DESIGN REVIEW SUBJECT: Jackson Oil Co., Texaco - Quick Service
Store at Burnside Ave. and Yellowstone
Ave.
DATE: July 29, 1997
APPLICANT: Ron Bush, Hawley, Troxell, Ennis & Hawley
was present representing Jackson Oil co.
PROJECT: Revised Site Plan Review - Quick Service
Store and Gas - Yellowstone and Burnside
Ave.
Present: Mayor Cotant, Steve Smart, Ron Conlin, Cary Campbell,
Jerry Rowland, Jim Phelps, Cary Campbell, Larry
Kohntopp, Gerd Dixon and Charlie Dickman.
Ron Bush, Hawley, Troxel, Ennis & Hawley presented a new
8 1/2 x 11 site plan, the new site plan proposed one access
with an island of 12', with entrance being 22' and exit 22.
The overall approach is proposed to be 56' , with total opening
of 44'. State guidelines are 40' and City of Chubbuck recently
adopted Access Plan is 36'.
Mr. Bush stated John Jackson said the vacant building there now,
will be removed within 60 days.
PWD Smart stated that because of the larger vehicles that may go
to the convenience store, the 56' overall approach with 20'-
30' radius curb returns in the site plan will be okay.
The new site plan does not show Mr. Jackson moving the building to
the south any. There is 40' behind the building. City Staff
feels if the building is moved back, there will be more room
in the front of the store, requiring less need for the larger
approach.
Steve asked Mr. Bush to convey to John Jackson, this approval is
only for the access on Burnside Ave and E. Burnside Ave only.
Steve expressed concern about the 8 1/2"x1l" site plan not
showing a complete Picture of other requirements such as,
storm drainage, separator, radius on Burnside Ave, etc. Steve
said a full scale drawing is required to be given to Staff for
total site plan approval.
Jim Phelps stated the vacant building located at Yellowstone Ave.
and Burnside Ave. should be removed long before 60 days.
Mr. Bush said he will convey to Mr. Jackson the City's
concerns about having the building removed as soon as
Possible. Mayor Cotant suggested the building be removed in
two weeks.

Design Review Committee gave approval to site plan presented in
regards to the accesses proposed only. Burnside Ave access a
22' entrance, a 12' island with sprinkled landscaping, and a
22' exit for a total of a 56' access. The total opening width
of 44 feet is approved because of peculiar site problems. E.
Burnside Ave. access is 40' at throat with 20'-30' radius curb
returns.
Mr. Bush said he will convey to John Jackson the requirement of a
full scale drawing showing other aspects of the site plan such
as; storm drainage, separator, radius on Burnside Ave.
accesses, etc. Staff will review.
Mr. Bush said he will convey to John Jackson the concerns of the
City in getting the vacant buildings removed as soon as
possible. City suggests two weeks if possible.
