DESIGN REVIEW SUBJECT: RECREATIONAL VEHICLE PARK
DATE: MARCH 2,1999
APPLICANT: JIM THILMONT AND BRAD FRASURE
PROJECT: RECREATIONAL VEHICLE PARK - EAST OF KINGS
WAY
Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steven Smart, Cary Campbell,
Jerry Rowland, Merlin Miller, Ron C. Conlin, Jim Phelps, Larry Kohntopp and Gerd
Dixon.
Jim Thilmont and Brad Frasure presented a proposed recreational vehicle Park, east of Kings
Way Drive. Mr. Thilmont stated this is a brand new RV Park with a proposed 42 spaces.
Mr. Thilmont stated this RV Park will meet the larger vehicle requirements also. Mr.
Thilmont said he talked to Alan Oliver, Fort Hall Irrigation, Mr. Oliver stated there
should be no problem piping or covering the canal. Mr. Thilmont said they are proposing
25' parking pads. There will be grass except for the pad. Mr. Thilmont stated he is not
sure whether the manager's home will be a manufactured home or a stick build home.
It was suggested, if there are any indications about a manufactured home being the
manager's home, it should be noted on the Condition Use Permit Application. Mr.
Thilmont was told the proposal is required to go through the Land Use & Development
procedure, because an RV Park is not listed in the Schedule of Controls.
Discussion about following requirements:
1. PWD Smart stated, the street is required to be built to City Standards.
PAID Smart stated, there is a possibility of Strata doing a test on the street.
2. Storm drainage will be taken care of with the gravel or grass.
3. Developer will be required to build his share of the street, curb, gutter and
sidewalk with not less than 24'of asphalt on Victorian Circle. Developer is also
required to install entire street improvements on Kings Way. Developer will be
reimbursed by affected neighbors, before building permits will be issued. The
developers will enter into a 15 year development agreement.
4. Installation of water and sewer to be built to City Standards is required, with a
sewer separator being required inside the project.
5. Any gravel will have dust abatement.
6. 10' Landscaping with automatic sprinkling is required around the RV Park.
7. One tree every 50' is required.
8. The accesses on site plan are approved, subject to the being 20'Radius
Approaches y
9- Fire Hydrants will meet City Standards.

10. Mr. Thilmont was told this RV Park Proposal is required to go through the
Conditional Use Permit Procedure.
The Design Review Committee present, approved the Site Plan, as presented, subject to
the above 10 requirements being complied with.

Elaine T. Long presented a site plan showing an Eight Station Beauty Salon, Look -N -Good

Discussion about required parking spaces. BO Cary Campbell stated they have required parking.
After discussion, Design Review Committee approved the site plan presented by Elaine T. Long,
Look -N -Good Beauty Salon, 265 E. Chubbuck Road as presented.
