DESIGN REVIEW COMMITTEE MEETING MINUTES

DESfGN REVIEW SUBJECT: Willow Subdivision, (Formerly the Colonial Village PUD).
DATE: September 30".. 1998
APPLICANT: Gene Hancock and Larry Herrud.
PROJECT: Preliminary Plat, Site Plan for The Willow Subdivision.
Present- Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp,
Er,c King, Ron C. Cotilin, Jim Phelps and Gerd Dixon.
ProjCct Engineer Gerd Dixon told LarD, Herrud there will be only one access allowed onto W.
Quinn Road. Larry Herrud said they will be able to make the plan work with one access.
Larry Herrud was asked why, since the prior plan was approved by the I -and Use and
Development Commission and Council, why they do not use it. Larry Herrod stated, after
review the prior plan they found it will not work financially.
Lvny Flerrud stated the main difference in the two plans, are the new plan includes araores for

stol-age space rather than car ports with no storage space.
PE Dixon stated the storm drainage presented on the plan is not sufficient. PE Dixon said the
project will require a design for hundred year storm.
Discussion about required landscaping, sprinkling, etc. Larry Herrud said a plan has not been
formulated for landscaping. Larry Herrud was told, lawn, witfi automatic sprinkling
system is required,
Discussion about emergency vehicle accommodation.
Discussion about, in the interest of time, a Short Plat be allowed. Short Plat includes Preliminary
Plat and Final Plat to be approved at the same tirne.
The following, are conditions of plan approval:
1. Only one access allowed.
2. Storm Drainage Requirement - Developers are required to design arl�d present for a
hundred year storm.
Turf Landscaping Requirement, with automatic sprinkling system.
4. 6' Slatted Fence Requirement.
Required to ineet street right -a -way setbacks, City will advise the developers of the
setbacks.
The developers are required to present a revised preliminary plat and site plan addressing all
conditions discussed.- at Design Review Meeting, Tuesday, October 6, 1998 at 10:30 p.m.

10:30 a.m., September 29,1998, IN REGARDS TO The Willows PUD, (formerly
Colonial Village PUD), a new design review meeting needs to be conducted.
THERE WILL BE A DESIGN REVIEW COMMITTEE MEETING, IF YOU WILL NOT BE
ABLE TO ATTEND, PLEASE ADVISE.

Due to substantive changes introduced by new submittal of The Willows
PUD (formerly Colonial Village PUD) a new design review meeting needs
to be scheduled for 9-29. 1 have tentatively told them 10:30, let me
know if that needs to be changed.
