ORDINANCE NO, 31
AN ORDINANCE REGULATING THE
PRESENCE OF MINORS UNDER
TJlU AGE OF 18 YEARS IN PUB-
LIC STREETS AND OTHER PLAC-
ES BETWEEN CERTAIN HOURS;
DEFINING DUTIES OF PARENTS
OR OTHERS IN CARE OF MIN-
ORS; PROVIDING FOR, ARREST
AND PENALTIES FOR VIOLAT-
IONS THEREOF: REPEALING OR-
DINANCES IN CONFLICT THERE-
WITH; AND DECLARING AN
EMERGENCY,
WHEREAS, the Board of Trustees
of the Village of Chubbuck finds:
That numerous minors of the age
of 18 and under have been frequent-
ing the public streets and streets,
alleys and other places within the
Village of Chubbuck during and after
the hours of darkness and because of
the said loitering of the minors to
the streets, alleys and public places
in the presence of numerous strang-
ers and transients, transportation ir-
regularities, and the increased con-
sumption of alcohol by said minors
and there being a substantial lucrease
in the number of public offenses
rnmmitted by juvenile delinquents;
and.
WHEREAS, due to these conditions
now prevailing juvenile criminal de-
li,,quency has so increased in the
Village of Chubbuck as to become a
menace to the preservation of public
p^ace, safety, health, morals and wel-
fare;
NOW, THEREFORE, BE IT OR-
DAINED BY THE BOARD OF TRUS-
TEES OF THE VILLAGE OF CHUB -
BUCK:
SECTION (A) "Loitering of Minors
Prohibited." It shall be unlawful for
nny minor under the age of 13 yearsf
to Ioiter, idle, wander, stroll, or play
in or upon the public streets, high-
ways, roads, alleys, parks, play-
grounds, or other public grounds;
public places and public buildings,
places of amusement and entertain-
ment, vacant lots or other unsuper-
vised places, between the hours of
9:30 m, and 5:00 a, M. of the next
day from the 1st day of October of
each year to the 1st day of April
following, and between 10;30 o'clock
p, in. and 5:00 o'clock a m, of tiie
next day from the 1st day of April
until the 1st day of October in each
