Burnside Ave. and Yellowstone Ave. DATE: June 30, 1998 APPLICANT: Jackson Food Store - John Jackson PROJECT: Service Station - C -Store Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Cary Campbell, Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps, Kent Kearns, and Gerd Dixon. Jackson Food Store Representatives presented a revised site plan. They said they are showing one pump less, and a smaller store than presented on the original site plan. Representative stated the eastern portion of site plan might be sold to some sort of fast food operation in the future, but for now Jackson Store would prefer to gravel the eastern half, (of the property). Representative stated the only large trucks that should enter the property are gas refilling trucks. The balance of trucks that come in, should be of smaller size for store deliveries, etc. The following was discussed: 1. Whatever radius there can be without moving the main power poles on Yellowstone Ave. to Burnside Ave. The will be a 30'radius on the E. Burnside access. 2. Storm drain - catch basin, with seepage pit, prefer the west side of property. If a swale was use, it would help. Gerd suggested a drainage plan be presented to Staff. 3. Curb, gutter and sidewalk, with required landscaping, sprinkling around the the north side and east side of Burnside Ave. Representative agreed to use grass for the major portion of landscaping. 4. If gravel is used on the east side of lot, there needs to be dust abatement on any gravel. 5. Fire hydrant is required on island between Yellowstone Ave. and Burnside Ave. 6. If Jackson Food Store is willing to install the landscaping fronting Yellowstone Ave. The City will maintain the Yellowstone Ave. frontage only. Design Review Committee approved the revised site plan with the following conditions: 1. Radius from Yellowstone to Burnside Ave. to be as wide as can be acquired without moving the main power pole. 2. Jackson Food Representative agreed to bring in a storm drainage plan. M 11m;:2 DESIGN REVIEW COMMITTEE MEETING MINUTES June 30, 1998 DESIGN REVIEW SUBJECT: A modular/mobile sales lot going just north of City Offices, south of Park Lawn Ave. DATE: June 30, 1998 APPLICANT: Ranch Homes - Todd Ritter PROJECT: Modular/Mobile Home Sales Lot Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Larry Kohntopp, Cary Campbell, Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps, Kent Kearns, and Gerd Dixon. Todd Ritter presented a revised site plan for proposed modular/mobile home sales lots. The following is required: 1. Widened common access with City, to the maximum allowed, 40'. 2. Required gravel on undeveloped part lot. 3. Landscaping, grass and automatic sprinkler system. 4. Discussion about a berm across frontage on Yellowstone Ave. 5. Storm drainage to drain into landscape strip. 6. Parking. Mayor Cotant suggested there be more grass around modular/mobile homes, especially the ones facing Yellowstone Ave.. Concern about dust if too must gravel is used. Mr. Ritter stated he wants the modular/mobile home lot to have a good residential appearance. Mr. Ritter liked the idea of installing a berm on Yellowstone Ave. Frontage. Discussion about proposed sign: 1. One sign - 5'high - 8'Wide into Entry Area. 2. Second sign - Mid point to north - 42'high rise sign. Landscaping, with automatic sprinkling required around perimeter of property, on west and north Mr. Ritter stated, there will be no change on east side of property. Automatic sprinkler system in all green areas. Discussion about possibility of an access agreement. Will be reviewed by Attorney Holmes. Discussion about a trade or purchase of property. City needs to make a proposal to Mr. Ritter, Ranch Homes. Staff required Mr. Ritter to present a plan on green area and landscaping requirements. DESIGN REVIEW MINUTES - (cont) June 30, 1998 RANCH HOMES - TODD RITTER - (cont.) Todd Ritter stated he will revise his modular/mobile home layout, showing the front 6 or 8 units with grass around them, being fully landscaped. Staff required Mr. Ritter to present a plan of green area to Larry Kohntopp and Gerd Dixon. The revised plan will included his employee and customer parking plans.
