DESIGN REVIEW SUBJECT: Premier Technology, Inc. - Northeast comer of Yellowstone
Ave. And Siphon Road. - Site Plan.
APPLICANT: Sky Rock Group
PROJECT: Steel fabrication shop.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Cary Campbell, Jerry
Rowland, Charlie Dickman, Ron Conlin, Jim Phelps, Kent Kearns and Gerd Dixon.
Ron Meyers was present to present a site plan for Premier Technology, Inc., northeast comer
Yellowstone Ave. And Siphon Road to east to Industry Way for a steel fabrication shop.
Discussion about storm water drainage. Storm water drainage will have to be contained on site.
Premier Technology, Inc. will install a privacy fence around the property.
The site plan shows an access from Yellowstone Ave., with two accesses on Industry Way
P" Smart stated Premier Tech. Representatives were aware there shall be no access to
Yellowstone Ave. or Siphon Road, with only one access to Industry Way. Ron Myers
explained, Premier Tech. would prefer, if limited to one access, the access be on Siphon
Road rather than Industry Way. There is concern with larger trucks slowing down traffic
while turning in the site.
Ron Myer stated Premier will be willing to give an extra 10' for a turn lane to the site.
Premier Representatives said they are willing to agree to sharing the north access on
Industry Way as a common access.
The site plan was approved subject to the following conditions:
I - Premier Technology is allowed to have an access on Siphon Road if an
easement is signed that gives a 10' turn lane easement, 100' to the west and 100' to
the east of access on Siphon Road.
2. Curb, Gutter and sidewalk on Siphon Rd. is required when pads are developed
to the west.
3. City will fill in swale along Siphon Road.
4. Premier Technology will present calculation for storm drainage, 50 years.
5. There will be two accesses on Industry Way with the access to north being a
shared access with property to the north, (N V2 BI ck 3, N Aside Plaza
Subdivision).

DESIGN REVIEW SUBJECT: Property at Yellowstone Ave. And East Chubbuck Road
(Formerly K & B Kwik Stop).
DATE: December 2, 1997
APPLICANT: Rite Aid Pharmacy
PROJECT: Building for Rite Aid Pharmacy.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Cary Campbell, Jerry
Rowland, Charlie Dickman, Ron C. Conlin, Jim Phelps, Kent Kearns and Gerd Dixon.
James Murray, CSHQA Architects was present on behalf of Rite Aid Pharmacy to present a site
plan for a pharmacy at 4752 Yellowstone Ave. (Formerly K & B Kwik Stop.
Discussion about Rite Aid Pharmacy negotiating a cross access agreement with Grover Electric
and Plumbing. Mr. Murray said Rite Aid Pharmacy will work with Grover Electric on
obtaining a cross agreement access.
Mr. Murray was advised of the following requirements:
1) Landscaping requirements, including 10'grass area, including automatic
sprinkling system. 2) Storm water drainage is required to be contained on
property. 3) Requirement of an easement for a larger radius, at Yellowstone Ave.
and East Chubbuck Road, so larger trucks can make the turn to E. Chubbuck
Road easier. 4) Required to through platting process. 5) Required to obtain a cross
access agreement with Grover Electric and Plumbing.
Mr. Murray asked City to send Grover Electric and Plumbing a letter stating, City is willing to
allow egress and ingress to their westerly access if Grover's will allow a common access
on the westerly access. At this time Grover's is allowed only ingress on their westerly
access. City will send the authorization letter.
Mr. Murray said he will take these requirements to Rite Aid Pharmacy, along with working with
Grover Electric on a shared access on their westerly access.

We have received your comments made from the staff meeting of December 2, 1997, and we would like
to make the following amendment to Requirement #5:
At the meeting of December 2, we expressed our desire to share a cross access with the Grover Electric
retailer to the east and after making numerous attempts to secure a cross access agreement with them we
have been unsuccessful. Conversations with Jack Grover, have resulted in the understand -Ing that it
remains their corporate policy not to share cross access of any kind. We have revised our plan to reflect a
second access onto East Chubbuck Road, which has met with "preliminary" approval from Mr. Gerd
Dixon, project engineer-, for Chubbuck.
We have also received a file from Shepherd Engineering to reflect the new R.O.W. improvements set for
East Chubbuck Road and can work within the parameters of that current design. We are asking them to
supplement that file with the turning movements suggested for the hard comer intersection.
I'lie remaining comments were noted and accepted without exception- We look forward to working with
the rest of the staff of Chubbuck to see this project complete as quickly as time permits. Should you have
