keep it passable.
Snow removal, especially following a heavy
snowfall as we experienced, is a never ending
job. We cannot reach every street as soon as
we would like. We clean the main streets first
and apply a solution to the main streets that
melt the snow eventually. This is costly and
too expensive to use on residential streets. I
know many of us could choke the snow plow
driver when our driveways are plowed in. If
possible we often return and plow out many
drives for individuals who cannot physically
do this. Inform the city of neighbors who
have physical disabilities and need assistance
and we will follow through and get the snow
removed. Snow in residential streets was
plowed within the first two days. However,
the snow continued and cars driving over the
snow has packed it so hard the plows could
not remove the snow and this created the
frozen snow bumps in all of our streets. My
street still has these remaining as do many
other streets. We thank those of you with
plows on your pickups, tractors, etc., who
plowed driveways and portions of the streets.
You have been a great help to the citizens
and the city crews.
The city purchased several park shelters. The
supplier asked to erect these and wanted to
do so in the off season. The "off" season this
winter has not been conductive to construc-
tion. If you see strange "goings on" in a park
this could be the reason. When weather
allows these shelters will be erected. Richard
Webb, our police chief after Jerry Rowland,
has retired and moved to Kalispell, Montana.
He is working for a real estate firm in that
city. We have appointed Randy Severe as our
Chief, and Ken Quinn as the assistant chief.
These two have over 27 years in Chubbuck
police work and should be excellent in these
positions.
At city hall we have been under construction
since last May. City office employees have
doubled up and tripled up to continue city
work. At long last the clerks moved into
their new office on Monday February 9 and
the City Council met in new council
chamber on Tuesday the I0`h of February.
The remainder of the building will be
finished by the first of March. We will have
an open house following completion and
hopefully in a bit warmer weather. Utility
bills and clerk business is now being con-
ducted at the front entrance. We thank all of
you who have driven to the back entrance
for several months to conduct business with
the city. At the city we feel the contractor
and architect have done an excellent job for
our city. A special "thank you' to all our city
employees for the fine job they have per-
formed under adverse conditions.
Mayor
PSI Waste Systems tells us that residents who
have two or more garbage carts should place
them at least 4 -feet apart at the curb on
pick-up day.
Thank you, citizens, for cooperating with
snow removal efforts by keeping cars off the
street, so snowplow drivers can do their job.
The City of Chubbuck is requesting that all
citizens and businesses clear their sidewalks
of snow to provide the safe passage for
pedestrians who use the sidewalks on a daily
basis. As outlined in chapter 8 of the
Chubbuck Municipal Code and the Idaho
Criminal Code, it is the duty of the prop-
erty owner to maintain their sidewalks. We
appreciate your cooperation in this matter.
Baseball registration will be held at City
Hall on March 27`h and April 3`d from 10
a.m. to 3 p.m. Registration will be for
tiger/tee-ball ages: 5-8(girls by Jan 1, boys
by Aug. 1 st.); girls softball ages: 8 -up
(before January 1 st); boys baseball ages: S-
up (before August 1). You will need to bring
your child's birth certificate and sign-up fee.

City Hall Remodel partially done
Utility billing is now located in the front of
the remodeled building, please enter thru the
doors below the clock. Use this same front
entrance to all Public Works Business.
Council meetings and Land Use meetings
have resumed here at City hall across from
the Utility billing counter, Council meetings
are held the 2" and 4`h Tuesday of each
month at 7:30 p.m.; Land Use meetings I"
Tuesday of each month at 7 p.m.
was instrumental in forming a tree commit-
tee for Tree City USA designation. A
committee was formed and planned Arbor
Day activities for the Grade Schools in the
Chubbuck area. These were Ellis, Tyhee,
and Chubbuck Elementary Schools.
On April 28, 2003 the City of Chubbuck
was formally designated as "Tree City
USA". This was during a formal dedication
of trees planted at Stuart Park by the City of
Chubbuck and Chubbuck Elementary
students. Subsequent plantings were then
done at Ellis and Tyhee.
Currently the tree committee is studying the
possibility of a Memory Park. The park
would be for families and/or individuals
who would dedicate a tree for a memory.
The memories could be for an anniversary,
birthday, or other special occasion. Specific
trees could have a placard for identification.
The park would have walking paths and
benches for reflection. A planned kiosk
could be built to identify specific trees and
donors.
In 2004 the tree committee will be provid-
ing Arbor information to homeowners and
businesses. A specific list of trees that do
well in our area will be available. Informa-
tion on their care, fertilization, and pruning
will be provided.
The City of Chubbuck will accept dona-
tions and/or funds for public plantings. The
city equipment can transplant trees up to 4
inches in diameter. This diameter is mea-
sured at the base of the tree. A list of --
approved trees for public plantings can be
obtained from Larry Miller, Superintendent
of Parks and Recreation.
