It is hotT We have water, but do not waste
water. Water your lawns, if possible, late in
the evening or early in the morning. I have
my sprinklers set for 1:30 am 20 minutes
to a setting. So far this seems to be
sufficient. Flowers in containers sitting
outside need be watered twice a day in this
hot water, or so I'm told.
Animals should have shelter that has air
moving through. A roof open with no sides
will help keep them cool, and plenty of
water. Dogs especially need shelter in their
kennels. As a reminder of dogs in the city I
am going to quote the kennel ordinance
for hobby kennels:
A. Shall only be maintained upon a lot
which has a minimum area of four
thousand (4,000) square feet for each
dog kept on such lot, regardless of the
number of persons keeping or harbor-
ing dogs on such lot.
B. Be maintained in a separate crate,
structure, dog run or kennel for the
housing and confinement of all dogs
kept in such hobby kennel, which cage
structure, dog run or kennel:
1. Shall have a minimum area of
fifteen (15) square feet for each dog
kept therein;
Z. Shall be located as far as possible
from any structure intended for
human occupancy or use except the
owner's residence:
3. Shall, in any event, be located at
least three hundred feet (300) from
any such structure, except for the
owners residence:
4. Shall have such screening fence or
structures as may be necessary to
confine the dogs and screen them
from views from abutting proper-
ties; and
5. Shall contain facilities for the
disposal of animal waste, other than
through the use of the city's garbage
collection service, which facility shall be
maintained so as to prevent odors
detectable from public areas and
abutting properties.
C. Comply with all other state and local
regulations relative to such an operation,
and shall be maintained to prevent noise
or odors detectable from public areas and
abutting properties. (End of ordinance)
I would further suggest that your dogs need
shade. Place a piece of plywood over the top of
the kennel for shade and keep plenty of water
available for the animals. Be aware of dogs
riding unrestrained in the back of your
pickup. (They need to be protected.)
The entrance to Hartland sub -division will be
protected with a "roundabout". This is a first
in the city and will take care of the need for a
traffic signal at this location.
Residents of Brundage and Washburn. Will
you decide where we need speed bumps as
promised by the developer. These will go in as
the developer paves streets in the new sub-
division. To residents in Kasiska. We will be
placing a playground in this park as rapidly as
manpower is available. I suggest this park be
named "Larry Miller" Park in honor of the
city park Superintendent. Larry has done an
Excellent jeb in our parks for many years. --
A city scrap book is missing. It is the record of
the city during the 1980's and early 90's. If
you have knowledge of this book please advise
city. Just return the book.
School will soon be back and we need to be
aware of speed in subdivisions. We will be
placing new traffic control signs for school
zones. Be aware of children at all times and
stop for pedestrians in crosswalks. All subdivi-
sions have a maximum speed of 20 MPH.
Please observe.
Please call city police if you have any indica-
tion of criminal activity in your neighbor-
hood. There has been much talk on TV about
sex offenders being released to various
locations.
We have them here in Chubbuck. I do not
know where they live but the information is
available from the sheriff. If you desire to
know it is my understanding the sheriff has
the addresses of these individuals. Watch your
children and watch out for yourself. Espe-
cially you ladies who jog out on county roads.
It would be so easy to have someone grab you
and force you into an auto, even two ladies
together. jog at Cotant Park or the other city
parks. Paradise, Bicentennial Park and Cotant
have long paths for jogging. I encourage you
to use these facilities for your jogging.
It is a great time of year. We had a great 4`h
celebration at city hall with about a hundred
in attendance. Our program was outstanding.
Bring your youth to our veterans memorial,
go inside city hall and view the patriotic
pictures we have placed on the entry hall
walls. Remember Chubbuck Day Celebration
August 13th. Parade at 9 am from Whitaker
stake building to Cotant Park where food,
fun and games will be available. Plan to
attend and make it a fun time.
Vacant or reposed homes with yards not
maintained, please advise the city. We do not
want these homes to become an eyesore in
your neighborhood.

Please be conservative in watering outside and
in your home usage. For watering yards we
urge you to water during the night time
hours. This will save water and you will not
need to water as often as if you water during
the heat of the day.
Lawnmower: Set your lawnmower on 3 -inch
setting. This also will save water and keep the
grass green.
Outdoor Water Saving Tips:
• Sweep driveways, sidewalks, and steps
rather than hosing off.
• Wash the car with water from a bucket,
or consider using a commercial car wash
that recycles water.
• When using a hose, control the flow with
an automatic shut-off nozzle.
• Avoid purchasing recreational water toys
that require a constant stream of water.
• If you have a swimming pool, consider a
new water -saving pool filter.
• Lower pool water level to reduce amount
of water splashed out.
• Use a pool cover to reduce evaporation
when pool is not being used
WATERING 11 11
DO:
• Water only when necessary
• Water only as much as needed
• Water in the morning or evening
DO NOT:
• Use sprinklers during rainstorms.
• Use sprinklers if it's windy.
• Let water run into gutters.
Sunny- spotsneed-more water -than those that
are shaded, but sprinkling during the heat of
the day results in waste from evaporation, and
watering in full sunshine causes the lawn to
burn.
If a probe (e.g., a screwdriver) inserted into
the ground is moist at a depth of 3- 4", or if
you leave no footprints when walking on a
lawn, it does not need water. Apply only I" of
water at a time. The amount can be measured
by setting a pan under the sprinkler. Watering
could take as little as 1/2 hour.
Automatic sprinkler systems can save water
only with proper installation and use. They
should give head-to-head coverage with no
runoff into unwanted areas. Ideally, your
landscape plan needs to be laid out at the same
time as the sprinkler system. Low-water zones
can be most efficiently handled with a drip
system or with soaker hoses covered by mulch.
WN TIPS:
• / If you can, use a mulching mower. (It may
be possible to convert your present
mower.) Shredded clippings protect roots
from the sun and add nutrients to the soil.
• Set your mower so it cuts blades of grass at
an average height of 3". Shorter grass is
more likely to burn and look brown.
• Allow grass to become 3- 4" tall. Mow
according to blade height, rather than on a
regular schedule. Growth is rapid at the
beginning of the season but slows with the
-----heat -O-S-t}f}}I2ier. ---- --
• Recycle your grass clippings if you don't
mulch them into the lawn. Scatter them in
flower beds, around other plants, or in
rows of a garden to retain moisture and
reduce weeds. You can also recycle them
into a compost bin and spare the landfill.
