Message from the Mayor:
We hope your holidays will be pleasant days spent with family and friends. At this time of the year, many individuals
and families look for ways to share with others. The gifts of hope and love are certainly cherished elements of holi-
day traditions. There are many worthy, organized efforts in our community to assist people in need during the
Christmas Season. I hope during this season of giving that you will choose one or more of these efforts to support
with your time or means.
We were able to move forward with several projects this last summer. Some inconveniences and concerns have
tested the patience of those who live close to the construction. Thank you to all for tolerating the measures that were
necessary. The Hiline Road project will be dormant for most of the next few months. The signals on Chubbuck
Road, both at Hiline and Hawthorne Roads, still have some additional work, but they should be completely func-
tional soon. The length of the delay will depend on delivery of parts. As you may have noticed, we have closed
Bluebird Drive, east of Hiline, during the winter months. Our choice was whether to eliminate the road altogether,
because of the increased elevation, or to close it when it could potentially be slick. We believe that the winter closure
is the best option.
As the end of the year comes with its associated celebrations, we hope you find much to be thankful for. It is a great
time to get to know those who are new to your neighborhood and make sure they feel included. As a city, we wish
you all a Merry Christmas and the happiest of new years. The progress of this past year has made Chubbuck an
even greater place to live and do business. May God bless you and your family.
HOLIDAY GARBAGE SERVICE
No pickup on Christmas Day & New Years Day
PICKUPS WILL BE ONE DAY LATE
The week following Christmas ONLY, the city will be
collecting extra trash. You may place it by your cart
for pickup. We will also collect Christmas trees
placed just behind the curb for two weeks following
Christmas, but please remove all lights, ornaments
and stands!

ICE HOCKEY
at CAPELL PARK
This year the Chubbuck Pocatello
Hockey Association (CPHA) will be
building its ice on the concrete founda-
tion at Capell Park Rink. Last year they
created a pond type rink next to the inline
hockey rink, but a liner will allow the ice
to placed inside the exist-
ing lighted enclosure. o .
The ice will be groomed by
a Zamboni machine for
hockey league play. Both
children and adults are invited to join the
local hockey league, which already has
about forty members.

CLAMPS Changes name, Keeps Mission
CHAMPS for the Chubbuck Animal
Shelter is now called "CHAMPS in
Chubbuck". While the name has
changed, its mission remains the
same: to pursue ways to make a
positive impact within the City of
Chubbuck regarding the needs of
homeless animals.
CHAMPS in Chubbuck would like
to create an impact through a com-
munity education program that
teaches the importance of spaying/
neutering and vaccinating animals.
They strive to find homes for home-
less animals, and they are educating
citizens on the proper care for fam-
ily pets and also on care for other
animals within the Chubbuck area.
CHAMPS is in the process of ob-
taining grants to help pay for items
which will better the quality of life
for the animals being held at the
Chubbuck Animal Control Facility,
and they are
seeking volun-
teers who have
the time to
oversee fund-
raising efforts.
We invite you
to visit our
new and improved shelter (made
possible through various donations
of materials and labor) and see for
yourself the nice cats and dogs
available for adoption. If you are
thinking about a new pet as a Christ-
mas gift, please consider that pup-
pies and kittens grow into adults
who are permanent members of your
family. Spaying or neutering your
new pet is also very important to
prevent more unwanted animals
from ending up in shelters.

Winter snows cause many problems
for not only the traveling public, but
also those street employees trying to re-
move it from the street. We do our best to
remove the snow as quickly and effi-
ciently as possible, given our crews and
equipment. We would like to take this
opportunity to remind you and clarify
some aspects of our snow removal policy.
When a storm occurs or begins dur-
ing off-duty hours (as most storms
do), the police notify the maintenance
man or crews on call to respond and begin
removing snow. Over the years, we have
developed a list of trouble spots that need
either first or frequent attention. Our peo-
ple respond to these places first. Once
those locations are plowed and sanded,
they go on through the remainder of the
city in a systematic manner, beginning
with arterials and collectors, and plow
open the streets.
The first trip through the city is only
an effort to open streets, permitting
two-way traffic and access by emergency
vehicles. As time permits, which is usu-
ally after the storm, the crews follow
through the entire city and plow snow
from gutter to gutter. Vehicles that re-
main on the street during this process
cause problems not only for themselves,
but also create a safety hazard for plow
operators and the traveling public, as they
try to negotiate around piles of snow left
by plows going around these parked vehi-
cles.
We would also like to remind you
that recreational vehicles (RVs) and
trailers of any kind may not be
parked on the city street for over twenty-
four hours at ANY time of the year, ac-
cording to City Code.
City Code also provides for severe
and strict parking restrictions during
what we call a "snow emergency". When
a "snow emergency" is declared, it will be
widely publicized. A "snow emergency"
will also be automatically placed into
effect at any time in which the snow depth
on the street has reached an accumulation
of three inches or more. During a "snow
emergency", all vehicle parking on streets
is prohibited between the hours of 7:00
AM and 7:00 PM. The parking prohibi-
tion remains in effect until either the
"snow emergency" is lifted, or the street is
finally cleared of snow to the gutters.
When the city plows the entire street,
we will attempt to deposit the snow
in the gutter with as little snow as possible
on the sidewalk. If you want to avoid
shoveling out your driveway any more
than necessary, you should wait until the
city plows the street to the gutter before
doing your driveway.
Remember that snow from your side-
walks and driveways should be
placed on your yard and not in the street.
Also, place the snow taken from the curb
portion of your driveway on the right side
of the driveway as you face the street.
Since the snowplow travels across the
driveway from left to right, placing the
snow on the right will keep the plow from
putting it right back into the drive.
.,`. The city has a responsibility to keep
the streets as safe as practical for the
driving public. Through our ordinances
and policies, we strive to do that. We do
not have the resources to be responsible
for keeping your mail boxes and individ-
ual driveways open. We feel that the
property owner must take that responsibil-
ity. The special centralized delivery box
units available through the U. S. Postal
Service do provide an option for mail
delivery even under these conditions. We
would welcome hearing your comments
and concerns.
