Present: Mayor Steven M. England, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp,
Paul Andrus, Ron C. Conlin, Randy Severe, Ray Griffin, Eric King, Merlin Miller and
Sean Harris.
Scott Harris, 4555 Burley Drive presented a site plan for a proposed building for a child care
developmental service on Evans Lane. There will be approx 50 people in the building at
any one time. The only clients are children. Mr. Harris said he would like to open the
business, June 1", 2008.
Larry Kohntopp reported there are a lot of undone items on the Harris Construction property that
needs to be addressed prior to approval of this plan.
The site plan was approved subject to the following conditions:
1. Off street and employee parking is required.
2. Scott Harris is required to meet with Sean Harris and Larry Kohntopp about relocating,
if needed, the new access, or possibly rearranging the proposed building. Sean Harris
stated the area need a Topo Survey.
3. Landscaping requirement is required with automatic sprinkling.
4. Required to get with BI Ray Griffin on sign.
5. Lights on property is required to be sheltered from other properties.
6. Required to have a knox box.
7. Fire Department will check but might need another fire hydrant.
8. Mr. Harris is required to get together with Fire Department about an alarm system if
needed.
9. Ray Griffin and Merlin Miller will meet with Scott Harris about if there should be a
sprinkling system or not.
10. Address needs to be clearly mark on the building.
11. Mr. Harris is required to hook water and sewer to stubs, try not to dig into the street.
12. Mr. Harris is required to get necessary plans to City Building Department.
13. The building will use residential containers at this time.
After discussion, Scott Harris stated he will be at the Design Review Meeting, January 15"', 2008
at 11:00 a.m. for the counseling business approval.

Dear Ladies and Gentlemen,
It is up to us as Citizens, as a group of people to use our talents, our knowledge and our wits to
help others around us in any way that we can.
In this capacity we are rowing the same boat, but maybe just with different paddles. It is up to us
to utilize all that we have for those around us in a manner that will benefit all.
My capacity unlike many of you is in being the Representative of Willie's Investments, LLC
which owns a piece of property in our community. So, the burden falls upon my shoulders and
your shoulders as to what we are going to do with this piece of property that will aid in the
betterment of our community and those that live in it.
In the next few pages of a booklet I've provided is an idea, maybe not the only idea, but one that
may be perfect for the shape of property we have to work with. One that will aid in the
betterment of our community. And, one that won't break or tax us with burdens that make my
job or your job unbearable to the point of doing nothing.
Again, it is up to us as a collective group to embrace either this idea or bring to light another idea
that will allow the usage of this property for the betterment of our community and be acceptable
to all involved in a logical and community oriented way.
With that said, allow me to present to you an idea for your consideration, help and approval as a
collective group of people rowing the same boat as I.

