We have been able to see progress in many different ways. Although 2009 seems to present some monumental challenges, especially to our national economy and security, locally I see some indications to be hopeful and positive about our future. Much of what makes a city successful is in the small seemingly unnoticed acts of neighborly awareness and kindness that happen daily. Whether your contribution to our success has been or will be large or small, I express appreciation for your acts of good citizenship. I hope you will take the time to read the all of the information included in this newsletter. It is especially timely and beneficial, and much of it is safety related. We have also mentioned the availability of the ice rink this year. Obviously, we are dependent on the weather to provide a consistent ice sheet. If you desire to use the ice, it would be advisable to call the number listed during city office hours (8 AM to 5 PM, Monday -Friday) to get updated information before planning a trip to the rink. We have been pleased with the response to our survey about curbside recycling. If you have not responded, you may still access the survey through the city website at www.ciiyofchubbuck.us. The more information we receive through the answers and com- ments, the easier it will be for us to move this effort to the next level. We plan to respond to the comments and questions that were received in the next newsletter. The ending of a year and the beginning of a new year are rimes when most people take stock of where they are and resolve to improve. As our collective future seems to be somewhat out of our control, I hope we can review all the good in our lives and begin the next year with a whole lot of optimism. Let's all move forward and make Chubbuck an even better place to live and do business. Mayor England Wise Cell Phone Use & Idaho Law Several states have adopted laws that make the use of a cell phone (talking or texting) while driving illegal. Other states have left it up to local jurisdictions to regulate that issue. While it is not prohibited to use a cell phone while driving in the State of Idaho or within the City of Chubbuck, it is, without a doubt, a serious potential hazard to safe vehicle operation. The Chubbuck Police encourage you to consider these important fac- tors: . Whether you need to answer a call at the moment it comes in or whether you can return it 2 to 3 minutes later when you get to your destination. Pulling over to the side of the road to an- swer or make a call. The traffic conditions you are in at the moment you make these decisions. With winter driving conditions upon us, this consideration becomes even more important. Both hands on the steering wheel and your full attention are critical to safe vehicle op- eration and more especially when the road conditions are less than ideal. Although there is no specific law regarding cell phone usage while driving, an existing state law, Inattentive Driving, now covers violations of this type. It is a misdemeanor and carries potential a penalty of up to 90 days in jail and/or a $300 fine. If that does- n't get your attention, ask your insurance representative what happens to your rates after a citation of that type. Please be wise in your use of these convenient little devices. ICE SKATING RINK Come visit the temporary ice skating rink at Capell Park next to the inline hockey arena. It is jointly sponsored by the Chub - buck Pocatello Hockey Association and the city. Skating is free and is open to the public as long as the weather permits. There is lighting for evening skat- ing and bleachers for visi- tors. If you have ques- tions, call us at 237-2430. HOLIDAY GARBAGE SERVICE No pickup on Christmas Day & New Years Day PICKUPS WILL BE ONE DAY LATE The week following Christmas ONLY, the city will be collecting extra trash. You may place it by your cart for pickup. We will also collect Christmas trees placed just behind the curb for two weeks following Christmas, but please remove all lights, ornaments and stands! It has long been my ideal to walk down the hall of my home and into my office and "presto"- I am at work! Home Occupations are encouraged in the City of Chubbuck and are becoming more and more popular. The major require- ment is that they do not de- tract from the residential char- acter of the neighborhood. HOME OCCUPATIONS All business activity in the City or with City of Chubbuck citi- zenry does require a City of Chubbuck Business License. This includes sales from the street or an open lot, which also requires a Temporary Use Permit. As you prepare to obtain a business license or start a new business, be advised this is not COLD WEATHER WARNINGS from our Fire Department a speedy process! It may take 2-3 weeks to finalize your busi- ness license. To come in one day and have a business li- cense the next is not possible. Please give yourself and City personnel the time required to process your application. Good luck and happy sales to you! Larry L. Kohntopp, Planner • Never use a stove/oven to supplement your heating. It is not a safe use and can produce toxic fumes. # • When using an electric heater, do not overload the circuit. Choose an extension cord the same size or larger than the appliance cord. • Do not use electric space heaters in bathrooms or anywhere they may come in contact with water. • Leave a water tap running a tiny bit to avoid frozen pipes. Never try to thaw frozen water pipes with a blow torch or other open flame. The heated pipe could ignite interior wall materials. Use a handheld dryer or hot water to thaw them. • Practice using windows as emergency exits. Be sure they open easily, and you may need escape ladders. • Keep fire hydrants clear of snow, so they can be found quickly in an emergency. • Be sure any fireplace fires are out before you go to sleep. NEVER close your damper with hot ashes in the fireplace. • Never burn charcoal indoors; it gives off deadly carbon monoxide.
