does the city get the funds to rebuild these streets
and to have rebuilt Chubbuck Road and
Hawthorne Road? These funds come from in-
cremental finance funds. Allowing cities to cre-
ate tax incremental districts is the no. 1legisla-
tion the state has ever passed to assist cities to
build and rebuild infrastructure and parks. With-
out these funds the only source we would have
for funds would be a bond that you the citizen
would pay in addition to the property tax you
now pay. If you desire more information on this
type of financing make an appointment and I
will discuss this with you. I can tell you this
financing has given our city the funds to do all
the work you have seen going on and the parks
where we have been able to place walk paths, play-
ground equipment, etc. Let no one fool you that
this money could be used to lower your property
tax. That is not true. Have a good winter. See

Snow, beautiful snow. We need it so and we seem
to be having plenty of it. Be careful as you drive
wherever you go. Please remove your cars from
city streets to enable the snow plows to clean snow
off streets. Snow appears to be on the move and
will be with us for some time. Enjoy!
City Council meets the 2nd and 4th Tuesdays of
each month. I invite you to join us and learn
what is going on in the city. We have the Rail-
road Credit Union building under construction
on Yellowstone. A beautiful addition to the city.
We have Hartland Estates on East Chubbuck
Road under development at present and lots sell-
ing rapidly. We have Cambridge Estates devel-
oping on Whitaker immediately south of the Ellis
school; Sunset West will be in construction in
spring located on corner of Philbin and
Chubbuck; Park Meadows on West Chubbuck
continues to develop into a beautiful place to live.
An L.D.S. church will be located in Park Mead-
ows approximately at the corner of Independence
and Chu uck Road. Pheasant Ridge contin-
ues development—these units are affordable and
quite attractive and convenient.

for 2005• The city is planning to construct Evans
Lane east to Burley Drive and rebuild Burley
Drive from Chubbuck to the Idaho Central
Credit Union complex. The credit union is plan-
ning a four story office building on their prop-
erty on south Burley Drive, landscaping that will
really clean up the area. We also would like to
continue Evans Lane from Yellowstone to
Hawthorne. We have valuable property to cross
to do this. Either of these new streets, I believe,
would draw many types of business to those va-
cant fields and lots. We need as soon as funds
are available to reconstruct Valenty Street as it

The city does clean sidewalks in front of city
property—city hall down Highway Avenue in
front of properties owned by the city. We do
help handicapped individuals. We do return af-

drives and sidewalks on Yellowstone and
Chubbuck and the walk ways in city parks as
time allows. We plow out mail boxes if the city
plow has plowed an extra large amount of snow
in front of these boxes. If you qualify give me

capped.
At Last!
The Portneuf District Library is at last opening
after a much needed remodel and renovation.
Members of the public are invited to the ribbon
cutting and flag raising ceremonies to be held
on February 1, 2005 from 5:00-8:00 PM. The
library has added a public room with accom-
modations for lectures, book reviews, meetings
or appropriate musical presentations and pro-
grams. A new children's library and teen area
lend to the user friendly atmosphere. As always
computers, and a complete fiction and nonfic-
tion book collection and excellent study areas
are available for adults and student of all ages.

Baseball registration will be held at City Hall
on March 12th 19th and April 2nd from 10
a.m. to 3 p.m.
Registration will be for:
Tiger/Tee-ball ages: 5-8 (girls by Jan 1, boys by
Aug. 1 st);
Girls softball ages: 8 -up (before January 1st);
Boys baseball ages: 9 -up (before August 1).
You will need to brine your birth certificate and
sign -u_ o_fee.

Just a reminder that during the months of No-
vember, December, January, February water
meters are not read. During these months you
will receive a base rate billing with no water us-
age included; in March you will receive a catchup
billing for the water that was used over those
months. These are the colder months of the
year and the water meter can/vault provides its
own insulation preventing freezing/breaking of
the meter. If you notice any meter can/vault
lids not shut securely, please contact the city of-
fices and one of our trained technicians will cor-
rect the problem. Never access the water meter
can/vault as damage to the meter and possible
electronic equipment could occur and this would
be very costly to you, only city personnel are
allowed access to the water meter cans/vaults.

SANITATION
Thank you for your patience with our change
of garbage companies. It will probably take an
additional two or three weeks before all of the
problems are worked out. Ifyou have problems
call us at 237-2400 and we will work on resolv-
ing them. While making this change we found
200 plus homes that were using two carts- that
we were not aware of and therefore not billing
them. Making that change has helped to fix
this problem. Each home is assigned a cart num-
ber so we can keep track of what is going on. If
you would like an 2nd cart the cost is $9.05 a
month. Just let us know and we can take you
one.
