Message from the Mayor:
Thankfully, we have already had some good storms that have provided a great start to our water year. Sustained rain that turns to
a wet snow helps to saturate the ground, which allows more of the winter snow pack to runoff in the spring to refill the reservoirs.
Just a last minute reminder that the Chubbuck Police are sponsoring a "Trunk or Treat' activity on Halloween Day from 5:30 to
7:30. They will be providing candy and safety items that will help youngsters be seen in the dark. The Pine Ridge Mall will also
provide trick or treating from 6:30 to 8:30 They ask that masks, heavily painted faces or hoods not be worn. We are asking peo-
ple in neighborhoods who prefer children NOT visit to please leave the porch lights off. Have a safe and fun Halloween.
I encourage you to pay special attention to each of the items in this Newsletter. They contain detailed information that you may
want to have on hand for future reference. Some of the information is new, and some are reminders of regular procedures. Hav-
ing the county administer our city elections and the city beginning to provide our own garbage service is new for us. We think
these are positive steps in the right direction for our growing city.
Please take the time to get to know the views of the candidates running for city council, and then remember to vote. They are all
good people who would serve our city well. This is one of the activities we can participate in that will keep Chubbuck a great

City growth has reached the point
where it makes sense for city em-
ployees to handle our own gar-
bage collection service, instead
of hiring a contractor. The City
Council carefully considered the
undertaking, and they agreed the
time has come for us to buy
trucks, install fuel tanks, hire
drivers, and take care of our sani-
tation customers. As of Decem-
ber 1, our Maintenance Depart-
ment will begin providing gar-
bage collection service to both
residential and commercial cus-
tomers within the city limits.
We are committed to making our
collection service the best it can
be. Getting started will involve a
learning process for both the of-
fice and the sanitation employ-
ees, so we do ask for a little pa-
tience, but we are fully capable
of making our service something
you can count on
The last week in November, we
will be picking up the Snake
River Dispose -All garbage carts
on your current pickup day, after
they are emptied, and replacing
them with new ones, so you will
not be left without a container.
Starting the first of December,
we will follow a new pickup
schedule. Be sure to watch for
the flyer that will be delivered
with your cart. It will contain
important information about your
pickup day and holidays.
Winter snows cause many problems
for not only the traveling public, but
also those street employees trying to re-
move it from the street. We do our best to
remove the snow as quickly and effi-
ciently as possible, given our crews and
equipment. We would like to take this
opportunity to remind you and clarify
some aspects of our snow removal policy.
*� When a storm occurs or begins dur-
ing off-duty hours (as most storms
do), the police notify the maintenance
man or crews on call to respond and begin
removing snow. Over the years, we have
developed a list of trouble spots that need
either first or frequent attention. Our peo-
ple respond to these places first. Once
those locations are plowed and sanded,
they go on through the remainder of the
city in a systematic manner, beginning
with arterials and collectors, and plow
open the streets.
The first trip through the city is only
an effort to open streets, permitting
two-way traffic and access by emergency
vehicles. As time permits, which is usu-
ally after the storm, the crews follow
through the entire city and plow snow
from gutter to gutter. Vehicles that re-

cause problems not only for themselves,
but also create a safety hazard for plow
operators and the traveling public, as they
try to negotiate around piles of snow left
by plows going around these parked vehi-
cles.
"�We would also like to remind you
" that recreational vehicles (RVs) and
trailers of any kind may not be
parked on the city street for over twenty-
four hours at ANY time of the year, ac-
cording to City Code.
City Code also provides for severe
and strict parking restrictions during
what we call a "snow emergency". When
a "snow emergency" is declared, it will be
widely publicized. A "snow emergency"
will also be automatically placed into
effect at any time in which the snow depth
on the street has reached an accumulation
of three inches or more. During a "snow
emergency", all vehicle parking on streets
is prohibited between the hours of 7:00
AM and 7:00 PM. The parking prohibi-
tion remains in effect until either the
"snow emergency" is lifted, or the street is
finally cleared of snow to the gutters.
When the city plows the entire street,
we will attempt to deposit the snow
in the gutter with as little snow as possible
on the sidewalk. If you want to avoid
shoveling out your driveway any more
than necessary, you should wait until the
city plows the street to the gutter before
doing your driveway.
Remember that snow from your side-
walks and driveways should be
placed on your yard and not in the street.
Also, place the snow taken from the curb
portion of your driveway on the right side
of the driveway as you face the street.
Since the snowplow travels across the
driveway from left to right, placing the
snow on the right will keep the plow from
putting it right back into the drive.
.� The city has a responsibility to keep
the streets as safe as practical for the
driving public. Through our ordinances
and policies, we strive to do that. We do
not have the resources to be responsible
for keeping your mail boxes and individ-
ual driveways open. We feel that the
property owner must take that responsibil-
ity. The special centralized delivery box
units available through the U. S. Postal
Service do provide an option for mail
delivery even under these conditions. We
would welcome hearing your comments
and concerns.

Anyone who has visited the Chubbuck
Animal Shelter knows that it is in desper-
ate need of improvements. As Chubbuck
has grown so quickly, city funds have
been used for necessities, such as starting
up the garbage collection service, but
have not been available to build the new
animal shelter we had hoped to provide.
The founder of Zootoo House is sponsor-
ing a Shelter Makeover Program in Amer-
ica to help twenty shelters that are in need
of architectural improvements. The
awards will be based on responses to the
website on behalf of each shelter that has
been entered for the program. The awards
range from a one million dollar makeover
to a five thousand dollar donation, but
only the top twenty ranked shelters can
win. The Chubbuck Animal
Shelter has signed up and
we need your help!
