September 23, 1997
DESIGN REVIEW SUBJECT: Commercial Complex on third lot from
Yellowstone Ave. in Diamond Court
Subdivision.
DATE: September 23, 1997.
APPLICANT: Tom Arave
PROJECT: Request for a commercial complex on third
lot from Yellowstone Ave. in Diamond Court
Subdivision.
Present: Mayor Cotant, Attorney Tom Holmes, Steve Smart, Ron
Conlin, Cary Campbell, Charlie Dickman, Gerd Dixon, Jerry
Rowland, Jim Phelps, Kent Kearns and Larry Kohntopp.
Tom Arave presented a proposed site plan showing a laundromat,
tanning salon and Mr. Mower, a mower repair shop.
Discussion about Access Management Policy. PWD Smart suggested
there be one access instead of the two accesses shown on the
site plan. Gerd Dixon and Steve will work with Mr. Arave on
suggested location of accesses. Mr. Arave was told he should
install radius type approaches, rather than curb cuts. Steve
said there will be consideration for another access to the
undeveloped north.
Cary stated he has not checked, but parking space requirements
should be okay. Cary will review.
Steve and Gerd explained how they would suggest the storm run off
be addressed. Mr. Arave said he planned on running the storm
water to the canal. Steve suggested the storm water be drained
to a swale,, then if approved by Bureau of Indian Affairs the
water will be drained into a storm drain system, then into
the Chester Drain. Mr. Arave will work with Steve and Gerd
while addressing the storm water run off.
Mr. Arave said his plan is to finish the project, with all
requirements except landscaping, being complied with prior to
January 1, 1998.
Mr. Arave stated he will have the landscaping requirements finished
prior to June 1, 1998.

DESIGN REVIEW SUBJECT: Site Plan for Trailer Sales at 4618
Yellowstone Ave. - Property north of Johnny
B. Goodes.
DATE: September 23, 1997.
APPLICANT: Claire Cheirrett - 2-B Trailer Sales.
PROJECT: Display Trailers, Tractors and Pick up
Beds.
Present: Mayor John 0. Cotant, Attorney Holmes, Steve Smart, Gerd
Dixon, Kent Kearns, Cary Campbell, Ron Conlin, Jim Phelps,
Larry Kohntoppj Jerry Rowland and Charlie Dickman.
Claire Cheirrett presented a proposed site plan for a trailer sales
at 4618 Yellowstone Ave.
Mr. Cheirrett explained he wants to use building there for an
office.
Mr. Cheirrett asked for City's help in locating water and sewer
lines.
Mr. Cheirrett was told he is required to asphalt area from
entrance, exit to office, also is required to asphalt parking
area for employees and customers.
Mr. Cheirrett was told he is required to landscape with grass and
a sprinkler system.
PWD Smart stated the State requires City to require a 25' radius
type approach, instead of curb cut there presently.
Mr. Cheirrett said he will talk to owner of Property Don Andra,
then go from there.
