Land Rush Estates Property between Siphon and Tyhee Roads adjacent to Hiline Road. PURPOSE OF REVIEW: Mr. Yost wanted to get guidelines, requirements, etc from the City of Chubbuck. Present: Mayor John 0. Cotant, Attorney Thomas J. Holmes, Steve Smart, Richard Webb, Ray Griffin, Merlin Miller, Eric King, Ron Conlin, Jim Phelps and Larry Kohntopp. Kent Yost and Mitch Greer, Rocky Mountain Engineering were present to present the site plan. Kent Yost stated he came to get the City of Chubbuck's feelings on supplying water to the proposed subdivision located on property between Siphon and Tyhee Roads adjacent to Hiline Road. Mr. Yost discussed the following concerns: 1. Density concerns - one lot per acre. 2. There will be a secondary water system for irrigation. 3. Need a homeowner association for maintenance of water system. 4. Concern about sidewalk, curb and gutter requirement when there will be walking paths throughout the subdivision. 5. Hiline Road is a Major Arterial - adequate right-of-way is required to be dedicated. 6. There will be limited access onto Hiline Road from the subdivision. Attorney Holmes stated the development will be required to enter into an annexation agreement because they are not contiguous with City boundaries. PWD Smart stated the proposed subdivision is required to be built to City Standards. Discussion about Fire Control concerns. Discussion about dedication of Fire Station and Well land property and where it should be, both well and fire station property should be on same property. Mr. Yost stated the time frame is as soon as possible. Park land dedication was discussed. DESIGN REVIEW COMMITTEE MEETING MINUTES - (cont.)
