HomeMy WebLinkAbout08 23 1994BDESIGN REVIEW COMMITTEE DECISION Date: August 23, 1994 Applicant: Mr. and Mrs. Crookston Project: Geraldine Bake Shop, corner of Burley Drive (proposed to the north) and Chubbuck Road Mr. and Mrs. Crookston reappear before the Design Review Committee with further specific questions regarding Burley Drive. The Design Review Committee Decision of June 28, 1994 did not address certain aspects of the project and how the Crookstons intended to access delivery trucks to the back of their property as well as potential customer property at the front of their property. The plans as shown show a 40 foot curb cut on East Chubbuck Road and then two 30 foot curb cuts to the east onto the proposed Burley Drive. The Crookstons want to use the Northerly curb cut on to Burley Drive as access to trucks to the back of their property and they propose keeping Burley Drive as a private gravel road until such time as development to the east and north require Burley Drive to be developed. At the time of their proposed construction of Geraldine's Bake Shop, they would landscape along Burley Drive but would not put the utilities into Burley Drive nor would they lay the street. The Burley Drive situation was discussed as well as future expansion of Chubbuck Road. The following decision was reached by the Design Review Committee: A. Developer may put in both the northerly and southerly accesses out to Burley Drive, however, the southerly access shall be blocked in a manner such as will prohibit customer traffic from using the southerly access on to Burley Drive until such time as Burley Drive is developed. B. The northerly access on to Burley Drive will be utilized for purposes of truck traffic and the developer will maintain Burley Drive as a private nondedicated road at this time. C. Developers, Crookstons, will participate in the future paving of Burley Drive and installation of utilities as required when there is development to the east or north of this property necessitating putting in Burley Drive. The landscaping on Chubbuck Road will be 15 feet wide, which contemplates being 12 foot from the right of way, which development is based upon a 66 foot right of way for Chubbuck Road. In the event Chubbuck Road expands to a 80 foot right of way, the landscaping strip along Chubbuck Road would be reduced to approximately 8 feet which is an acceptable modification of the landscaping standards. GERALDINE BAKE SHOP - Mr. and Mrs. Crookston were present with their Architect, and presented their revised building plans. Meeting was adiourned at 1.1:30 a.m. DESIGN REVIEW COMMITTEE DECISION Date: June 28, 1994 Applicant: Mr. and Mrs. Crookston Project: Geraldine Bake Shop, corner of Burley Drive (proposed to the north) and Chubbuck Road The building plans presented by applicant were reviewed by the Design Review Committee. The plans show two entrances off of the proposed Burley Drive; however, those entrances cannot be used until Burley Drive is completed. Applicant will be asked to make a commitment to participate in the construction of Burley Drive when appropriate. The south entrance off Burley Drive is to be eliminated from the plan so that only the north entrance from Burley Drive and the Chubbuck Road entrance will be in place at the point in the future when Burley Drive is put in. The trees that would normally be required in the landscaping along Burley Drive are to be clustered in the southeast corner of the property, but not within the sight triangle. Curb, gutter and sidewalk along Burley Drive will be deferred until such time as Burley Drive is developed. The landscape strip along Burley Drive may be reduced to three feet to accommodate the building and property setback requirements as well as parking. A green area shall be placed on the southeast corner of the, building itself to slow down traffic going around the building. The above decision is based upon Title 18 of the Chubbuck Municipal Code and specifically Chapter 18.14 regarding landscaping. DATED this f/ day of 41L 1994. ohn O. Kent Kearns expressed concern about the second access on Burley Drive. After discussion, it was decided there will no access off Burley Drive, until street, curb, gutter and sidewalk can be constructed. They would like to appeal that decision to the Design Review Committee. Cary and I are supportive of their move. I would like to have you schedule a Design Review Committee meeting next Tuesday, at 10:30 a.m. and to also invite the Land Use Commission member that should be there. Crookston's will be present at the meeting as well as the Architect. Cary and I should both be there as well. Thanks ...
