It is exciting to welcome Allstate Insurance Customer Information Center to our community!! We are fortunate to have them
select the Home Depot area on Hawthorne Road for their building. We had great team support from Mayor Blad and the
Pocatello City Council, as well as the Bannock County Commission, Gynii Gilliam and the entire Bannock Development staff
and board. Allstate's decision to locate in the Pocatello/Chubbuck Community will make a significant difference, not only
here, but to all of southeastern Idaho and the entire state. The most important factor in making their location choice was the
people who reside here. I agree, you are great!
As mentioned last month, the Chubbuck Police will be sponsoring a "Trunk or Treat" activity on Saturday, October 30'h, at
the Pine Ridge Mall. It will begin at 6:00 PM and, along with candy, they will be providing some safety items that will help
youngsters be better seen in the dark. We also remind you, because Halloween falls on a Sunday this year, to leave your
porch light on for trick -or -treaters on the night that you would prefer them to come to your door (either Saturday or Sun-
day). We encourage you to have an adult or older sibling accompany little ones.
I hope that November 2 n is an important date to you and that you are already planning to vote. If you have any questions
related to the voting process, you can call the county elections office at 236-7330. There is information about the Ambulance
Levy on the back of this newsletter. We encourage you to get informed on this issue and also encourage your support.

Roundabout Landscaping
You may be wondering why a tree
was planted in the center of the Hiline
Road roundabout. Landscaping, or
other similar treatment, inside the
center circle of a roundabout are part
of the recommended design. It seems
that drivers who look through the in-
tersection, especially on the main road
(such as Hiline or E. Chubbuck) tend
to make their decisions on how to
drive the roundabout based on the
traffic across the center circle. The
idea is to force the driver to consider
only vehicles to the left. That is
where the reaction time is critical and
needed.
Vehicles to the left are really the only
information that is needed for drivers
to process their decision when enter-
ing a roundabout. Certainly there is
some need to evaluate the traffic to
the right, as well. But traffic across
the circle that might be obscured is far
enough away to not be a concern.
On Hiline Road, as you may well
have experienced, drivers from all
four legs could enter the roundabout
intersection at the same time without
stopping. That is one of the advan-
tages of a roundabout. It takes out of
the decision process all traffic ap-
proaching the intersection, except for
those you can see on the left. That is
one of the reasons we have problems
with the E. Chubbuck Road round-
about. Drivers who were used to E.
Chubbuck being the through street
make their decisions based on the
traffic, or lack thereof, across the cen-
ter circle and thereby don't yield to
those to the left who are already in the
circle..

In November of 2010, the Ban-
nock County Commissioners,
along with the City of Pocatello,
City of Chubbuck, City of
McCammon and the City of
Downey, will be asking you, the
voters of Bannock County, to sup-
port a tax levy increase to support
the staffing, equipping, and main-
tenance of a third Advanced Life
Support (ALS) ambulance in Ban-
nock County. The reason for this
request is that the Bannock County
Ambulance was contracted to the
Pocatello Fire Department in 1978.
It was started with two ALS ambu-
lances located in Pocatello (staffed
with two paramedics), one ambu-
lance in Downey and one in Lava
Hot Springs, both of which are
staffed with dedicated volunteers
at the EMT level.
The call volume in 1978 was 1,387
calls. In 2009, this same ambu-
lance service responded to 5,170
calls, an increase of over 272% in
the call volume, without ever add-
ing any additional units or person-
nel. We have come to a point that
we are continuing to increase the
amount of time that a reserve unit
is needed, and we, at times, have
been without any additional cover-
age for ambulances or any fire
coverage within the City of Poca-
tello and Bannock County.
This tax levy increase would allow
the county to add an additional
ambulance, with support and fund-
ing from the City of Pocatello, to
gain a full-time ALS ambulance.
Your support would ensure contin-
ued ambulance coverage through-
out the county and allow the Poca-
tello Fire Department to continue
to provide a quality EMS system
within the county.
As with any addition of taxes,
most will always ask "How much
will this cost me?" As we all know
and understand, this is a tough eco-
nomic time, and if we were not at a
critical crossroads with our ambu-
lance service, we would not be
coming to you at this time. This
will increase your taxes by $15.00
per year, per $100,000 of assessed
valuation.
While we all understand and agree
that this is a tough time to ask for
additional taxes, there is just no
other way to support this drasti-
cally needed addition to the Ban-
nock County Ambulance Service.
We will provide some town -hall
meetings in October to answer
questions and any concerns that
you may have, and we will make
those dates public as the time
nears. Again, we appreciate all the
support you have shown in the
past, and hope you see the need,
and will support us in the future.