OWNER, BUYER CONTRACT CONDITIONS PLEASE READ BEFORE SIGNING FRONT OF PROPOSAL
1. Delivery of all shipments shall be determined by Austin Building Systems Inc. Freight, if included in pricing, mm front of contract shall
be paid by customer at time of shipment, along with any balance due on contrera with any change order charges or debits. Austin will
notify customer of final c.o.d. charges via, fax, email, regular mail prior to delivery. Normal shipping time is 5-9 weeks and possibly longer
during peak season. Austin Building Systems Inc. will not be responsible for shipping delays due to raw material shortage, change orders,
strikes, floods or other weather conditions, accidents in delivery, or other acts of God. Shipping delays due to severe or unsafe weather
conditions around the day of delivery will be determined or delayed at that time by Austin Building Systems Inc. in conference with
customer and shipping facility. The owner of all materials shall remain the sole property of Austin Building Systems Inc. until the building
and components are received and paid for by customer. Doors and insulation, if included in pricing on front of contract, will not ship
with building unless specified on front of contract Once C.O.D. building is paid the doors and insulation are paid in full unless shipping is
delayed for more than two weeks of building shipment Pricing for doors and or insulation may be subject to increase if delayed two
weeks or mom.
While we try to make every effort to lock in contract pricing on for production orders, for building doors and insulation packages,
during volatile economic times, pricing increases may occur on doors and insulation after contract is excited because they are not
manufactured by our building manufacturing plant. If increases are not significant we will cover the costs. If significant increases
are incurred, Owners, Buyer will be notified and have the option of shipping the doors or insulation prior to building delivery to avoid
any increases. A portion of the c.o.d on building may be needed to cover early delivery of doors and insulation should this occur.
2. All c.o.d. checks must be certified or cashiers bank checks made out to Austin Building System Inc. for the amount specified on your
contract from along with any change order charges and pricing increases incurred. as specified in your c.o.d. letter, and presented to
FIRST building truck to arrive BEFORE unloading the truck, unless orders are prepaid. NO TRUCKS WILL BE UNLOADED UNLESS
CORRECT CERTIFIED FUNDS ARE PRESENTED TO THE 1srDRIVER TO ARRIVE. Do not ask the driver to unload the truck. The
customer is then responsible for unloading the truck with fork lift equipment to handle up to 3500 lbs. Inventory all parts against erection
drawings and bill of laden and inspect all parts as they are unloaded from the truck the day of delivery. Make a note on bill of laden if parts
appear to be missing or damaged in incorrectly fabricated (length) and notify Austin Building Systems Inc. immediately for parts
replacements. Inventory is the most important part of the building process running smoothly. if inclement weather is
present during the unloading process, make a note on bill of laden and inventory parts within 5 days of delivery. For mussing parts, our plants will
review their inventory loading video tape to determine if parts were not loaded or fisted on die bill of laden and will be replaced
immediately. In some cases parts are packaged and not readily detected as missing or damaged, until the building is being erected. The
owner or erector would need to call us with the part number along with the job number against inventory sheets, to determine replacement
or field repair, in conference with customer service department. Our plant is not unreasonable about replacing parts damaged or missing
beyond 5 days, however, delays or issues of missing or damaged parts are best avoided by proper inventory before construction begins.
Austin Building Systems Inc will not be responsible for any erection delays because of missing parts that should have been inventoried and
checked against erecting drawings before construction began. Repair or field replacement of any unlikely mis-fabricated parts must be
approved by Austin Building Systems Inc and or the customer service department before field repair can be done. Shipping and reasonable
repass costs and replacement charges authorized by Austin Building Systems and customer service will be paid by Austin Building Systems
Inc. within 45 days from billing date. Once the building is delivered and paid for, the building and all parts are sole ownership of the
customer. Austin not responsible for replacement of any damaged material not reported at time of delivery. We strongly
recommend theft and vandalism insurance once building is delivered.
3. All parts are warranted against defection for one year from date of delivery. Austin's obligation under this warranty shall be limited to
repairing and replacing (but not dismantling and installing) such parts which prove to be defective, within one year from shipment date.
Any product repaired or replaced as provided hereon shall be subject to warranty only for the remainder of the time applicable to original
warranty period. All sheeting 20 to 40 year limited warranties as stated on front of contract are from our manufacturing plants. Any
claims should be addressed through Austin Building Systems Inc and in turn filed with our manufacturing plant .
4. Payment from customer or ani guarantors shall guarantee full payment for any shipments by Austin Building Systems Inc, but not
limited to freight charges. In the event of refusal or dishonor by customer of any balance due to Austin Building Systems Inc., we may
proceed with mechanical liens or collection processes to recover unpaid balances due, including any expenses incurred by Austin Building
Systems Inc. in collecting such debts.
5. Accepted signed orders will become legal binding contracts according to the state of Virginia laws, onre fabrication or approval deposits
and faxed signed orders are received. Austin Building Systems Inc. is responsible for delivery of all building materials, dimensions, colors
loadings em as specified by customer, and as agreed upon on front of this contract. Fabrication deposits and approval deposits are
nonrefundable, as engineering costs have already been acemed. If customer has paid only approval/ permit drawings deposits, the balance of
fabrication deposits will be needed before production begins DUE WITH ANY PRICING INCREASES,THAT MAY BE IN EFFECT,
AT TIME OF RELEASE. (DUE TO UNSTABLE STEEL and GAS PRICING) PERMIT ONLY AND APPROVAL ORDERS
PRICING IS NOT GUARANTEED. Once "FOR PRODUCTION" orders are placed, the cost of all materials are valid from date of
signed contract and building deposit received for 30 days or scheduled shipping date whichever is longer. Pricing increases
may occur if doors or insulation is delayed more than 15 working days after building arrives and may be subject to
increases. Price increases "FOR PRODUCTION ORDERS may occur if; A). If building is delayed in shipping by customer once scheduled
ship date is announced. B) doors or insulation pricing is increased before delivered (customer to by notified if this occurs m avoid increases &
early shipment may be needed) C). If "FOR PRODUCTION" ORDERS ARE CHANGED& DOORS OR INSULATION PRICING
INCREASES OCCUR BEFORE BUILDING IS SHIPPED. Any changes by customer after contract is signed and executed must be in
writing and signed by customer and Austin Building Systems representative resulting in possible engineering changes administrative paper
work charges and any additional material charges or credits to customer. Change orders will result in shipping delays &any price increases
OR decreases in effect after initial order was placed.. Once delivery dates are set we cannot change them, as this would result in storage
charges at the plant per day until building is shipped to owner or other customer if order canceled. Customer is be liable for balance due
on FOR PRODUCTION MAKE SHIP building orders; that is if order canceled all storage charges on complete package building
ordered on back side of this contract is due and payable to Austin Building Systems Inc.
DO NOT ORDER BUILDING "NOR PRODUCTION" UNLESS PROPERTY" IS SECURED PERMITS ARE ISSUED IF
NEEDED, AND BANK FUNDS .9RE IN PLACE IF APPLICABLE.
6. The customer is responsible for building systems correct building codes & loadings as mandated by local officials BEFORE signing
contract Also customer must review, before signing, any critical clearances, horizontally and vertically, if any. While we try to review each
set of drawings, it is customer's responsibility to check all drawings once received for accuracy against signed contract
for colors framed openings locations and loads. If discrepancies exist, please contact us immediately. Note: all walk doors and
windows will not be shown factory located on drawings. Foundation design drawings are not included unless customer has ordered them for an
additional charge.
7. Austin Building Systems Inc. is not responsible for parts stored directly on the ground. All parts stored for more than 3 weeks should be
stored off the ground and covered from weather.
8. No other warranties apply except for those stated on the front of this contract.
9. In the unlikely event c.o.d. funds are lost by drivers, the customer agrees to replace such funds immediately, less check stop pavments
and mailing costs or wiring costs.
10. Customer agrees to clean accessible site for 18 wheeler truck with 50' flat bed with proper turning radius for entry and exit or protide
drop off place near site to off load on customers own equipment. Any towing expenses incurred as a result of improper site conditions
will be the customer's responsibility. Unloading, inventory and erecting building structure is not responsibility of Austin Budding Systems
Inc.
11. Erecting & unloading of metal buildings, roll up doors and insulation is not provided by Austin Building Systems
Inc. nor do
we sponsor any agents or building erector contacts given to Buyer. Buyer is responsible for inspecting for errors of all
installation and erecting. All materials supplied by Austin Building Systems Inc and must be installed according to
erecting drawings and or directions provided by insulation company or door company. Austin Building Systems Inc
nor any supplier is not responsible for structures and doors or insulation not installed according to drawings provided
for buildings and instructions provided by door and insulation supplier. The erector or owner or buyer is not an agent
of Austin Building Systems Inc, and no agency Is either expressed or implied exists or is created between Austin
Building Systems and the erector or owner, or buyer in any circumstance.
CONTRACT ADDENDUM please read before signing contract.
Once this contract has been accepted, the minimum cancellation charges will be based on amount of work completed and materials
ordered but not less than 20% of the contract amount.
All nonrefundable deposits must be received before proceeding with drawings and or production or fabrication of building(s).

