DESIGN REVIEW SUBJECT: Hawthorne Town Houses

PROJECT: Building of Town Houses on Hawthorne Road, Property to
North of Ridge Wind Assisted Living
Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steven Smart, Jim Sempek,
Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps and Larry Kohntopp.
Developers presented a preliminary site plan of proposed Hawthorne Town Houses on property
north of Ridge Wind on Hawthorne Road. Developers said, if approved construction
would not start until next April.
Discussion about the following concerns:
1. Fire Department concerns.
2. Access to Pine Ridge Mall Property.
3. Covering of Fort Hall Irrigation Canal.
4. Parking spaces for Employees and Visitors.
Developers said they will present a more detailed site plan showing adjacent buildings
and properties to Staff tomorrow, June 23, 1999.
Ron was directed to set a Design Review Meeting concerning the Hawthorne Town
House development for next, Tuesday, June 29th.,1999.

Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steven Smart, Jim Sempek,
Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps and Larry Kohntopp.
Developers presented the same preliminary site plan they presented at the June 22 nd., 1999
Design Review Meeting.
At the June 22d., 1999 Design Review Meeting, Ron was directed to set a Design
Review Meeting concerning the Hawthorne Town House development for next, Tuesday,
June 291h., 1999.
Fire Chief Eric King explained there is a 25'road requirement, within the project. The
developer said they are planning a 40'road through the project.
Discussion about several concerns City Staff has:
1. Where fire hydrants are located.
2. Requirement of stortch fitting on steamer caps.
3. Can use a hammerhead instead of cul-de-sac - Required size of hammerheads is 66'X
25' wide. There will need to be some adjustment of their buildings presented on their
preliminary site plan.
4. Developers will talk to Price Development, Pine Mall about an access to mall road
north of project, also possible emergency access to Sear's Parking Lot. A locked gate
access might work. If they go with locked gate, developers are required to install a
Knox box system at developers cost. There will be no parking at the emergency gates.
5. Cross easement Agreement will have to be entered into.
6. Required to follow Fort Hall Irrigations requirements.
7. Storm water is required to be contained on site.
8. Garbage containers are required to be enclosed.
9. Radius type street approaches, are required.
Developers were asked by Staff to prepare a detailed site plan, showing adjacent buildings and
property, along with the above nine requirements addressed, and present it to Staff, prior
to next Design Review Committee Meeting.

FC Eric King asked what developers are going to do with empty building that is on property
now. FC King suggested the Fire Department could use for training. FC King said City
would be willing to pay abatement costs.
