December 2, 1997
DESIGN REVIEW SUBJECT: Old Key Bank Data Center at 4425 Burley Drive.
DATE: December 2, 1997
APPLICANT: Idaho Central Credit Union
PROJECT: Corporate Offices - Idaho Central Credit Union.
Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steven Smart, Cary Campbell,
Jerry Rowland, Charlie Dickman, Ron C. Conlin, Jim Phelps, Kent Kearns and Gerd
Dixon.
Chris Hyer, President of Idaho Central Credit Union and Architect Robert Awes were present to
explain their plans for the old Key Bank Data Center at 4425 Burley Drive. Mr. Hyer
explained the building will be used half for Idaho Central Credit Union Corporate
Offices, the other half will be leased or rented to tenants, with ftiture possible expansion
of Idaho Central Credit Union.
Discussion about storm drainage on the property. Because of the existing pavement, there is no
drainage, the water just stands. PWD Smart suggested they use the swale design for
drainage. City would prefer the run off be contained on property. It was suggested a
trench drain to planted area.
Mr. Awes presented a site plan.
PWD Smart suggested the possible use of tax increment monies for improvement of Burley
Drive. The developer is responsible for installing concrete edge and swale.
Kent Kearns suggested the east access on the south side be eliminated.
Discussion about existing landscaping. The property has been kept up and looks good.
Chris Hyer was asked to take these suggestions, then bring back a site plan which includes the
storm drain suggestions, along with deleting the east access on the south side of building.
PWD Smart suggested radius curb cuts be installed instead of the regular curb cuts.
Idaho Central Credit Union was asked to present 50 year storm water calculations.
Mr. Hyer stated a final decision should be made December 31, 1997, then if all goes well closing
will be February 4, 1998, then construction would start the next day.
