January 13, 1998
DESIGN REVIEW SUBJECT: Jensen Concrete Construction - Building at end of
CloverDale Road on Bluegill.
APPLICANT: Leonard Jensen
PROJECT: Leonard Jensen wants to build a storage building to store
truck, trailers, construction equipment in the building.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Cary Campbell, Jerry
Rowland, Charlie Dickman, Ron Conlin, Jim Phelps and Larry Kohntopp. Kent Kearns
was excused.
Leonard Jensen was present presenting a proposed site plan. Mr. Jensen stated he would like to
build a warehouse for his concrete business, to store truck, trailers and equipment.
Mr. Jensen stated he will have the access aligned with his business so he can,drive straight in.
PWD Smart explained this would be the only access allowed now, or in the future.
%�� Landscaping requirement was explained to Mr. Jensen.
Discussion about sign requirements. Mr. Jensen said he would like to install a concrete sign in
front of his business. Mr. Jensen was told as long as he is not within 10', the sign will be
okay, if he gets within 10'he is required to meet certain regulations.
Mr. Jensen said he would like to start the building the first week in February.
Design Review Committee approved the site plan subject to the following:
I - Landscaping requirement, including grass with automatic sprinkling system required to
be installed prior to June I't., 1998.
2. There will be only one access, straight into his front doors allowed.

DESIGN REVIEW SUBJECT: SilverTree/Checker Auto - Yellowstone Ave. and
Circle Inn Drive.
APPLICANT: Checker Auto
PROJECT: Checker Auto Building at Yellowstone Ave. & Circle Inn.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Cary Campbell, Jerry
Rowland, Charlie Dickman, Ron Conlin, Jim Phelps and Larry Kohntopp. Kent Kearns
was excused.
Brett Hastings of Platinum Development was present, stating he received the following
recommendations from City Staff.
1. No access from Yellowstone Ave. One access permitted from Circle Inn Drive. Staff
suggested the building location to allow access from Circle Inn at minimum of 150 feet
west of Yellowstone Ave.
2. Sewer location probably incorrect if taken from sewer project drawings. Sewer goes
through the CrossRoads RV property. This would allow building to be shifted to better
utilize access from Circle Inn.
3. Intersection of Circle Inn and Yellowstone Ave. : Reconstruct curb return to 30' radius.
4. Stormwater runoff. Use surface percolation areas, not pipes to dry wells. The
collection area shown in NW comer will probably be too high to do anything but
untreated drywell. Should consider percolation areas on east in addition to the in NW
comer.
5. Suggested comments should be incorporated into site plan drawing before Design
Review Meeting.
Mr. Hastings stated it would be difficult to eliminate the access on Yellowstone Ave. Mr.
Hastings stated Checker's would be willing to move the access on Yellowstone Ave. to
the northern border of their property, sharing a common access with property owners to
the north.
Mr. Hastings stated the sewer line location is not an issue, Checker's will do what is required.
City will contact CrossRoads RV to discuss easement and hook up.
PWI) Smart explained the preferred stormwater runoff method. Mr. Hastings indicated this
would not be a problem.
Mayor Cotant suggested when the Yellowstone Ave. And Circle Inn curb return is reconstructed,
which it will have to be, that it be constructed to a 40'radius instead of a 30'radius.

Mr. Hastings was told of the landscaping, (grass with trees), and automatic sprinkling
requirements. Mr. Hastings said the landscaping requirements will be installed prior to
the store opening.
Mr. Hastings was told about sign requirements.
Mr. Hastings was told he they are required to go through the platting procedure. Mr. Hastings
took required dates. He said they would like to start construction the end of February, if
possible.
The Design Review Committee approved the site plan with the following changes and
requirements:
1. There will be one access allowed on Yellowstone Ave., if it is located to the
northerly end of their property on Yellowstone Ave. Mr. H—astings said he will
talk to Checkers about how many feet they will make their side of the common
access. Mr. Hastings thought around 25'. Mr. Hastings will talk to property
owners to the north about their installing their portion of the common access.
2. Reconstruction of curb at Circle Inn and Yellowstone Ave. Intersection will be
40'radius.
3. Sewer line requirements suggested by City Staff.
4. Stormwater runoff requirements as suggested by City Staff.
5. Property required to be platted.
6. Landscaping and automatic sprinkling requirement, (grass with trees).
Prior to Checker Auto opening.
Mr. Hastings stated he will take these requirements to his clients, the site plan will be redrawn,
and sent to City Staff.

STAFF MEETING MINUTES
January 13, 1998
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Cary Campbell, Jerry
Rowland, Charlie Dickman, Ron Conlin, Jim Phelps and Larry Kohntopp.
Discussion about fuel tanks in yard being removed. Jerry is concerned Police Department will
have to go through gate to get fuel. Steve said there will be one above ground tank east of
City Shop. Discussion about which octane is best to use. Ron will let Jerry know fuel
costs.
Discussion about a request from Haddock's on Bluebird St. Mr. Haddock asked to put up an 8'
fence around his property. Cary stated an 8' fence will not be allowed. The reason Mr.
Haddock wants the higher fence, is because of complaining from his neighbor June
Johnson. Mr. Haddock will not clean up after his dog, the smell is bad. City will not get
involved in cleaning up the property. Attorney Holmes will review and address.
Cary asked Attorney Holmes for an interpretation of Idaho Code 54300. Attorney Holmes to
advise Cary.
R on stated Mark Semons, IEC City Insurance Company will meet with Department Heads,
Tuesday, January 20 at 10:30 a.m. to discuss the following:
How are premiums keeping pace with expenditures
Look at possible savings on premiums, by going to another company.
Mark Semons to present a law change that could save City monies.
Slow payment on claims lately.
Mayor Cotant suggested a four way stop at the intersection of E. Chubbuck Road and Hiline
Road. Mayor Cotant expressed concern of potential problems at the intersection. After
discussion, Steve said he will do an intersection study as soon as possible.
Ron was directed to put a June 1, 1998 deadline on the following for their landscaping
requirements.

DESIGN REVIEW SUBJECT: PAN FRY RESTAURANT
DATE: 01-20-97
APPLICANT: JACK LEI
PROJECT: JACK LEI WANTS TO OPERATE PAN FRY
RESTAURANT AT 141 E. LINDEN.
Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steven Smart,
Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps, Pete Anderson, and
Gerd Dixon.
Two contractors were present to find out what Design Review Committee requirements are,
because they are going to put in a bid to do work for Jack Lei.
They said the requirement of 1600 gallon grease interceptor is installed.
The contractors were told there is a landscaping requirement, including grass with automatic
sprinkler system.
Discussion about condition of paved lot. After discussion, it was decided Larry Kohntopp and
Gerd Dixon will go and review condition of the paved lot.
The contractors were told there should be a cross access agreement with Lee Madden. The
contractors said they will check.
