PROJECT TITLE: Banner installation
PURPOSE FOR REVIEW: Banner approval at Oakwood Homes at 5016 Yellowstone
Ave.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Merlin Miller, Jerry
Rowland, Eric King, Ron Conlin, Jim Phelps and Larry Kohntopp.
Oakwood Homes, Representatives were present to see if they can hang a 3' x 40' from poles they
install. Jeff Crandell said the poles setback 10' inside the property line.
Jeff Crandell was told the banner (temporary sign) may remain in place not exceeding 60 days.
Temporary signs for businesses shall not be replaced by any other temporary sign relating
to the same or similar subject matter on the same premises for at least six months.

DEVELOPMENT REVIEW MEETING APPLICATION
The purpose of this application is to establish a meeting and review time with the City of
Chubbuck Development Review Team consisting of the: Building Official, City Planner,
City Engineer, Fire Marshal and other City staff as required. The Development Review
Team meets every Tuesday morning between the hours of 10:30 and 12:00 Noon
This team will work in unison, with you, to establish the criteria for your project as it
relates to the adopted ordinances of the City of Chubbuck. Keep in mind, this is an
informal review and is only conducted on submitted applications. This is a review team
not a design team. Provide (8) eight sets of drawings at least one week in advance of your
scheduled meeting. Formal reviews of your plans or project by City staff is conducted
after formal application. Once you make your appointment and it is verified, it is very
important to keep that appointment so others can be scheduled accordingly.

APPLICANT: Westmark Credit Union, Paula

PROJECT TITLE: Westmark Credit Union Branch at 206/212 E. Chubbuck
Road.
PURPOSE OF REVIEW: Proposed new Westmark Credit Union Branch east of
Mystique Theater. They are requesting an additional
access in addition to the shared Mistique Theater Access.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Merlin Miller, Jerry
Rowland, Eric King, Ron Conlin, Jim Phelps and Larry Kohntopp.
All Seasons building at 206/212 E. Chubbuck Road.
Gene Hancock, Realtor and Paula from Westmark presented a site plan requesting a 14' entrance
only to the right of their building for drive thru services.
Attorney Holmes stated there is a common access with the Mystique Theater, most likely this
will be the only access allowed.
Mr. Hancock said the customer parking will be in front and employee parking will be in the rear.
PWD Smart stated the City is following Access Management Guidelines. This size of an entrance
will slow traffic to a stop on E. Chubbuck Road.
Gene Hancock proposed a plan that Westmark Credit Union use the two properties to the east of
the All Season Building for their building. This would give Westmark an access from E.
Chubbuck Road and an access to Clover Dell Road.
After discussion, Staff directed Gene Hancock and Paula, Westmark Credit Union to discuss and
present another site plan to Design Review Committee.
