APPLICANT: Roy Lacey
PROJECT TITLE: Lacey Construction Company
LOCATION: 4876 Yellowstone Ave.
PURPOSE OF REVIEW: Sell of Roy Lacey's construction equipment.
Present: Mayor John 0. Cotant, Attorney Tom Holmes, Steve Smart, Richard Webb, Ray Griffin,
Eric King, Ron Conlin, Jim Phelps and Larry Kohntopp.
Roy Lacey, 12411 Corey Lane, Pocatello, Idaho was present to ask if he can sell his construction
equipment at 4876 Yellowstone Ave, north of R.V. Center, Becky Robinson property.
Roy Lacey said he would be willing to help Becky Robinson, property owner to clean up her
property to east of R.V. Center as part of her approval to allow him to use the property for
his construction equipment sale.
Mr. Lacey said he would be off the property prior to June I't, 2002.
Larry Kohntopp advised Mr. Lacey he will have to present the construction in an orderly way,
along with complying with City Code.
Roy Lacey was advised he will be required apply for a business license after January 1", 2002.
Design Review Committee approved the request to sell his construction equipment at 4876
Yellowstone Ave without landscaping, etc requirements being completed, subject to Roy
Lacey cease selling his construction equipment June I't, 2002. If Roy Lacey purchases the
property or sells his construction equipment after June I't, 2002 he is required to go
before the Design Review Committee to discuss landscaping, etc requirements.

Just some thoughts on Roy's DRC meeting next Tuesday:
1. Waive improvement requirements due to temporary nature of the request.
2. A business license and City Council Approval required.
3. Set a term or time limit on the Business License and/or the location of the proposed sales yard. (Not more
than 6 months?)
** Note: For the rental of the yard, Roy Lacey will be cleaning up the Becky (Parrish) Robinson properties in
the vicinity.
