The Allen property on West Chubbuck Road has been purchased and the home and out buildings will be removed. A fifteen 4-plex complex will be constructed at this site. Sixty apartments. We have 50 plus under construction north of Mesquite Street and also in that area aTastee Freeze Drive -In will be under construction. We do not at this time have any large retailers active; however this type of activity could develop at any time. Those of you who travel Syphon Road East know of the road condition at that location. This problem is caused by the syphon, an underground tube that carries irrigation water to the west. This syphon has been leaking for several years. The city with the Bureau of Indian affairs, Fort Hall Agency have actively sought federal funds to correct this problem. However; at this time we have no funds to rebuild the syphon. The city will begin to reconstruct this street to greatly improve the road surface. We are planning to go from Yellowstone to Whitaker. One word of caution— because the syphon will be leaking and the roadway could be subject to collapsing in various small locations. Be aware when driving this road, report any settling you may notice to city hall immediately. We will greatly improve this street. Be cautious. If you have concern about fuel prices, gasoline, diesel, write our congressmen. Get on them. This is ridiculous to be paying $2 per gallon. I believe the goal is $3 per gallon - We have plans to extend Evans street to Burley Drive and rebuild Burley Drive, Chubbuck Road to the Credit Union area. The credit union has established Chubbuck as its headquar- ters for business and Idaho Central will create a beautiful park like area around their buildings. A four story building is in the plan for this year at this location. We will also be definitely locating Evans Lane through to Hawthorne. Valency Road is another street to be rebuilt in near future. We have successfully moved the girls softball fields from Cotant Park to the new Capell Park. The girls will be playing at this n location this summer. The boys fields at Cotan Park are undergoing a major change in the infields. This change will improve the quality baseball that will be played at this location. Th Railroad Federal Credit Union building looks great and is nearing completion. Business Licenses ' ' Occupations Chubbuck City Code requires anyone doing business within the City of Chubbuck to first obtain a City of Chubbuck business license. The basic fee for occupational licenses is $25.00 annually. One of the requirements for obtaining a business license is successfully passing a background check by the Chubbuck Police Department. Certain businesses may require City Council approval as well. There is considerable interest in Home Occupations across the nation, the State of Idaho, and in the City of Chubbuck. Much of this interest is facilitated by tremendous achievements in technology and the internet, giving us fingertip access to the world marketplace. We, too, promote and encourage home occupations within the limitations of the City of Chubbuck Code. One of the primary considerations, however, is that home occupations do not detract from the residen- tial character of the neighborhood. The following are common problems associated with home occupations and are not allowed: Significant increases in traffic due to the business, exterior visibility of equipment, (Trailers, trucks, tractors, etc. parked on the street or property), outside employees, (only those family members residing in the home may work in the business). the You may access the applicable City of Chubbuck Code sections at www cityofchubbuck.us, City Departments, City Clerk, City Code. Spring is in the air, and the weather is slowly warming up in Chubbuck. Warm weather brings certain concerns for the Police Department that we want to share with our citizens. We have already seen an increase in complaints about motorized scooters on the streets. Every scooter owner and parent needs to know that scooters are illegal to drive on city streets and sidewalks without meeting very specific requirements. This is also very dangerous. In order for someone to operate a scooter on the street, they need to have a valid driver's license and insurance, and the scooter would also have to be registered. There are also other requirements, such as proper lighting and mirrors. The main concern with kids and scooters is the fact that motor vehicle drivers have a hard time seeing them. Fortunately, we have not had any major injuries regarding scooters, and we need to work together to prevent any future injuries. I have seen several of the scooters that are designed much like a miniature motorcycle, and they are very low to the ground -making them even harder for motorists to see. We certainly do not want to see any child hurt, so please do your part to see that your children are not riding their scooters on city streets. A safe alternative would be to drive them to private property, after obtaining permission from the property owner and ensuring that the property is closed to other motor vehicles. Motorized vehicles being operated on the canal banks seems to be an issue each summer, as well. The canal banks are private property. This fact is posted, and motorized vehicles are prohibited. ATVs and motor- cycles driven on canal banks cause noise complaints and excessive dust. Let's be considerate of the residents along the canal banks and keep the traffic to foot traffic only. Cotant Park is starting to see some use from the early season baseball teams getting in some practice. It will only be a matter of time before the games are in full swing. If you are attending the games, please park in designated areas only. Do not park in residential permitted areas. Branch Chipping As a courtesy, the Maintenance Department will come to your home and chip smaller branches trimmed from bushes or trees until the end of June. These branches must be no more than 4 inches in diameter