If you have any questions related to the voting process, call the county elections office at 236-7330. It ..is also important to get information on the candidates and issues to be voted on. They can provide a voting guide, if you didn't receive one in the mail. As you may be aware. from the media coverage, Proposition 2 could have an effect on local governments' ability to manage growth. Many of you have expressed concern about a recent United States Supreme Court decision dealing. with "eminent domain" or the right of government to acquire private property under certain circumstances.: Last year, in response to the court's action, the Idaho Legislature passed House Bill 555, which virtually word for word provides the protections on your eminent domain rights that Proposi- tion 2 calls for. Planning and Zoning regulations are arrived at through a mandated, tedious process that requires a lot of public input. They are designed to protect and benefit as wide a range of opinions as possible, while giving an overall "vision" to the growth of an area. Several commentators who have reviewed Proposition 2 are concerned it could obstruct much of this effort and move a lot of this decision making into a lengthy and potentially expensive court process. A similar proposition was passed in Oregon in 2004, and they now have claims approaching six billion dollars to potentially be paid by the taxpayers. Your informed vote on this issue will mean a great deal to the future of our city and all of Idaho. Please decide to vote, and then make sure you follow through with those plans. One vote can make a difference. Thanks again for making our city such a great place to live and do business. If your children go trick or treating, please ensure that you escort them and that they have well -lit clothing or flashlights so that the motorists can see them. Any time a child puts on a mask of any kind, it will restrict his or her vision, try to use make up or face paint if pos- sible. Remind them also, to only go to neighbors' homes that they know or to go to participating businesses that will be celebrating the holiday. If you are going to be in your vehicle Halloween night, use extreme caution, and we would recommend that you go slower than the posted 20 mph speed limit in the residential areas. SOMETHING NEW TIS COMING 'ONLINE BILL PAYING: The city is get- ting ready to take credit card payments, debit card payments and check on-line paying over the internet and in our of- fice. You will be able to view your bill online -including your payment history. TWatch for further announcements. YWINTER WATER BILLS: The city will not read most meters for the months of November to March,- so Byour water bill will be $68.25.' a month. In the month of March, we do a ' catch up bill and will bill you for all the water you have used during the winter Lmonths. That bill can be high. If you Lwould like to reduce the impact on your budget, we suggest paying extra each ' month. If you notice your water bill does vary each month, then you have Nthe type of meter we can read in the winter without opening the meter Gcan. In that case, you will not receive a high catch up bill in March. FROM OUR POLICE DEPARTMENT SCHOOL BUS > STOPPING With the schools back in ses- sion, we seem to have an in- crease in complaints about people failing to stop for school bus "Stop Arms". If you are driving behind a school bus, or traveling the op- posite direction, and the stop arm is out, you must come to a stop. If the driver of the bus has ac- tivated the yellow caution lights, that means they are preparing to put out the stop arm, use caution. This law is in place to stop all the traffic while the buses are loading and unloading, and of course, ultimately for the safety of the children. DRIVER CAUTION The snow will be flying soon, which always make the roads a little more difficult to travel, and a little common sense goes a long way. Once the snow does arrive, please slow down and allow yourself more time to get to your destination.. Another smart habit is to in- crease your following distance, allowing yourself more time to maneuver your car in the event that something happens in front of you. No one wants to be in an accident. Also, from October 15th through April 15ti', Idaho law does allow you to have stud- ded snow tires on your vehicle.