Step I - Survey Property Lines
Be sure that the fence does not exceed property lines. Most fence installers recommend that all
posts be set approximately 4" inside the property line. This will help avoid encroaching on

fence. Join and tighten the knuckles at bottom and top. Now you shouldn't even be able to see
where the two sections were connection together.
To remove excess chain link fence fabric - untie both top and bottom ends of fence (knuckles -
pliers shown below). Twist the wire in a corkscrew fashion until the fence comes apart. One
picket shown in red is turned until the fence is separated.

Step 7 - Stretch Chain Link Fabric
Fabric should already be fastened to the opposite end of the fence. Insert a tension bar (may need
an extra one) approximately 3 feet inside the unattached end of the fabric. Securely fasten one
end of the fence stretcher to the tension bar and the other end to the terminal post. Stretch the
fabric - the correct tension should allow a slight amount of give when squeezed by hand. The top
of the fabric should be located approximately 1/2" above top rail. Adjust fabric to exact length by
adding or removing wire as mentioned in step 6. Insert a tension bar at the end of the fabric and
connect tension bands on terminal post. Remove fence stretcher. Attach wire ties to top rail 24"
apart. Attach wire ties to posts 12" apart. Tighten nuts on all brace and tension bands.
Step 8 - Hanging Gates
After the fence has been completed, install the male hinges to one of the gate posts, hanging the

prevent the gate from being lifted off. Set gate in place, aligning top of the gate with the top of
fence. Adjust and tighten hinges to allow for full swing. Install gate latch for single gates. Double
gates use the same procedure but install center latching device (fork latch).
Notes: Post depth can be determined by local weather and soil conditions, terminal posts are
normally dug 10" wide and 18" to 30" deep. Depending on the wind and soil conditions you may
want to use 8' centers or even a more narrow spacing for line posts. You may want to use longer
line or terminal posts depending on the wind and soil conditions in your area. If you want to add
privacy slats in the future, make sure the frame work will be strong enough for additional wind
load.