at the base and must be placed in your front yard behind the sidewalk. When you are ready, just call Public Works at 237-2430, and we will put you on our list for chipping. It may take a day or two, depending on how busy our Maintenance crew is at the time. Remember, this service is only through June 30"1 Also consider the Spring Cleanup on May 7" for getting your property looking sharp. i We are happy to announce Saturday, May 7' as the day when both Chubbuck and Pocatello will be culminating a Spring Cleanup week. Chubbuck is a great place to live, and our community pride is reflected in neighborhood cleanliness and appearance. While the City can provide support in removing any trash or yard debris that is collected, we need your help. We invite everyone in town to clean up their own property, and also to pitch in on neighbor- hood efforts. Here's our plan: I . Oversized Roll -off Containers - Please make good use of all three roll -off containers, generously contributed by Snake River Dispose -All, at the locations listed below. The City will be able to empty trash at the county landfill without having to pay fees on designated days, which will save our citizens tax money! Group Cleanup Projects - Citizens unite! We encourage any group to gather up and bag litter on May 7th (or right before). If it won't fit in your garbage cart, you could put them into the oversized roll -off containers provided by Snake River Dispose -All at the locations listed above. If you have many volunteers, consider sending part of your group to an alterna- tive container site to avoid overcrowding at the closest one. If necessary, put the bags of litter out near the curb, and our City crew will pick them up on Monday. 3. Branch Chipping - Since tree or bush branches fill up the roll -offs quickly, the City will be prepared to run them through the chipper for you at City Hall. The bases of the branches can be no more than 4 inches in diameter. Please bring them to the City site and our attendant will chip them. Whether you can clean only your yard or an entire neighborhood, your effort will be appreciated. Normally, it costs you money to dump trash at the county landfill. Don't miss this opportunity! Come and see what your neighbors are doing to enrich our community. The only cost involved is a small commitment of your time. For questions you can contact the Chief of Police, Randy Severe, or the Assistant Chief, Capt. Ken Quinn at 237-7172. Police Department: The Chubbuck Animal Shelter has changed its hours. In order to better serve the public, Chubbuck Animal Shelter has set up times to view animals for adoptions and/or releases. The new Shelter hours are from 8:00 am to 10:30 am and from 2:30 pm to 4:00 pm. Monday through Friday. The Animal Control department will still operate under its normal business hours of 8:00 am to 4:00 pm. Not only will this assist in assuring someone will be available to help you at the shelter, it will also allow us to be out in the community more to insure that our animal population is being maintained in accordance with all local and state laws. We want to thank you for your patronage and support of our department. The Citizens On Patrol volunteer organization meets at the police department on the 4" Wednesday of every month at 7:00 P.M. Training is provided at each meeting on a topic of concern to the citizens of Chubbuck. The March training was on the gang issue. This has not been a major problem in our community but the possibilities are all around us. The instructor was an officer from a local law enforcement agency who has training and knowledge in this subject. Many of the COP training sessions will be topics of general interest to all citizens, others will be training to help them perform their function as proactive community members assisting the police department to deter criminal activity. Chubbuck Department The Chubbuck Fire Department would like to remind citizens to make sure the address on their home is visible from the street. If you have removed them for any reason you need to replace them. We suggest that you use a minimum of a four -inch number and that color of the numbers contrast with the rest of the home. This is so that any emergency service can find you home in the time of need. Spring is almost here and a lot of people like to burn their yard waste. Open burning of yard waste is permissible only if you have a valid burning permit. You can pick up a burning permit at the fire station at 4727 Yellowstone during regular business hours. Direct If you are ever worried about making your monthly utility payment on time or just find it easier to know that your payment is being directly taken from your banking account - Direct Pay is the answer! You will still receive a monthly statement. There is no fee to sign up. All you need to do is fill out a direct pay form and turn it in with a voided check. Each month you will receive a statement the first week and your billing will automatically be taken from your banking account on the 15". We offer level pay to account holders that have made their payments on time consecutively for 12 months, this payment option helps individuals that are trying to set budgets for their household. If you are an account holder that has met their payment on time for 12 months consecutively and would like to become a level pay customer please come in and fill out an application. Level pay is your average billing figured from the previous 12 months. Please make sure that you do not spray chemicals around your meter can , do not put landscaping or block entrance into meter can and Never access the water meter can/vault as damage to the meter and possible electronic equipment could occur and this would be very costly to you, only city person- nel are allowed access to the water meter cans/ vaults. If you notice any meter can/vault lids not shut securely please contact the city offices and one of our trained technicians will correct the problem.
